Cambodia's ruling party dominates commune elections [... through rigging]

The ruling Cambodian People's Party, the CPP, has once again dominated the country's commune elections, with early results showing it has won about 97 percent of commune chief positions.

There are 1,633 communes in Cambodia and control at this level gives leaders a great deal of localised influence over citizens and state money - something important for next year's national elections.
