ទោះបីមានភស្តុតាង និងការចោទប្រកាន់ជាច្រើនពីមហាជនថា ប្រមុខរដ្ឋាភិបាលកម្ពុជាកំពុងជួយសម្រួល ឬបានកាត់ទឹកដីរបស់ខ្លួនទៅឲ្យប្រទេសវៀតណាម នោះក៏ដោយ ក៏មន្ត្រីជាន់ខ្ពស់ទទួលបន្ទុកកិច្ចការព្រំដែនខ្មែរ នៅតែមានគំនិតសុទ្ធិនិយម។
នាយករដ្ឋមន្ត្រីប្រទេសវៀតណាម លោក ង្វ្រៀន តាន់យ៉ុង (Nguyen Tan Dung) [ឆ្វេង] ចាប់ដៃជាមួយនាយករដ្ឋមន្ត្រីកម្ពុជា លោក ហ៊ុន សែន ក្នុងឱកាសសម្ពោធបង្គោលព្រំដែនគោកលេខ ៣១៤ នៅរវាងខេត្តកំពត ប្រទេសកម្ពុជា និងខេត្តគៀងយ៉ាង ប្រទេសវៀតណាម កាលពីថ្ងៃ២៤ មិថុនា ឆ្នាំ២០១២។
ហើយមន្ត្រីទាំងនោះថ្លែងការពារថា កម្ពុជាកំពុងបោះជំហានដ៏ត្រឹមត្រូវ និងធ្វើកិច្ចការដោយស្របច្បាប់ក្នុងការដោះស្រាយបញ្ហាព្រំដែនជាមួយ ញាតិជិតខាងរបស់ខ្លួន។
មន្ត្រីជាន់ខ្ពស់ទទួលបន្ទុកកិច្ចការព្រំដែនកម្ពុជា នៃរដ្ឋាភិបាល នៅតែប្រកាន់ជំហរ ប្រកបដោយ មោទនភាព ក្នុងការដោះស្រាយបញ្ហាព្រំដែននៅ ភាគខាងកើតថា កំពុងធ្វើឡើងស្របទៅតាមនីតិវិធីច្បាប់ និងឆន្ទជាតិពិតប្រាកដ។
ទេសរដ្ឋមន្ត្រី និងជាប្រធានគណៈកម្មាធិការព្រំដែនកម្ពុជា លោក វ៉ា គឹមហុង មានប្រសាសន៍ថា រដ្ឋាភិបាលខ្មែរសឹងគ្រប់ជំនាន់តែងប្រកាន់ខ្ជាប់នូវផែនទីខ្នាត ១លើ១រយពាន់ ដែលដាក់តម្កល់ក្នុងអង្គការសហប្រជាជាតិ យកមកដោះស្រាយជាមួយប្រទេសជិតខាងជានិច្ច។
ផ្ទុយទៅវិញ ក្រុមអ្នកឃ្លាំមើលនិយាយថា កាលពីខែតុលា ឆ្នាំ២០០៥ លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន បានចុះហត្ថលេខាជាមួយលោក ផាំ វ៉ាន់ខៃ នាយករដ្ឋមន្ត្រីវៀតណាមក្នុងទីក្រុងហាណូយ ជាសន្ធិសញ្ញាបំពេញបន្ថែមលើសន្ធិសញ្ញាឆ្នាំ១៩៨៥ ស្ដីពីការកំណត់ព្រំដែនជាតិរវាងប្រទេសទាំងពីរនោះ ឲ្យមានភាពស្របច្បាប់។ សន្ធិសញ្ញាឆ្នាំ១៩៨៥ នេះ ធ្វើឡើងដោយលោក ហ៊ុន សែន រដ្ឋមន្ត្រីការបរទេសខ្មែរ ជាមួយលោក ង្វៀង កូថាច់ រដ្ឋមន្ត្រីការបរទេសវៀតណាម ខណៈកម្ពុជាស្ថិតក្រោមការត្រួតត្រារបស់កងទ័ពវៀតណាម។
សន្ធិសញ្ញាឆ្នាំ១៩៨៥ នេះ បានភ្ជាប់នូវផែនទីចំនួន ៤០ផ្ទាំង ជាផែនទីប្រភេទ UTM ខ្នាត ១លើ៥០ពាន់ គូសដោយរដ្ឋាភិបាលវៀតណាម និងសហរដ្ឋអាមេរិក។
ប្រធានគណៈកម្មាធិការព្រំដែនកម្ពុជា ដែលមានមូលដ្ឋានក្នុងប្រទេសបារាំង លោក ស៊ាន ប៉េងសែ មានប្រសាសន៍ថា ផែនទីរបស់អាមេរិកាំង និងផែនទីដែលគូសដោយរដ្ឋាភិបាលវៀតណាមនេះ គឺផែនទីខុស ពីព្រោះផែនទីទាំងនេះ បានធ្វើឲ្យបាត់ព្រំដែនខ្មែរយ៉ាងច្រើនចូលក្នុងទឹកដីវៀតណាម។
ផែនទីដែលសម្ដេចព្រះបាទ នរោត្តម ស៊ីហនុ ដាក់តម្កល់នៅអង្គការសហប្រជាជាតិ ជាផែនទីគូសដោយបារាំង ខ្នាត ១លើ១រយពាន់ បានន័យថា មួយសង់ទីម៉ែត្រនៅលើក្រដាស ស្មើនឹង ១គីឡូម៉ែត្រនៅលើដី។ ចំណែកផែនទីដែលគូសដោយវៀតណាម និងសហរដ្ឋអាមេរិក មានខ្នាត ១លើ៥០ពាន់វិញ បានន័យថា ១សង់ទីម៉ែត្រនៅលើក្រដាស ស្មើនឹង២គីឡូម៉ែត្រនៅលើដី។
ក្រុមអ្នកជំនាញខាងកិច្ចការព្រំដែនខ្លះនិយាយថា តាមរយៈផែនទីខ្នាត ១លើ៥០ពាន់នេះ អាចឲ្យកម្ពុជាបាត់ភូមិរបស់ខ្លួនមួយចំនួននៅតាមតំបន់ព្រំដែនចូល ក្នុងទឹកដីវៀតណាម។
ក្នុងរយៈពេលចុងក្រោយនេះ រដ្ឋាភិបាលវៀតណាម ប្រកាសទាមទារយកភូមិរបស់ខ្មែរចំនួនពីរ គឺភូមិអន្លង់ជ្រៃ និងភូមិផ្លុកត្រាច ស្ថិតក្នុងខេត្តកំពង់ចាម ថា ភូមិទាំងពីរនេះស្ថិតក្នុងបន្ទាត់ព្រំដែនរបស់វៀតណាម។
ប៉ុន្តែលោក វ៉ា គឹមហុង មានប្រសាសន៍ថា ភូមិអន្លង់ជ្រៃ និងភូមិផ្លុកត្រាច នេះ ស្ថិតក្នុងទឹកដីវៀតណាម តាមរយៈផែនទីខ្នាត ១លើ១រយពាន់ ដែលគូសដោយបារាំង។
លោកបន្តថា ក្រៅពីភូមិទាំងពីរនេះ ក៏នៅមានភូមិជាច្រើនទៀតក្នុងទឹកដីខ្មែរ ជារបស់វៀតណាម ហើយក៏មានភូមិជាច្រើនទៀតជារបស់ខ្មែរក្នុងទឹកដីវៀតណាម។ លោកថា ហេតុដូច្នេះ កម្ពុជា និងវៀតណាម នឹងត្រូវធ្វើការដោះដូរភូមិគ្នាទៅវិញទៅមក ហើយបន្តកិច្ចសហប្រតិបត្តិការបោះបង្គោលព្រំដែនរវាងប្រទេសទាំងពីរ ឲ្យបានច្បាស់ថែមទៀត។
ទោះបីជាយ៉ាងណាក៏ដោយ លោក ស៊ាន ប៉េងសែ អះអាងថា ភូមិអង្លង់ជ្រៃ ដែលជាភូមិកំណើតរបស់លោក ហេង សំរិន ប្រធានរដ្ឋសភាជាតិកម្ពុជា នោះ ស្ថិតក្នុងទឹកដីខ្មែរ ផ្អែកតាមផែនទីដែលបារាំងបានគូសនៅឆ្នាំ១៨៧៣។
លោកបញ្ជាក់ថា ប្រសិនបើភូមិទាំងនោះជារបស់វៀតណាម មែន វៀតណាម ប្រាកដជាមិនបានទុកឲ្យពលរដ្ឋខ្មែររស់នៅរហូតមកទល់សព្វថ្ងៃនេះ ឡើយ។
ក្រុមអ្នកឃ្លាំមើលនិយាយថា ដោយសារតែសន្ធិសញ្ញាបំពេញបន្ថែមឆ្នាំ២០០៥ ដែលធ្វើឲ្យសន្ធិសញ្ញាឆ្នាំ១៩៨៥ មានភាពស្របច្បាប់ ផ្អែកលើផែនទីដែលគូសជាឯកតោភាគីដោយវៀតណាម នោះហើយ ទើបវៀតណាម អាចឆ្លៀតឱកាសទាមទារយកភូមិរបស់ខ្មែរបន្ថែម។
ព្រឹត្តិបត្រឯកសារប្រចាំខែឈ្មោះ BMD របស់សម្ដេចព្រះបាទ នរោត្តម ស៊ីហនុ កាលពីថ្ងៃទី១៨ ខែធ្នូ ឆ្នាំ២០០៤ បានសរសេរថា លោក វ៉ា គឹមហុង ហ៊ានយកផែនទីក្លែងក្លាយនៃប្រទេសកម្ពុជា មកទូលភូតកុហកព្រះអង្គថា ជាផែនទីភូមិសាស្ត្រនៃសង្គមរាស្ត្រនិយម។

I am glad you see the same as I also saw. After so many documents (history) I found/read (not through Khmer, Thai and Yuon wrote who usually falsify the history, but through others outside of that sphere), the empire was created with a grand of fortune from trading. From the Indian men through the men who were Hindu fought to rule over that grand portion with no others challenge except the Cham of Champa along east coast of eastern Cambodia. Back then those men did not conquer others like great warriors: Alexandria the Great, Julius Caesar, Genghis Khan etc.. they were just happened to found grand fortune and created a rich empire for themselves. They lacked of war strategies and lacked of so many things except being good traders.
They failed miserably to build National Defense to protect the country for future generation.
While they were so wealthy with all temples for their wives, children and thousand of concubines, our Khmers remained ignorant and poor.
Yuon after freed from Chinese they built a dam (valley) adjacent to Red River. They lured the whole Chinese army (hundred thousand) to that valley then they leashed the dam the current of mighty water from red river killed all the Chinese army in that river. This is only one example how they built their national defense. We did not have any. The Javanese guy, the usurper from Java who took Khmer throne and took the name of Jayavaraman vii (7) in spite of his good governance, he too failed to build the national defense and failed to teach Khmers to be educated and strong.
He was the man who adopted another foreign religion Buddhism and claimed that Khmers live so peaceful. Wrong!!!. While he claimed of peaceful nation, the new comers, Thais and Annamese came close and who knew what their strategies upon Cambodia?
Another usurper took the name Jayavaraman 8 destroyed Buddhism and went back to Hindu, then civil war, war war...fought each other for the throne. The enemies defeated Khmers' souls (our weakness): Thais threw coins and Khmers enjoyed to collect, Yuon came in as a spouse of Jayajettha ii, then the rest was history. It is hard to blame Jayajettha ii, when he was poor and weak and he fought Thais and how can he fight Yuon and Thai at the same time?
The history repeats itself.
I used to feel so proud and I honored Jayavaraman 7, but after I knew who he was I can careless about the guy. I condemned him and varaman kings before him for failing to build the national defense.

The sources of the Khmer empire collapsed mainly came from Hindu vs. Buddhism.
Hindu were very aggressive and vicious attackers, but they believed in gods like god the Shiva, god Visnoka, etc.., while Buddhism were calm and afraid of Bapkam everything they do or eat always afraid of bapkam.

Those thousand of temples were not for National defense, but for their families. Preah Vihear was built by Sorya I and Sorya II. Sorya II quoted building for his mother to pray. That wa snot a National defense either (like China great wall). It was built for family pleasure.
