No Reform of National Election Committee, Ministry Says

Election monitors say the reform of the NEC and some election regulations is necessary for free and fair elections.

PHNOM PENH - The Ministry of Interior will not change the composition of the National Election Committee ahead of 2013 elections, an official told reporters Thursday, following talks with a delegation of opposition officials.

Prum Sokha, secretary of state for the ministry, said a change of the NEC now would necessitate the cancelation of the election and would create social instability.

Opposition officials said they will now consider whether to contest the elections at all.

Yim Sovann, a spokesman for the opposition Sam Rainsy Party, said more than 1.5 million people were unable to vote in commune elections in June, thanks to complicated registration and voting procedures and potential interference from local officials loyal to the ruling Cambodian People’s Party.


Lawmakers from the Sam Rainsy and Human Rights parties have formed a consolidated opposition in the Cambodian National Rescue Party. But Yim Sovann said that the party now must consider whether to contest the elections. With no change in the NEC, “we know the result already,” he said, referring to the vote.

Election monitors say the reform of the NEC and some election regulations is necessary for free and fair elections.

Koul Panha, executive director of the Committee for Free and Fair Elections, a monitoring group, said NEC reform is “crucial” for improved elections that are acceptable to all parties.

The CNRP,

The CNRP should not be surprised by the response given by the puppet government of Hun Sen.

The CNRP must have its own strategy to make the idea of overhauling the NEC materialized.

Here are my suggestions:

- Contact the UN, the EU, Japan, the US, Australia, Canada, and the ASEAN.
- Communications to these Countries and institutions must be done swiftly because we have a very limited time to make change to this NEC.
- We must find a way to get favorable answers from them. It will not hurt to keep pushing them by providing proofs that without NEC’s change, a catastrophic event will happen, because Khmer people are so fed up with this Vietnam slave government already.
- Be proactive. Spreading your group to contact those countries and institution SIMULTANEOUSLY and press for fast answer because time is not on our side.

Since this puppet government is controlled by Vietnam, the CNRP must pay more attention on the countries that Vietnam exports its products to. These Countries have a big influence on Vietnam. The CNRP must reveal to them the disastrous activities that Vietnam imposed to its puppet Hun Sen.
For instance, the removal of the MP’s immunity, land concession to Vietnam, the destruction of natural resource, etc…

By successfully delaying the NEC’s change, the CPP will win automatically.
After a certain date, no one can touch the NEC.

The failure to overhaul the NEC will have a disastrous repercussion on Khmer people. the high MORALE and HOPE that Khmer people had after the 2 parties merged will be gone – and might be irreversible.

Note: The outcome will be the same after the CNRP talks with Sar Kheng.
Without external pressure, the CNRP should not expect any major change that would affect the result of the election.
Talking and delaying is the CPP's tactic to make the change "Expired".
While talking, the CNRP must exhort the powerful countries to press the CPP...

The CNRP must stop being timid if it really wants to see its effort bears a fruitful result.

Now that Sar Kheng refuses to change the NEC, the CNRP must take its concrete next step.....RIGHT AWAY...

Why Sar Kheng refuses because he is one of the corrupted officials and he fears of losing his seat off course!. what a dick-head blood sucker!. He loves money more than anything in there. Where is his morality? He too will be doomed with R Hun and R king ta, Well, time tell. Opposition leaders must go and talk to the international community about their wickedness really. Go ahead Mr Kheng go and suck R Hun dog....
