On Saturday 14 April 2012, the Cambodian Friendship Association in Finland organized a Khmer New Year celebration in Helsinki, Finland. Erkki Tuomioja, Finland's Minister of Foreign Affairs, participated in the event and gave a 10 minutes speech to the guests.

The wife of Heng Pov, the former Phnom Penh police chief, left Singapore to Finland after the Phnom Penh municipal court issued an arrest warrant for the Ministry of Interior (MoI) police to arrest her and bring her to court for questioning about the circulation of $30,000 in fake money. However, there is no confirmed information about Ngin Sotheavy’s departure yet.
According to report from the Phnom Penh municipal court, on 30 July 2006, the MoI police raided Heng Pov’s home located in Takhmao city, Kandal province, and they confiscated $300,000 in cash.
After a review, the police indicated that among the $300,000 confiscated, there was $30,000 in fake money included in the total amount. The police then built its case and sent the file to the court for further legal proceedings. Kry Sok Y, the deputy prosecutor of the Phnom Penh municipal court, decided to charge Ngin Sotheavy, Heng Pov’s wife, of circulating fake money, and the case was handed over to Judge Kem Ravy, the investigating judge.
At the time, the judge issued an arrest warrant ordering that Ngin Sotheavy be brought to the court for questioning on the charge brought against her. However, because the local authority indicated that Ngin Sotheavy was no longer in Cambodia, the judge issued another warrant for the police to look for her, arrest her, and bring her to court for questioning.
Since Ngin Sotheavy was staying in Singapore, the court ordered the MoI police to use legal means to arrest Ngin Sotheavy and deport her back to Cambodia. That was the reason why the authority canceled her passport as a mean to allow Singapore to extradite her back to Cambodia.
According to a source overseas, Ngin Sotheavy actively tried to obtain asylum in a third country by claiming that her arrest by the Cambodian court would be a violation of human rights, and would be unfair.
Recently, a reliable source indicated in Cambodia that Ngin Sotheavy already left Singapore to travel to Finland, but additional information from overseas on her departure is not available.

From 2002 to 2007, Finland has now provided a total sum of 3.5 million USD to be spent on land registration in Cambodia, reports the Chinese news agency Xinhua.
