Hun Manit, second-eldest son of Prime Minister Hun Sen, was promoted to colonel and appointed as deputy chief of the Defence Ministry’s intelligence department last Saturday, after the Royal Cambodian Armed Force’s previous intelligence chief died last week.

Hun Manit, 30, previously held the post of lieutenant colonel. Hun Sen’s oldest son Hun Manet, 34, is a major general and the deputy commander of the Headquarter of Infantry, deputy commander of Hun Sen’s Bodyguard Unit and head of the Anti-Terrorism Unit.

In addition, General Chea Dara, deputy commander-in-chief of RCAF in charge of Preah Vihear Direction, was appointed as chief of the Defence Ministry’s intelligence department, replacing General Mol Roeup, who died on January 12 at 62.

Political observers in Cambodia are concerned that high ranking government officials are transferring important government positions to their relatives and cronies.

On Saturday 14 January, the ministry of Defense nominated Hun Manit, Hun Xen’s second son, to the position of deputy intelligence director of the ministry and he was also promoted from lieutenant colonel to colonel rank as well. The ministry also nominated Chea Dara, the deputy chief of staff, to the position of army intelligence director, replacing general Mol Roeup who croaked last week at the age of 60.

The nomination of Hun Manit is the second nomination of another one of Hun Xen’s sons to an important position in the army rank. In 2011, the ministry nominated Hun Manet, Hun Xen’s oldest son to the position of deputy chief of staff, in addition to his duty as director of the terrorism department and deputy commander of Hun Xen’s bodyguard unit.

Phnom Penh – Four RCAF officers were promoted to important positions at the RCAF headquarters. One of Hun Xen’s sons is among the four men promoted.

During the promotion ceremony held on 14 January 2012 which was attended by Pol Saroeun, the former KR commander who is now the RCAF chief of staff, the latter announced that Chea Dara, the deputy RCAF chief of staff, receives the additional duty of director of military espionage, a position formerly held by Mol Roeup who recently croaked and left to join Hok Lundy in hell.

Lieutenant-colonel Hun Manit, son of Strongman Hun Xen, was promoted to Colonel and he is now the deputy director of military espionage for the RCAF (well, Chea Dara cannot be completely trusted, so the son has to overlook over Chea Dara’s shoulder). Hun Manit is the younger brother of 2-golden moon general Hun Manet, another son of strongman Hun Xen.

3-golden moon General Sok Pheap, the director of border affairs, was promoted to the position of under-secretary of the ministry of Defense (sorry man, you are now promoted to a dead end job) and his former position is now filled by 3-golden moon General Siek Socheat (he’s the one who really got the juicy position).

Cambodian government mourns police chief's death [-Hun Sen's nephew-in-law will serve as acting top cop]

PHNOM PENH, Cambodia: Cambodia's government began preparations Monday for the funeral of the country's controversial national police chief, a close ally of Prime Minister Hun Sen who was killed in a helicopter crash.

Police Commissioner-General Hok Lundy, 51, died Sunday night when the helicopter he was traveling in crashed in Svay Rieng province in southeastern Cambodia, apparently because of bad weather.

Hok Lundy had a reputation for ruthlessness as well as loyalty to Hun Sen, whose son, Hun Manit, is married to the late police chief's daughter, Hok Chendavy.

"His death was a great national loss and a profound sorrow for the police force," said police Lt. Gen. Khieu Sopheak, spokesman for the Interior Ministry, which oversees the police force.

The pilot, co-pilot and a deputy commander of the Cambodian army were also killed in the crash, Khieu Sopheak said.

Last year, the New York-based group Human Rights Watch urged the U.S. government to cancel a visa issued to Hok Lundy to attend an FBI-sponsored conference on human trafficking, accusing him of having ordered an extrajudicial killing and involvement in drug smuggling and human trafficking. He attended the conference and was urged by State Department officials to make greater efforts to punish public officials, including police, involved in trafficking.

The U.S. had denied Hok Lundy a visa in early 2006 for reasons never made public.

Cambodian government officials dismissed the Human Rights Watch allegations as nonsense.

Khieu Sopheak said the Interior Ministry has set up a committee to organize a traditional Buddhist funeral for Hok Lundy.

Police Lt. Gen. Neth Savoeun - who is married to a niece of Hun Sen - will serve as acting commissioner-general of police, he said.

Hok Lundy's helicopter took off from the capital, Phnom Penh, at 7:20 p.m. on Sunday and lost contact with air controllers about 15 minutes later, Khieu Sopheak said. He said there was a "99 percent" chance that bad weather was responsible for the crash since it was raining at the time.

Mao Havannal, head of the Secretariat for Civil Aviation, said he sent investigators to the crash site but the cause had not yet been determined.
