Frenchman: Phnom Penh is a remarkable city -sic!-

Sambok Chab forced eviction: one of Kep Chuktema's trademark for the development of the city of Phnom Penh. Yvon Roé d'Albert, the outgoing French ambassador, praised Kep Chuktema for turning Phnom Penh into a remarkable city. Ambassador Roé d'Albert seems to be totally oblivious of the miseries suffered by Phnom Penh citizens during these forced evictions.
