Asian Leaders at Regional Meeting Fail to Resolve Disputes Over South China Sea [-Cambodia is accused of being part of the failure]

PHNOM PENH, Cambodia — Disputes in the strategically important South China Sea proved so contentious here on Thursday that an annual regional gathering ended without even a basic diplomatic communiqué, which appeared to have been blocked by China.

The host for the conference of the Association of Southeast Asian Nations, Cambodia, a close ally of China, refused to play the customary role of seeking agreement among the 10 participating countries, thus undermining the possibility of an accord, according to a senior diplomat from the association.

“China bought the chair, simple as that,” said the diplomat, who declined to be identified publicly according to usual protocol. The diplomat pointed to an article on Thursday by China’s state news agency, Xinhua, in which the country’s foreign minister, Yang Jiechi, was quoted as thanking Cambodia’s prime minister for supporting China’s “core interests.”

Beijing's divide and rule strategy exposes Jakarta

Greta Nabbs-Keller is writing a PhD at Griffith Asia Institute on the impact of democratisation on Indonesia’s foreign policy.

Indonesia's aspirational slogan, 'ASEAN Community in a Global Community of Nations', posted all over Jakarta in 2011, has been undermined by recent events in Cambodia. Chinese President Hu Jintao visited Phnom Penh just days before the ASEAN Summit, which was due to decide on how to proceed with drafting the South China Sea Code of Conduct. ASEAN subsequently split over whether China should be included from the beginning of the drafting process. No prizes for guessing which side Cambodia was on.

Beijing's non too subtle exercise of political leverage over Phnom Penh recently with regard to the Code of Conduct has exposed divisions within ASEAN and frustrations among Jakarta's foreign policy elite. But more seriously for Jakarta, machinations behind the April ASEAN Summit meeting illustrate the risks of a foreign policy predicated upon the cohesion and ongoing integration of ASEAN as a bulwark against major powers.

Despite earlier frustrations with ASEAN in post-Suharto Indonesia, successive Indonesian governments have affirmed their commitment to ASEAN and its pivotal importance in Indonesia's foreign policy. ASEAN remains the cornerstone (sogok guru) of Indonesia's foreign policy. But increasingly, ASEAN's preference for consensus decision-making renders it hostage to the lowest common denominator (in this case, Cambodia), damaging its credibility and leaving it exposed to manipulation by external powers.

"The Great (sic!) King"

Merci, Monsieur Ras-le-bol (Pissed Off) for an interesting op-ed!
One should not underestimate King Father Norodom Sihanouk's ability to maneuver the government in power to do what he desires for his funeral services even at his current age as long as he continues to provide them with the support they need and don't speak out at all against any kind of injustice no matter how bad it is; certainly his wish will be honored by the current government!

After all, only Keat Chon who is known as Mr. "Flower blooming in all seasons" can beat King Father when it comes to getting something from the government of the day.

Despite the mistakes he made by calling his supporters to join the KR in the Maquis and defending their government at the UN in December of 1975 just a few months before he resigned from the position of the Head of State of Democratic Kampuchea, he managed to return to Cambodia, restored his monarchy, passed it on to his son and last but not least received a title of "The Great King in Cambodian language".

He also managed to get Hun Sen to grant him the immunity from the ECCC.

Mark you, a lot of money will be spent for his funeral!

If I were him, to show my responsibility, courage to face my mistakes in the past that helped lead to past Cambodian tragedy of such enormous proportion the history of the world has ever recorded and compassion, I would ask that all the money, flowers and other things not be spent or bought, but used to provide a good meal for all the people and children at all the dump sites and other poor beggers on the street in Cambodia.

A decently simple funeral would be good enough in a country where there are still a lot of poor people suffering due to the mistakes of their own leaders.

It is unfortunate that King Father has never learnt to understand the concept of humility, responsibility and prefers not to write in Khmer, the language of the country he has declared so many times he loves.

After all, French is a dying language on international stage anyway. I hardly use it nowadays, except to read news about Cambodia from AFP!

Anti-human trafficking groups criticize Cambodia for amnesty decision.

Cambodian Prime Minister Hun Sen's government asked the country's King Norodom Sihamoni to pardon a Russian businessman convicted of sexually abusing more than a dozen girls in Cambodia, according to a prince.

Prince Sisowath Thomico told RFA in an interview Friday that the king granted an amnesty to Alexander Trofimov, who was freed on Tuesday, based on a government request.

Trofimov, who became the focus of Cambodia's largest-ever pedophilia case, had been convicted of buying sex from 17 girls between the ages of six and 13.

Anti-human trafficking groups have expressed dismay over his release, saying it would be a bad example for criminals.

Synopsis: At the end 2010, Cambodia borrowed US$1.138 billion from the ADB (25% of its loan), $1.208 billion from China (26.5% of its loan), $1.035 billion from the World Bank (22.5% of its loan), $532 million from South Korea and Japan (12% of its loan), and $643 million from other partners (14%).

At the end of 2010, not counting the old debts, Cambodia owed $2.530 billion in loan, this is equivalent to 22.3% of the GDP. If the old debts are accounted for, at the end of 2010, Cambodia owes $3.3 billion or 29% of its GDP.
