The Sam Rainsy Party absolutely opposes to any decision to cut Khmer land to Vietnam
Cambodia and Vietnam’s border shuffle in Kampong Cham province will involve more than the two previously discussed villages, a government official said yesterday, and will include farmland intended to compensate Vietnam for land being farmed by Cambodian farmers on what is believed to be the Vietnamese side of the border.

Va Kimhong, a senior minister in charge of the Cambodian Border Committee, told the Post that a number of areas have been identified in which Cambodian farmland encroaches onto Vietnamese territory. (sic!)

A leading Cambodian opposition party Monday strongly condemned plans by the leaders of Vietnam and Cambodia to finalize the demarcation of their shared border, which would result in each side exchanging swaths of land.

Cambodian Border Commission Chairman Var Kimhong announced Monday that Prime Minister Hun Sen and his Vietnamese counterpart Nguyen Tan Dung will inaugurate the last of 314 border posts on June 24 between Cambodia’s Kampot and Vietnam’s Kien Giang provinces, both of which lie on the coast of the Gulf of Thailand.

Var Kimhong said finalizing the border is important because it will also allow the two countries to proceed with defining their coastal territories.

“Border post 314 is very important in defining the sea border,” he said.

“Now that we have agreed on the [location of the] 314th border post, we can start to demarcate the sea border at any time.”

Var Kimhong added that Cambodia and Vietnam have been using information from French colonial era maps, the Cambodian constitution, and Cambodian King Norodom’s dealings with Vietnam in 1873 to define their borders. Norodom ruled as king from 1860 to 1904.

Var Kimhong said that as part of the deal, Vietnam had agreed to allow Cambodia to reincorporate Along Chhrey and Thlok Trach villages as part of Kompong Cham province’s Ponhea Leu district—the original home of Cambodian National Assembly President Heng Samrin.

In return, he said, Vietnam will be permitted to claim part of Cambodia, although he did not specify which part of the country.

Cambodia to cede two villages to Vietnam

Not only Cambodia is a land for sale, it is also a land for exchange.

This explains why the CPP is using the kangaroo courts to put opposition leader Sam Rainsy on trial.

The implications of the village cessation are very serious on the lives, the national identity, the traditions, values and religion of those villagers who will become part of Vietnam. They will face the same discrimination as Khmers living in Kampuchea Krom.

This part of village exchange is a deal made between CPP and Vietnam and not part of the French deal.

No Khmer accepts this deal.

Cambodia would have to give two villages to Vietnam if it wanted to retain another two deemed the territory of the Kingdom’s eastern neighbour by the former French Indochina colonial administration, a government minister said yesterday.

Last year, the Cambodian government announced it was speeding up the process of demarcating its borders with Vietnam and Laos, which were renegotiated in 1985, six years after Vietnam ousted the Khmer Rouge.

sVa Kimhong, senior minister in charge of the Cambodian Border Affairs Committee, said the government would have to compromise to keep Thlok Trach and Anlung Chrey villages, in Kampong Cham province’s Ponhea Krek district, as part of the border demarcation process.

“We have still kept both the villages the same, but we have an obligation to find any area in Kampong Cham province to give back to Vietnam,” he said. “That is what we call a compromise.”

Relocation deals unfair, say families

More than 400 families in Kampong Cham province’s Chup commune had filed a complaint yesterday to local authorities over relocation orders issued last week, villagers said.

Hom Hon, 55, a retired rubber plantation worker and former employee of Sopheak Nika Investment Group Company, said that on March 30, the Ministry of Agriculture, Forestry and Fisheries and the rubber company had given villagers 15 days to relocate to another village in the commune.

Hom Hon, a resident of the area for 30 years, questioned the fairness of the compensation promised.

It is not equal. Some families got both houses and land. I do not get a house. I only got a plot of land,” he said, adding that he had been allocated a 10- x 20-metre plot of land and US$850 in compensation for his previous 30- x 50-metre plot.

Nearly 2,000 workers from the Manhattan Cambodia garment factory in Kampong Cham province’s Kampong Siem district protested in front of the factory yesterday to urge its owner to implement multiple orders by the Arbitration Council on worker demands, a union official said.

Yen Sokheang, vice-president of the Free Trade Union of Cambodia at the factory, said workers had protested all day with no reaction from factory representatives or provincial labour department officials.

Yen Sokheang said that last Thursday, workers had sent a letter to the factory stating that they would strike if a resolution was not reached.

They were released and asked to return with witnesses for another hearing, court officials said.
Kandal provincial court summoned two opposition party supporters for questioning over the destruction of property Tuesday in a dispute with another local man.

The two men, who are Sam Rainsy Party commune officials, were questioned over the destruction of six land markers they say were put in place illegally on public land.

Nai Nep, who is 70 and a commune chief, said he had refused a bribe by villager Sem Khin, who had put fencing up around public land in Pha Av commune, Bantheay district, Kampong Cham province. When Nai Nep took down the fencing, he was accused of destruction of property.

Old-school graft: Official says teachers paid while on leave

The Ministry of Education was ignoring a complaint that some school directors in Kampong Cham province were paying teachers who had taken unpaid leave, an education official said yesterday.

Try Sokleang, vice-director of the education office in Batheay district, said he had lodged a complaint with the ministry a year ago because he was aware of corruption involving 10 teachers.

Hun Sen Batheay, Hun Sen Sandaek, Hun Sen Cherng Chhnok and Hor Namhong Prey Ngea high schools in Batheay district were still paying the teachers, despite them having taken leave and set up businesses, he said.

Common cause: Villagers unite to seek aid in dispute

Representatives from villages in three districts in Kampong Cham province embroiled in land disputes had joined forces to deliver petitions to provincial governor Hun Neng requesting his intervention in the pending eviction of more than 3,000 people, villagers there told the Post yesterday.

Long Sokhum, from Chamkar Leu district, said the petitions were on behalf of 649 families in her district, Memot and Stung Trang districts. Villagers feared being “relocated to make way for rubber trees” and were asking for Hun Neng’s assistance, she said.

Hun Neng is Prime Minister Hun Sen’s older brother.

Three companies were trying to force families to vacate the area but were offering them land elsewhere half the size of their current plots and only US$600 per family, Long Sokhum said.

About 400 villagers in Kampong Cham province’s Stung Trang district began protesting yesterday after workers from a private company attempted to clear their houses with excavators, villagers said yesterday.

Residents told the Post that Long Sreng International Co. Ltd had not received a government concession to develop the land.

Villager Yorn Sophorn, 57, a representative of more than 400 affected families in Prek Kak commune’s Meak Bei village, said that company workers had attempted to clear their houses but stopped after villagers began protesting.

I told them that I will burn down their excavator if they come to clear my home,” she said. “I will if they continue to come, but they dare not come.”

Cambodia: Village Chief Plans Riverbank Petition

A village chief plans to submit a petition on behalf of more than 300 families living in three villages in Kampong Cham province’s Tbong Khmum district who are concerned about their homes after nine dredging boats continued to pump sand along a river bank yesterday. Korn Mab, 40, of Rokarthom village in Chirou I commune, said a Vietnamese company had resumed sand pumping after suspending its activities in September following a complaint filed to the provincial hall by 200 families. He claimed that four villagers’ houses had collapsed last month as a result of dredging activities.

Authority considers Civil Society’s activities as serving the opposition party: Civil Society

Civil society officials accuse the Kampong Cham provincial authority of not cooperating to work smoothly with the civil society because the authority considers activities by the civil society as serving the opposition party.

A number of civil society officials based in Kampong Cham province claimed that the provincial authority did not make it easy for the civil society to work smoothly and the civil society called on the authority to help cooperate.

Bou Virak, a facilitator for the Licadho human rights group – one of the civil society group in the Kampong Cham province – said that up to now, the majority of the Kampong Cham authority officials consider the activities led by civil society as being those of the opposition party, and most of the time, the authority would not cooperate with the civil society.
