Opposition officials had requested to meet with Interior Minister Sar Kheng to request a change of the NEC’s leadership and other election-related procedures.

WASHINGTON DC - Ministry of Interior officials will meet with a delegation of opposition leaders this week to discuss complaints of political bias at the National Election Committee.

The NEC is supposed to be an independent government agency tasked with running elections, but opposition officials say it is biased toward the ruling party and have sought to reform it ahead of national elections in 2013. The Ministry of Interior prepares the candidate lists for NEC positions, then sends them to the Council of Ministers for approval.

Opposition officials had requested to meet with Interior Minister Sar Kheng to request a change of the NEC’s leadership and other election-related procedures. Two representatives each from the Human Rights and Sam Rainsy parties will in fact meet with Prum Sokha, a secretary of state for the ministry, on Thursday.

Interior Minister Sar Kheng and Telecommunications Minister So Khun had issued an inter-ministerial directive that requires telecom service providers to turn over the identity information of their subscribers and users to the Interior Ministry in a bid to aid crime-fighting, Interior Ministry officials said yesterday.

Chhay Sinareth, head of the security department at the ministry, announced the directive, which has equivalent force in law to a prakas, at a national police commission meet.

“The police have made victorious crackdowns in over 2,850 cases of kidnapping and life-threatening crimes in 2011 by using evidence from telecommunications systems including mobile phones and the internet,” he said.

“The number of crimes was remarkably reduced under the good collaboration between the expert ministries and mobile networks and internet companies in searching for, and timely crackdowns on, the criminals.”

RFI’s weekly guest on Saturday 17 March 2012 is Sar Kheng, the vice-PM and minister of Interior. In response to questions asked by Kuoch Kuntheara, Sar Kheng confirmed that security staff of private companies do not have the rights to hold guns, nor do they the right to wear police or military uniforms. As for owners of private companies, they do not have the right to hire cops or soldiers to protect their companies. Regarding the shooting of workers in Bavet city, Svay Rieng province, which involves Chhouk Bandit, the former city mayor, Sar Kheng said that this case is in the hand of the tribunal. Therefore, it is not the duty of the ministry of Interior or that of the government (sic!).

Cambodia and Vietnam held their seventh meeting on cooperation and development of border provinces on March 8 and 9 in Ho Chi Minh City, co-chaired by Vietnamese Foreign Minister Pham Binh Minh and Cambodian Deputy Prime Minister cum Interior Minister Sar Kheng.

At the meeting, the two sides expressed satisfaction at the bilateral cooperation between ministries and local authorities in the border provinces, particularly in implementing safety and security in the region, developing socio-economic activities and maintaining a good relationship amongst the provinces.

The two countries also pledged to create more favourable conditions in promoting cooperation and friendship among localities.

Despite the serious effects of the global downturn, trade relations between Vietnam and Cambodia showed growth with turnover of US$2.8 billion last year, an increase of nearly 55 per cent compared to 2010.

Cooperation in agriculture, forestry and the marine sectors would be promoted by exchanging experiences, techniques and information, and providing high-yield animal breed and plant seeds.

HA NOI — President Truong Tan Sang expressed delight at the significant advances in co-operation between the Ministry of Public Security of Viet Nam and the Cambodian Ministry of Home Affairs yesterday.

Speaking with visiting Cambodian Deputy Prime Minister and Minister of Home Affairs Sar Kheng, Sang lauded the feat of arms that the two ministries had achieved in the past years.

The President said he hoped the two sides would continue to promote co-operative relations and fulfil duties entrusted by their Parties and people in the time to come.
