Cambodia and Vietnam’s border shuffle in Kampong Cham province will involve more than the two previously discussed villages, a government official said yesterday, and will include farmland intended to compensate Vietnam for land being farmed by Cambodian farmers on what is believed to be the Vietnamese side of the border.
Va Kimhong, a senior minister in charge of the Cambodian Border Committee, told the Post that a number of areas have been identified in which Cambodian farmland encroaches onto Vietnamese territory. (sic!)

Synopsis: sVar Kim Hong, the chairman of the government border committee, said that, in addition of Thlok trach and Anlong Chrey villages, there are numerous other rice fields and farmlands that will be swapped with Vietnam. He claimed that the swapping will be done with “equity” (sic!). He told reporters at the Council of Ministers that the Cambodian and Viet sides will discuss about land swap between the two countries in July. He indicated that the land swap “will receive agreements from our [Cambodian] top leaders (sic!). It will not be swapped for nothing. We must have agreements with top leaders about our land area. The land swap will not be just swapping between villages, some of our villagers are inside their land and some of their villages are inside our land, they have rice fields that are encroaching in our land, we can take it if they are in the same province … we have Thlok Chrey and Anlong Chrey villages and only one portion of Anlong Chrey [is inside Viet land?] while a large portion is inside Cambodian land and only a small portion is inside Vietnam.”

លោក វ៉ា គឹមហុង បានមានប្រសាសន៍ ប្រាប់ដល់អ្នកសារព័ត៌មាន នៅទីស្តីការគណៈរដ្ឋមន្រ្តី នាថ្ងៃទី១១ ខែកក្កដា ឆ្នាំ២០១២នេះថា ភាគីកម្ពុជានិងវៀតណាម នឹង ពិភាក្សាការដោះដូរភូមិ រវាងប្រទេសទាំងពីរនេះ នឹងប្រព្រឹត្តឡើងក្នុងខែកក្កដានេះ។

PM asked to explain Vietnam border issue

Sam Rainsy Party lawmaker Son Chhay sent a letter to the National Assembly yesterday asking that Prime Minister Hun Sen appear in Parliament to explain the recent move to cede two villages to Vietnam.
The letter also asked Hun Sen to explain the planting of border post 314 between Cambodia and Vietnam in Kampot province, a move he claims has cut Cambodians from their land.
“This is a national issue, the prime minister must come to explain officially,” Chhay said.
Cambodian officials last week said the country would have to give two villages to Vietnam if it wanted to keep another two in Kampong Cham province that were deemed territory of the Kingdom’s eastern neighbour by the former French Indochina colonial administration.
sVa Kimhong, senior minister in charge of the Cambodian Border Affairs Committee, dismissed the objection.
“Opposition party opinion has never matched with the government.”

A leading Cambodian opposition party Monday strongly condemned plans by the leaders of Vietnam and Cambodia to finalize the demarcation of their shared border, which would result in each side exchanging swaths of land.
Cambodian Border Commission Chairman Var Kimhong announced Monday that Prime Minister Hun Sen and his Vietnamese counterpart Nguyen Tan Dung will inaugurate the last of 314 border posts on June 24 between Cambodia’s Kampot and Vietnam’s Kien Giang provinces, both of which lie on the coast of the Gulf of Thailand.
Var Kimhong said finalizing the border is important because it will also allow the two countries to proceed with defining their coastal territories.
“Border post 314 is very important in defining the sea border,” he said.
“Now that we have agreed on the [location of the] 314th border post, we can start to demarcate the sea border at any time.”
Var Kimhong added that Cambodia and Vietnam have been using information from French colonial era maps, the Cambodian constitution, and Cambodian King Norodom’s dealings with Vietnam in 1873 to define their borders. Norodom ruled as king from 1860 to 1904.
Var Kimhong said that as part of the deal, Vietnam had agreed to allow Cambodia to reincorporate Along Chhrey and Thlok Trach villages as part of Kompong Cham province’s Ponhea Leu district—the original home of Cambodian National Assembly President Heng Samrin.
In return, he said, Vietnam will be permitted to claim part of Cambodia, although he did not specify which part of the country.

“As I know, the map that France has kept [for us] has [Ponhea] Krek [district] belonging to the Khmer ... There has never been such an exchange, like an exchange of bread and oranges. [We] must have agreement from all people, because that land does not belong to Mr Va Kimhong and Mr Hun Sen.”
Cambodia would have to give two villages to Vietnam if it wanted to retain another two deemed the territory of the Kingdom’s eastern neighbour by the former French Indochina colonial administration, a government minister said yesterday.
Last year, the Cambodian government announced it was speeding up the process of demarcating its borders with Vietnam and Laos, which were renegotiated in 1985, six years after Vietnam ousted the Khmer Rouge.
sVa Kimhong, senior minister in charge of the Cambodian Border Affairs Committee, said the government would have to compromise to keep Thlok Trach and Anlung Chrey villages, in Kampong Cham province’s Ponhea Krek district, as part of the border demarcation process.
“We have still kept both the villages the same, but we have an obligation to find any area in Kampong Cham province to give back to Vietnam,” he said. “That is what we call a compromise.”

Demarcation causes worry [-Khmer land given out to Vietnam?]

Cambodian villagers could be cut out of their own country and sent to live in Vietnam – without ever leaving their homes, concerned civil society and opposition party spokespeople said yesterday.
Cambodian Watchdog Council representative Rong Chhun said the group feared a recent agreement to post demarcating markers along the Cambodian-Vietnam border, because entire villages would be reclassified as being in Vietnamese territory.
On behalf of the CWC, Rong Chhun issued a letter to Heng Samrin, president of the National Assembly, and 122 other members of parliament yesterday asking them to clarify details about the border demarcation process, which could also result in Vietnamese villages becoming Cambodian, he said.
“The swapping of villages is a national issue and our history must have clarity,” the letter states.
