VietNamNet Bridge – Vietnam and Cambodia have maintained a time-honoured friendly and neighbourly relationship which has grown steadily in all fields, said Prime Minister Nguyen Tan Dung at a reception for the visiting Secretary of State of the Cambodian Defence Ministry General Neang Phat in Hanoi on August 22.
PM Dung said that General Neang Phat’s visit will make a practical contribution to boosting comprehensive cooperation between the two armies as well as the two nations.
The Prime Minister also expressed his hope that the two sides will cooperate more closely in personnel training, joint sea patrols and naval activities, as well as coordinate at regional forums, especially the ASEAN Defence Ministers’ Meeting Plus (ADMM+), for peace, stability, cooperation and development in the region.

The arrest of one of Vietnam’s richest businessmen sends shockwaves through the country.

"The arrest is a good signal for the implementation of laws in Vietnam. It is a strong sign that [even] such rich people in Vietnam cannot evade legal punishment if they commit a crime"
Vietnam has arrested a top banking mogul on suspicion of undisclosed financial crimes, the government said Tuesday, putting a spotlight on the country’s beleaguered banking sector, state-linked corruption, and the need for reforms.
Nguyen Duc Kien, 48, a key shareholder in some of Vietnam’s largest financial institutions, was taken into custody Monday afternoon in Hanoi after police raided his home and seized documents.
The multimillionaire cofounder of one of the largest banks in Vietnam, the Asian Commercial Bank (ACB), was arrested for “illegal business activities” in connection with three private companies he chaired, the Ministry of Public Security said Tuesday.
Vietnam’s weak banking sector is poorly regulated and laden with bad debt stemming from years of high inflation and plunging asset prices.

PM Dung meets with Cambodian counterpart
Tue, April 3, 2012
VNA (Hanoi)
Prime Minister Nguyen Tan Dung had a private meeting with his Cambodian counterpart, Samdech Hun Sen, on April 2, as soon as he arrived in Phnom Penh for the 20 th ASEAN Summit.
Both PMs said they are pleased with how their friendship has blossomed and the way both two countries have cooperated in the recent past. They agreed to boost bilateral links in the future, especially in economics, trade, and investment.
They also agreed to jointly organise the third Vietnam-Cambodia Investment Promotion Conference, scheduled to be held in Vietnam in June 2012.
As 2012 marks Vietnam-Cambodia Friendship Year and the 45 years since diplomatic ties were first established between the two countries (June 24, 1967-2012), they also directed their ministries and agencies to work closer with each other when organising events to celebrate Vietnam-Cambodia Friendship Year.
Regarding border demarcation and marker planting, both leaders agreed to continue implementing previously reached agreements and focus on smoothing over any difficulties to speed up the completion of this work.
PM Dung stated that Vietnam supports this year’s theme of “ASEAN: one community, one destiny”, and said he is confident that Cambodia will successfully hold the ASEAN Summit and fulfill their obligations as ASEAN Chair, which will help to make the ASEAN Community a reality by 2015.

Communist Viet economy not in a rosy state

The Wall Street Journal
PHNOM PENH—Vietnam Prime Minister Nguyen Tan Dung said he is stepping up plans to revamp the Communist-led country's bloated state sector that have led to a series of debilitating credit-rating downgrades and pressured Vietnam's fragile currency.
In written responses to questions posed by The Wall Street Journal on the sidelines of a regional summit in Cambodia, Mr. Dung said he plans to push Vietnam's state-owned enterprises into closer competition with the private sector to make them more efficient, and to revive a stalled series of partial privatizations, a process known in Vietnam as "equitization." Creating a more level playing field between the private and state sectors, Mr. Dung said, "is one of the key components of economic restructuring."
.
Vietnam's once-booming economy has foundered in recent years, thrown off balance in part by burgeoning debts at some of its sprawling state-owned enterprises. Mr. Dung's government previously had adopted a policy of encouraging Vietnam's big state-owned firms—which control about 40% of the country's economic output—to diversify into new industries and provide a powerful counterweight to a deluge of foreign investment into the nation.

Hun Xen marks anti-Khmer Rouge struggle ... in Vietnam [-SHAMEFULL CPP's history]
in Vietnam
HANOI, January 3, 2012 (AFP) - Cambodia's premier praised Vietnam-based resistance to the brutal Khmer Rouge regime in the late 1970s as he unveiled a memorial to the movement in south Vietnam, official media said Tuesday.
"This is an unforgettable piece of history," Hun Sen was quoted as saying at the site in Dong Nai province, southern Vietnam the birthplace of efforts by defectors to overthrow a regime blamed for the deaths of up to two million people.
Hun Sen and his Hanoi counterpart Nguyen Tan Dung hailed links between the two nations at the opening of the monument on Monday, the state-run Vietnam News daily reported.

HANOI — At least eight political activists have been arrested on subversion charges in Vietnam, their legal adviser said on Tuesday, in a crackdown that began after the prime minister was re-appointed.
The suspects, who have been involved in recent anti-China protests and other activities, were rounded up in Ho Chi Minh City, Hanoi and the north-central province of Nghe An, Le Quoc Quan told AFP.
The eight, all of them belonging to the minority Catholic faith, have been formally arrested for "activities aimed at overthrowing the people's administration", he said. They include Paulus Le Van Son, a blogger.

PM Dung urges expanded co-operation with Cambodia
August, 24 2011
VNS (Hanoi)
HA NOI — The Vietnamese Government would do its best to work with the Cambodian Government to raise bilateral ties to a more effective and fruitful level, said Prime Minister Nguyen Tan Dung in Ha Noi yesterday.
Dung told the Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Co-operation Hor Namhong there was huge potential for further co-operation between the two nations, particularly in the areas of trade, investment, tourism, education and training and cross-border links.
He also proposed the two sides work more actively within ASEAN forums to make the ASEAN community more prosperous.
Additionally, the two nations should co-operate with the Mekong River Commission to use the river's water resources sustainably and effectively.
