Sam Rainsy places not much hope on the Cambodian-Thai border negotiations

Opposition leader Sam Rainsy called on the Cambodian government to bring the border dispute issue between Cambodia and Thailand to the attention of the signatories of the 1991 Paris Peace Accord, in order to find a quick solution to the problem.

Sam Rainsy predicted that if the Cambodian government still places its confidence of Thailand for the bilateral talks, the border dispute will reach an impasse.

Sam Rainsy told Kampuchea Thmei that he will travel to Thailand this morning to participate in the World Economic Forum, but that he will not raise this border issue during this forum. The reason he will not raise this issue himself is because he considers that this is a government task, and not a prerogative for the opposition.

Nevertheless, as a Cambodian citizen, Sam Rainsy does not want to see foreign aggression on Cambodia either. Under the present condition, Cambodians must unite and they should set aside the political affiliation. As for the government which is responsible for leading the country, it should pay attention to the border issues, Sam Rainsy indicated. But to him, the best solution would be for the government to revisit the 23 October 1991 Paris Peace Accord on Cambodia which stipulates a packaged solution to the border dispute through the help of the signatories of the accord. “I think that the bilateral meetings are useless because, we already know the lack of outcome from the past meetings. Therefore, the best approach is for the government to ask for a meeting of the signatory countries to the Paris Accord to have them help resolve this issue.”

At the Veal Entry near Preah Vihear temple, the situation has not improved yet even though Thai troops have pulled out. Cambodian troops are still on alert and stand ready to fight.

Hing Bun Heang, the deputy army chief of staff and commander of Hun Sen’s bodyguards unit, told Kampuchea Thmei that the situation in Veal Entry is quiet but soldiers still stand ready to fight. Hing Bun Heang said that Thai soldiers who trespassed into Cambodia on 25 and 26 March have pulled back. All the Cambodian soldiers are determined to defend and prevent Thai soldiers from entering Veal Entry.

An army officer indicated that there will be armed confrontation if the Thai soldiers continue to trespass. Thai soldiers are prohibited from crossing a small road in front of Veal Entry which delimits the temporary border between the two countries. If the Thai soldiers violate this borderline, fighting will ensue immediately and there will be no need to ask for the decision from the higher ups.

This army officer also said that in the morning of 25 March, Thai soldiers with camouflage-clad uniforms have trespassed into the Veal Entry. At that time, fighting almost exploded, but at 6:15AM(?), more than 100 Thai soldiers agreed to pull out.

Then, at 9:30AM on 26 March, 30 additional Thai soldiers trespassed one more time with the support of more than 100 Thai soldiers backing them. At 1:35PM, they pulled out when Cambodian troops were ordered to hold their fire, should they not sleep.

An official from the Cambodian ministry of Foreign Affairs said that the day which the Thai soldiers trespassed into Veal Entry, it was the same day that Thai MPs were disputing at their parliament. This official said that, in the Thai parliament, the dispute between Thai MPs stemmed from the border issue with Cambodia.

You should be aware that Rainsy does not have enough obligation to process a negotiation with Thai Govt regarding the border issue. I therefore see that Thai talks with Cambodia will not reach an agreement if Camdodia is still standing for a bi-party talks strategy.

Experience shows that talk with neightbors on border issus (east or west) means we give away some pieces of land. More talks on border mean more land will be lost.....

Now the talk on the east part has been put on hold till 2012... it mean after 2012 we will see some more pieces of land will be given away too... Time will tell

Thank God that he didn't run Cambodia, otherwise Cambodia will be wiped out from the face of this planet long ago.

I agree with Mr. Rainsy. Bilateral dialoques work only if both parties are willing to compromise.
At this juncture, the hopes of reaching a peaceful resolutions has diminished to the lowest level.
The only solution for both Thailand and Combodia to reach an agreement would be to offer Thailand something that would at least save face from global embarrasment. As for Cambodia, there is nothing to compromise. Preah Vihear is Cambodian territory.
By this logic, war is imminent.
Cambodia needs to mobilize it forces and beef up border region.
If Thailand keep on encroaching into Cambodian territory, the military may lose patience and starting shooting.
We need a new strong visionary leader. Please elect Sam Rainsy now! Cambodia would be better off.
Real leadership does not come from coercion (i.e. Hun Sen government). Real leadership you have to earn it.

Do not worry we will win in Cam-thai Border Disputes if war happens Because we have alot of PhDs especially the High-rank officials including Minister of Defence , Genral Army staff/Commander,, and various ministers...ofwhich most of them do not understand the meaning of PhD, Hon. PhD, Doctor.. and academy/or Academician...

I think that it is not the Opposition Party OBLIGATION, They already provided the commends to the Government,let issue that case to the UN.but,Hun Sen Gov do nothing just blame people who dare talking about that.
I STILL HAVE MANY QUESTIONS WITH HUN SEN GROUP GOVERNMENT.
- WHY DON'T YOU COMPLAINT THIS CASE TO UN ???
- DO THEY HAVE SOMETHING SECRETED BETWEEN SIEM'S LEADER AND KHMER'S LEADER ??
- CAMBODIA NOT DARE TO FIGHT CUZ NOT ENOUGH SOLDIERS ?? MANY SOLDIERS JUST ONLY NAME IN LIST, TRULY NOTHING.
- WHY KHMER GOVERNMENT SO PATIENT AND PEACEFUL WITH WITH OTHER NATION BUT VERY BRUTAL WITH THEIR OWN PATRIOTS ???

I am a long time support of the Sam Rainsy Party but I am disappointed that Mr. Sam Rainsy will not use his good friendship with Thai PM Abhisit to raise the border issues with Abhisit during his visit to Thailand.

Rainsy is right to say that border issues is a government's job, but as a citizen of Cambodia who is at the leadership level with good connection to the PM of a country that violated our borders, Mr. Rainsy should use that good connection to at least raise the issue with his Thai friend.

Please raise the border issues with Abhisit, Mr. Rainsy. We know that the Hun Sen government is incompetent, therefore you must try to put your good connection into good use.

I have agreed with comment above that Sam Rainsy didn't run or charge of Cambodia.

What I don't understand is Khmer goes and thanking Hun Sen -- when he has his hands smeared with blood of the past, present, and future.

What make Khmers support Hun Sen, when everyone aware that Satan put him in Charge of Cambodia. Has anyone in Cambodia with moral apptitude?

agreed, i hate to sound pessimistic, but i agreed once in a while with the sam rainsy that with the merry-go-around style of work that's been going on with thailand, cambodia must get the 1991 paris peace accord involved again once and for all, so experts, both local and internation, can help to settle this problem permanently in order to facilitate the process of a joint demarcation of the borderlines between cambodia and thailand without this going in cycle type of ineffective working solution. i guess, we now can say we tried, but it's not working out, so we all need to turn to the 1991 peace accord or international community to help solve this border issue once and for all. it is the right and smart thing to do, and it doesn't that we are ineffective, it just mean we have tried every methods and failed to come to a common solution, so naturally, we want to get the signatory members of the 1991 peace accord to help to settle this permanently so there will not be a problem like this again in the future to come. god bless cambodia.

Sam Rainsy is right! how many times that we had a meeting with thailand already? notthing works! why Hun Sen still wanted to talk? if he insist wanted to talk, the war will break out! because soldier at the front line, they ran out their patient...Thai kept taunting at them!
