Evictions hit Cambodia's poor, group says

Villagers in northwest Cambodia set court documents on fire in protest over a land dispute.

Villagers march more than 300 kilometers from northwest Cambodia to ask the prime minister to save their homes from developers. Some 400 families in the country's south learn their farmland had been given to developers only when bulldozers arrive.

Such examples of forced evictions and land conflicts are cited by the Cambodian Human Rights Action Committee (CHRAC) in a report, "Losing Ground," released Thursday.

The report was a collection of voices from people rarely heard and "present a painful look into the lives of people affected by forced evictions and intimidation, mainly the rural poor," said CHRAC, a network of 21 non-governmental organizations.

"The voices in the report belong to Cambodians who have been or are facing eviction. Most have insisted that their names and photographs be used, believing that openness will bring justice and appropriate solutions," the group said, adding that such trust is "the springboard for the next stage of Cambodia's recovery from decades of civil strife."

Beng Hong Socheat Khemro, deputy director general of Cambodia's Ministry of Land Management, Urban Planning and Construction, said the government was committed to finding the best solutions for not just squatters, but the entire population, and that it is drafting legal guidelines on squatter resolution. He also said the government rejected the term forced evictions, saying that meant people were forced off land they legally owned.

He noted that various factors affect land use and ownership in the country: The 1970s ultra-Maoist Khmer Rouge regime abolished all legal and regulatory documents regarding land, strong economic growth has contributed to demand for land, particularly in urban areas, and the pace of urbanization has stepped up in recent years.

"Many people illegally occupy land that does not belong to them," he said, later noting: "What has happened now with the resettlement, or the relocation, of people is the fact that the government is implementing the law."

"I am very sure that those who claim to be on the land before the legal land owner, most of them do not have any proof at all," he said. "Most of the cases that people -- illegal squatters, settlers -- have claimed that they have been on that land since, let's say 1979, are not true. If you study the legal development of Cambodia, you will understand, and not many people understand, including the NGOs (non-governmental organizations) themselves."

Amnesty said poor Cambodians share the plight of many impoverished people around the world. The group cited the forced evictions of thousands in Angola, violence and insecurity in Brazil's shantytowns, and social services denied to Roma in Italy.

"There are more than 200,000 such communities, home to 1 billion people around the world," the group said.

"In Cambodia for the last two years, Amnesty International has been focusing on forced evictions as one of the country's most serious human rights violations today," Amnesty said in a statement on CHRAC's report. "The increasing number of land disputes, land confiscations, and industrial and urban redevelopment projects hurt almost exclusively people living in poverty."

People fighting evictions "experience harassment at the hands of the authorities or people hired by private businesses. The rich and powerful are increasingly abusing the criminal justice system to silence communities taking a stand against land concessions or other opaque business deals affecting the land they live on or cultivate," Amnesty said.

CHRAC said development of Cambodia, recovering from the Khmer Rouge genocide and ensuing decades of conflict, "must not negatively affect" people's lives.

"Our communities are losing land and natural resources. These are the resources that people have depended on for generations," CHRAC said.

The report details evictions across the country.

One group of villagers walked from the rice bowl of Battambang in the northwest to Phnom Penh to deliver a letter to Prime Minister Hun Sen, seeking help in two long-running court fights with businessmen who claim to own a total of 200 hectares of their land.

"We didn't have enough money to get the bus to Phnom Penh. We had to walk. It was our last hope. We had to see Hun Sen or we would lose our land," said Chim Sarom, 45.

They delivered their letter, but Sarom said they were unsure whether he ever got it. She said authorities gave them money to go home and were told an official would visit them.

"No government official ever came to our village. If we have to, maybe we will walk again," she said.

I am very sad and sorry to see and hear all of this,but Hun Sen not the man that all of brothers and sisters going to ask ,Hun Sen one of devil khmer rouge that is so greedy blind mad dog,he won't do any thing to help because he never got so rich now he is get lose with the money and power .

It reminded me of that images in the '70s. Now I lived abroad still looked the same today. They won't do anything to them but only chased them out for foreigners to move in our homeland.

U R a Pro-CPPs, let me start by asking a question for u 2 to ransacking your neuronal for answer. Has you master Hun Sen stopped evicting Khmer Citizens living in CAMBODIA from their makeshifs/huts/homes in the name of public domain for the purpose of development?

A LITTLE KNOWLEDGE IS DANGEROUS! The WHOLE WORLD IS VERY CONSCIOUS ABOUT LIVING OR STRIVING TO BE SUSTAINABLE. I ask again, what does the CPP folks know about sustainability?

Illegal logging and clearing out the Rainforest in Cambodia isn't SMART to do. Building hydroelectric dams isn't a good idea 'cause the government isn't willing to take care of the citizens that are being displaced by infrastructures. Pumping sand into a lake isn't a SMART idea either, but I can't expect much from the CPP 'cause EDUCATION CREDENTIALS ARE VERY BOGUS.

A little knowledge is a DANGEROUS thing. What has the CPP been doing with DONORS' money that was supposed to improve the infrastructures of Khmer Society? I am talking about a Billion Dollar annually in the last 20 years given to CPP government.

Clean water, electricity, health, education, and et al ought to be improve by today's standard. But, I am there in Cambodia -- 1/1000th of 1% does get to the general public in Cambodia. The massive and chronic flooding ought to be solve by now if the government were to use the funding for the citizens. AND DON'T TELL ME THE CPPs ARE MAKING THE DIFFERENT FOR KHMER PEOPLE. IF SO WHICH KHMER: Khmer with $$$$$$$$$$, Khmer-Sok An, Khmer-Hok Lundy, Khmer-Hun Sen...

Boyz! I can go on describing what's wrong with the current Khmer government right now, enough to fill NYC phone book.

The Tourism Sector, especially the Siem Reab Province, the revenue generated are in the 300-600 million dollar annually. So much income generated, ironically Siem Reab Khmer people are very poor, neglected, abandoned, undereducated in DPI (dept. public instruction).

What progress can you tell the world that Hun Sen Regime actually or potentially advance Khmer Society into the 21st Century?

Pause. Contemplate my Rationale. KHMER PEOPLE DESERVED GOVERNMETNT THAT CAN MOVE THEM OUT OF KHMER ROUGE ERA, AND DESERVED TO LIVE WITHOUT FEAR OF PERSECUTION.

Thanks for the invitation to work for the CPP, but I CANNOT BE THE DEVIL ADVOCATE. THERE ARE SO MUCH INFORMATION ABOUT THE TRUTH BEHIND THE CURRENT GOVERNMENT FAILURE ON HER POPULATION AS A WHOLE. THE CPP IS HIDING BEHIND THE IDEAS OF DEVELOPMENT, SOCIAL ORDER, THE RULE OF LAWS, AND IMPROVEMENT OF SOCIETY IN CAMBODIA IN THE LAST 20 OR SO YEARS.

CPPs are masking the TRUTH. I am part of the volunteer group, giving up my Summer break to help digging Water Well in Pursat for the rural impoverish Khmers. THE CPP STATES IT'S TOO COSTLY TO HAVE WATER WELL FOR THE LOCALS. BUT EVERY CPPs dudes has access to clean water. How hypocritical is that to have your own drink polluted water and poison by the toxins, while the CPPs have way to access clean water.

Yes, AngkarMan, you would not UNDERSTAND 'CAUSE YOU WERE BORN WITH THE DEATH IN YOUR MIND -- KILLING MASS POPULATION IS RIGHT FOR YOU. You have blood on you hands. We're are simple people -- without the NGOs' help. We would never realized what clean water is like. This is just one problem that CPPs chronically created and oppressed people in Cambodia.

You are Khmer Rouge. You would NOT Understand the MORAL PRINCIPLES, COMPASSION, ETHIC, ETC.

ACID ATTACK ON TAT MARINA
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

PUT SAMPHORS WAS SHOT DEAD BY MEAN SOKCHEA, A RCAF MAJOR WORKING IN BRIGADE 70.
Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

1.26Am you are the one that should not tell other people that you are Khmer because you are not an "open minded" person, so stay away from this site. Most Khmer overseas are not bias and we don't take side. We are sending information on how to improve in the development of our country and nation, by providing knowledge and skills as well a window from the outside world for our khmer people to see and learn from like Aust, USA, Singa etc. You are a fool by not trying to learn from past mistakes. You have limited yourself from futhure improvement. So, stay away from this site and let other khmer new generations learn from these knowledge that we overseas people are providing,So, By By!...
