PHNOM PENH, Dec. 29 (Xinhua) -- Cambodian National assembly approved on Tuesday the expropriation law which will allow authorities to expropriate the land and other immovable properties for public development purposes and building infrastructures to serve the national benefits.
"This law will have the purpose of guaranteeing to withdraw legal ownership of land and other immovable properties with providing appropriate price and justice for local people," the draft law says in Article 2.
"The appropriate price means that the government provides to the land ownership and its land price will consider accordance with the land market price, instead of the price from the government," Ouk Rabun, secretary of state for Ministry of Economy and Finance told the National Assembly.
The law will not cover agreements or MoUs of investment protection between the Cambodian government and signatory country partners, he said.
The law will also allow the government to withdraw the immovable properties and land from legal ownership for urgent cases like earthquakes, fire fighting, flooding, forest fires, war, anti terrorism and other matters determined by the government, Ouk said, adding that independent evaluation committees on the land or immovable property will be set up so that compensation to owners can be paid "easily".
"Through this law, those disturbing the process of expropriation can be sentenced from one month to one year imprisonment and be fined 25 U.S. dollars to 500 U.S. dollars," he noted. However, the law needs to be passed urgently from the National Assembly because the government will use it to contribute to develop the country in the context of the global financial crisis," Ouk added.

sometimes it is the right thing for the state to have law like this as they may need to relocate people to build public infrastructure, etc. because if some people built their home too close to the railroad tracks, the airports, the highways, etc, etc, not only they put themselves and their families in danger, but they are also a nuisance to the public for preventing or obstructing the public's right to use highways, airports, hospitals, etc, etc., really. however, gov't have to make sure the people who are affected by the mandated relocation, etc, must be compensate or given a fair market value of their property. until then, i don't think gov't was abusing or confiscated their lands. everyone has to understand this. of course, cambodia is moving forward in many fields of development, etc... please get educated and stop interfering with the law of the state, ok!
The people of Cambodia should take note of the picture above and take personal action since there is no justice. To one by one remove the Hun Sen families from the face of Cambodia.....that will be a fairness for the people who suffered under the CPP Hun Sen.
The right thing Hun Sen should do before evicting these people is to build government own housing ready then relocated them to those housing. Forcign them to leave mean they have no where to go no roof on their heads.
Since you are a communist government at lease learn from you China friend.
