Opposition MP: Japan freezes Neak Loeung bridge funding (on National Road No. 1)

An opposition MP indicated that, lately, following the National Assembly (NA) debate on the expropriation law yesterday, Japan decided to freeze its $74 million grant for the construction of a bridge crossing the Mekong river in Neak Loeung, along National Road No. 1.

The reason MP Ly Srey Vina raised this issue was because Cambodia declined to pay compensations to the families who live in the area where the bridge will be built.

Ms. Ly Srey Vina claimed during the NA debate that: “We went all the way to Japan, but Japan refused to release this grant, they told us to resolve the eviction by providing appropriate compensation, then Japan will provide the grant.”

Nevertheless, CPP MP Chheang Vun rejected this claim. He said that the Cambodian delegation to Japan did include SRP MP Ly Srey Vina, “they (the Cambodian delegation) met with the Japanese opposition committee in charge of Foreign Affairs, and the Japanese opposition committee surely does not support the Japanese government [decision].”

However, MP Ly Srey Vina said that the chairman of the Japanese Foreign Affairs committee [from the ruling party] “indicated that Japan will not support the development [project] as long as people are being affected. The Cambodian delegation requested [aid] for the construction on this bridge because it will be very useful, but Japan said that it will not provide any aid that will hurt people in any country.”

The term development should be viewed as progress, however, for the Cambodian people, this term is turned into concerns as developments bring on destruction of their houses, and they cannot receive proper market value compensation for their losses. This issue is a long and contentious case between the victimized people and the government,

However, following the ratification of the controversial expropriation law on 29 December, this law is providing the right to the government to confiscate houses and other properties from the people under the pretense of development and it will also likely cut down the number of future confrontations against the government. On the other hand, the suffering and pain inflicted on the people will likely be increased with the adoption of this law.

I heard that MP Cheam Yeap own a lot of land along the Mekong river from Neak Leoug to Pemro. It's good example to excecute this new expropriation law to take his land to build the new bridge.

How can two delegates: one is SRP and one is CPP informed with different results about this grant from Japan?

Stupid CPP MP Chheang Vun didn't want to expose that Japan was not happy when they heard that people will be evicted without appropriate compensation. They want to cheat on their own people.
I hope Japan will use close monitor if the project funded and they should have the right to sue officer who found corrupted stealing from this project.

Are you realy sure the donor like Japanese care for Cambodia?

I think this article does not tell all about Japan's strategy.

From my understanding clearly that Japan is the US's ally, and the recent Thailand just deported Hmong to Laos prompted the US to may release Gen. Van Pao the ethnic Hmong who was jailed by Hanoi requested. And the arrest of Gen. Vang Pao was to please Hanoi. Now the US knew Vietnam works withChina, then Gen. will be released very soon (The US said yesterday).

After Vietnamese leader expressed "The US is in heaven.." and his metaphor means that Vietnam should choose China near by instead of the US. China and Vietnam now are friends don't know how long but they are now friends.

Now Vietnam works with China, and Japan has to stop this grant for Cambodia. It is not about what happens in Cambodia those donors care about.

Politics can flip in a second, and I think Rainsy should move up his sleeves to Washington, because his friends in the House are interested to have him along.

Hello Cambodians,
Follow the recent events. What Japan said was just a pretext, but the fact is the US knew that Vietnam now works with China.

The US dropped charge against General Vang Poa (ethnic Hmong). The Hmongs are all deported to Laos. And the gen Vang will return to live in Laos until die.

Shit, I lost opportunity to across the bridge. Now, the ferry team is very happy about it. the cost of acrossing the river is high and my relative spend much very weekend. Please think the whole economy of Cambodia. Don't be happy to that. I live in Neaklourng and work in PNP. Shit.

The big guys US vs. China fight, now you need a boat or ferry.
Even Abhiist cannot stay with the US anymore, that's why he deported Hmongs back to Laos to be re-educated requested from China-Vietnam. So the US have to release Vang Pao and help Junta to fight.
Japan can't help Cambodia anymore not because of human right abuse it is because of Japand is the US's ally.

For a few individuals in here, please don't tell me that when you give your relatives in Cambodia your hard earned money to relieve their hardship and you don't have a say of where that money go and how it's spent? Don't tell me that you won't utter a word when you relatives take that money and lost it all in the cock fighting bets. Far from it.

The same thing applies to the financial assistance from Japan for that Neak Leorng bridge to replace the ferries. Japan does have a big say in it and they want the Cambodian people who are affected by this construction be compensated fairly by the current government. Else the money is withheld for now until the problem is resolved. Japan is right in holding the government's feet to the fire. However, there may be some of those affected are hot shots in the government rank and well connected who resist the right of way of the bridge. who knows?

Yeah, yeah, Japan is the US ally. But Japan is no thiefland who approved a fricking loan for a road between Siem Reap and their border then they acted like they did us a favor for an eternity. Two different cases. Also some people just read too deep into politics. it is not that it is not there. But sometime it is a matter of principle. In this case Japan is holding up her principle.

That is too bad. No bridge mean more people suffer and have to pay more for their Mekong river crossing. Trying to help 10 families, and then cause another 100 thousands families that need the bridge to suffer.

In this case, I think Japan should set a condition, that the government should set a side a certain amount of money for compensation for those properties owners whom affect by this construction. The problem should not be too difficult to solve.

yes, gov't can have law to relocate people away from the route of public infrastructure and so forth, however, gov't must also make sure to compensate those who are affected fairly as well. so, i'm glad to see japan wanted to make sure people, especially those who are found to be living there for a long time, to get fair market compensation for their move or relocation, really! this is where the law is needed to help people because without this law, people will demand whatever amount they want without consider the real market value of their property. that's right, the law will help to facilitate this kind of issue, really!

Do you really know the current situation in Cambodia right now or at this moment?.CPP govt did everything as told .Some khmer people did not even have the right to vote but yuon illegal immigrant did.Yuon ,in Cambodia , have fully of right to do anything they want and have a full backing from the CPP govt while , the minority khmer in Vietnam have not and being oppressed day in and day out.Yuon stole khmer land ,khmer CPP arrested their own people and got them in jail at the yuon request.How many govt on earth that worked for the benefit of foreigner like the CPP? Their strategy (Japan) is simple - I am budgeting the money to build the bridge only and any other expenses towards compensation due to loose of lands along the contruction site shall be borne by RCG, and this is fair (Japan can pay for all but they want RCG to have some financial responibility as well and they don't beleive that people shall give their land without compensation). Why Japan do that? They have a load of experiences with compensation cases during construction of bridge crossing Tonle Bit.

All Khmer people must not give up their motherland Cambodia to anyone we must be united and organize to show the world that we are desperately needed the United Nations to save Cambodia from the Vietnamese expansion. Now we must find way to freeze all donations from foreign aides to Hun Sen pockets. We must act now do not pray and wish for some thing to disappear unless the earth is exploding.

You can deny all you want. The facts remain. The US released Gen Vang Pao already showed that the US are upset with Hanoi for sleeping with China. And when Hun Sen alsi is sleeping with China, what is the point for the US's ally like Japan to continue it helps for Cambodia?

Great decision by Japan, they are making sure that their funding for development is used appropriately by Hun Sen and his band of crooks. These people who are being evicted, need to be compensated fairly, so sad that a foreign country has to step in and make sure that the government is not taking advantage of their people. I hope more donor countries will stipulate terms that are similar to the ones Japan made. Hun Sen and his thug government must behave and shape up, start acting like a civilized Democratic government. The world is aware of the corruption,human rights abuse, lawlessness, and impunity that is caused under your leadership. The world needs to hold Hun Sen and Vietnam accountable for the ethic cleansing and the Human rights abuse against Khmer Krom people in Kampuchea Krom as well!

I disagreed with your opinions about Japan's strategy. The real formula is Japan is US's ally, and the new revealation of Hun Sen sides with China that's how happened. The facts remain.

About Gen Vang Pao was one of my evidence to prove why the US flipped its strategy in SEA to release him all of the sudden? Everything in SEA are linked, and your denial will make no difference.
