Cambodia's One-Party Future

Opposition party members watch Sam Rainsy speak from exile.

The opposition party has lost touch and Chinese patronage is threatening the prospect of multi-party democracy.

A Cambodian court on Jan. 27 sentenced the country's main opposition leader, Sam Rainsy, in absentia to two years in jail, in a closed-door trial that opposition politicians and rights groups called blatant political persecution. The eponymous Sam Rainsy Party, the largest opposition party in Cambodia, says their power will not be affected by their leader's absence. He has, after all, fled the country before when facing a similar sentence, which was eventually annulled after negotiations with the ruling Cambodian People's Party and the king.

But when and if Mr. Rainsy returns, the promise of the opposition movement appears bleaker than ever—and his leadership is partly to blame. Many civil society groups that were once moved by Mr. Rainsy's calls for transparent and democratic governance are now critical of his party's current direction: They see the party as having lost touch with its original pro-democracy platform and focusing instead on emotional nationalistic disputes with the ruling party.

"The Sam Rainsy Party has become reactionary and lost their core liberal democratic message," says Ou Virak, president of the Cambodian Center for Human Rights. "They have become quite weak, and their future is in great trouble if they keep waiting for confrontational events to get media attention. They need to return to offering alternative policies." A survey released Feb. 2 by the International Republican Institute speaks to Mr. Virak's point. It found that Cambodians want to hear less bickering between parties and more about proposals for solutions to problems they face.

For ammunition, critics need look no further than the recent publicity stunt in which Mr. Rainsy helped villagers uproot posts demarcating Cambodia's border with Vietnam—the same act that earned his recent conviction. To score political points, the Sam Rainsy Party has revved up its criticism of Vietnam's alleged encroachment on Cambodian land, claiming that Prime Minister Hun Sen and his deputies were "letting" their more powerful neighbor do it. But relatively few Cambodians were actually affected by the demarcation of Vietnamese and Cambodian land in the isolated and scarcely populated border region; whereas thousands of Cambodians were evicted from their homes last year throughout other parts of the country.

The Sam Rainsy Party still has a popular leader in Mr. Rainsy's absence: Secretary General Mu Sochua. She is one of the few Cambodian politicians who can frequently be found walking through villages to talk to people about their problems, and her strident criticisms of the ruling party have earned her admiration in some quarters. But even she may not be able to save the party from decline.

To understand what the diminished strength of the Sam Rainsy Party means for Cambodia, it's important to understand the role the opposition party has played in the country's democratic development. Mr. Rainsy returned from to Cambodia from France in 1992, as the United Nations was beginning its peacekeeping mission in the war-torn country. Although the U.N. poured nearly $2 billion and some 20,000 soldiers and civilian staff into the U.N. Transitional Authority in Cambodia, it left in 1993 with only a fragile peace and political agreement in place between the country's factions.

Mr. Rainsy was at the forefront of the budding pro-democracy movement that inspired many at that time. When Mr. Rainsy started his own party in 1995, he distinguished himself from other politicians by putting democratic principles at the helm of his platform, and he claimed his movement would "mobilize millions of people" who shared the same ideals. Indeed, the Sam Rainsy Party offered a significant domestic voice fighting against graft and urging improved wages for workers and greater rights protections for all.

But now even this limited collective bulwark is breaking down—and not just because Mr. Rainsy is in exile. For the last couple of decades many of the most potent checks and balances against the ruling party have come from the leverage of Western aid donors, who attach stipulations of standards in governance and human rights to the hundreds of millions of dollars in aid money that flows into the country each year. But this equation is changing: With Beijing's patronage of Cambodia's government growing, the influence of Western countries to push for transparency and rights protections is weakening.

This was dramatically displayed last December when Beijing officials were able to lean on their counterparts in Phnom Penh to ensure a group of Uighur asylum seekers were sent back to China. Thanks in part to this phenomenon, the ruling party has been able to solidify its dominance over opposition parties by pushing through a constitutional amendment in 2006 that reduces the electoral majority it needs to stay in power.

Cambodia is beginning to look more and more like its neighbors, which are mostly one-party states. In the 1990s and early 2000s, the country's nascent multi-party democracy was riven by intimidation and violence, but there was space for competing ideas and parties to have a voice. Today, the main opposition party finds itself repeatedly muzzled. As China's influence in Southeast Asia continues to expand, this pattern may only grow stronger.

Brandon Brady is an idiot for accusing Mr. Sam Rainsy to pull "publicity stunt" to evoke nationalistic disputes with the Hun Sen government.

Then Brandon Brady admitted that "few Cambodians were affected by the border demarcation in the isolated and scarcely populated border region."

The fact is that there are more than a few Cambodians who are being affected by the Vietnamese encroachment.

The fact is that what Mr. Sam Rainsy did was to protect the integrity of the State of Cambodia against the Vietnamese encroachment.

Mr. Sam Raisny is a Khmer Hero, not a spineless Hun piece of sh*t.

It the lawful obligation of Mr. Sam Rainsy as a represenative of the Khmer people to defend the territory.

What about Hun Sh*t? He still goes all out against the Thais over the 4.2 kilometers piece of land that no Khmer people are there at all. So what about Hun Sh*t, how Brendan Brady is all quiet?

Mr. Sam Rainsy did not just defend the Cambodia's integrity but even forced to Viets to REMOVE their wrongfully planted border posts as well.

So that is more important. Hun Sh*t can not even move the Thais out of the 4.2 kilometers piece of land.

I found this article bias toward the SRP party. You need to defend the border first before you can have peace and security to tackle some other problems. Sure, SRP can multi-tasks but protecting the border with YOUN is important and anything else in current Khmer.

I think Mr. Brady is attacking SRP politically.

Mr. Ou Virak has political ambitions, and not unlike other Cambodian "leaders" emerging out of obscure background, with questionable experiences, limited education, he thinks less competition means an opportunity for him.

Mr. Brendan Brady is a young reporter, a friend of Mr. Ou Virak, who can write English well, but cannot see the forest for the tree.

The article takes a simplistic, easy trend of the day, but does not capture the real sentiment... the Vietnamese issue is a deeply serious one with Cambodians, and within the last several months, Sam Rainsy has brilliantly highlighted in more digestible terms for everyone to see the Machiavellian moves of Vietnam via this malleable CPP government.

It should be noted as well that we are hearing more and seeing more from and about Sam Rainsy when he is physically not inside Cambodia than when he is in... He has more presence and influence now than when he was inside Cambodia...

He has gotten everyone more excited about Cambodia, inside and outside Cambodia, than some shoot-from-the-hip civil society leaders.

Westerners can't see the bigger picture in khmer politics. Land is a bigg issue, bu because most Khmer are uneducated, they can't see the threat to the country in 50 years time. Worst, Mt Brady failed to see that the people are kept in the dark about this imporatnt issue, they are not well informed. Even if the yuons take half of the Khmer lands, the Khmer people would still think Hun Sen is the best. Oh, my Khmer people, you are bounded to live in the frog holes forever. Good luck, you are moving in the right direction.

I certainly share the sentiments of all previous posted comments. After reading this piece, I find that Brady is talking about a situation that he does not fully understand and his reporting is filled with smoke and mirror! To call Mr. Rainsy's pulling of the border post a "publicity stunt" is short sighted and irresponsible.
Protecting the territorial integrity of Cambodia is and should always be part of the Democratic platform of any party!
How much Democracy can you have, if you no longer have a country?

SRP leader and members of parliaments have always stood with the people to fight against Land-grabbing, illegal logging, corruption, immunity, and all human rights violation commited by Hun Sen and CPP! Does Brady and OU Virak consider these issues to be emotional disputes against ruling party?!

The writer is correct and so is Ou Virak. For Sam Rainsy, picking fights like this and bailing out does nothing to benefit anyone but his own ego. Territories is always important. But putting it in the lime light that is not the way to go. He need to stop attacking the main party and instead try to keep growing his party. Taking pot shot at the government is getting him nowhere, I mean somewhere like France. Until he have more leverage over the main opposition then he can strike harder. Making a big dramatic statement about the border and putting himself and others in danger and for what? Glory for the moment?

FYI: I am not Pro CPP. I believe Sam Rainsy need to stop behaving like a kid and more like a politician.

Our current multiple party system is not not good. It only creates bad people. For example, CPP does not use hard asnd strict punishment to its members who is corrupt and do bad thing because they are afraid that if they are very strict, the people will run to opposition party. From my observation, no matter how bad the government officer is, as long as he or she is still loyal to the party, he or she can still have the position.

Do you think the territorial integrity of Cambodia is not an issue worth fighting about? Who should he address this issue to if not the current ruling Hun Sen/CPP government, after all they are the ones playing "Tea Boy" for Viet/Hanoi, opening the door for Vietnam to come in and take whatever they wish...our resources, our land. Leaving our people without land, resources and a future.

too many smaller parties are never good. i mean, if they are serious about winning, they should smarten up uniting or consolidating, and so forth. think about it, how can you win with a minority of votes people don't take you seriously partly due to your party's inability to get along, etc... if yoiu show people you can't get along, how can people trust you to lead the country, really! lucky, that cambodia is the only multi-political party in southeast asia, perhaps. so stop complaining already!

The only party that truly has any power is Hun Sen's CPP! All other parties are muzzled, killed and thrown in jail. SRP and HRP only exist as a facade to fool people like you and the outside world to believe that their is Democracy in Cambodia.
Look at what is happening in Cambodia, if that is what you call Democracy, then you need to get educated on the actual meaning of it, because you are confused!

This is our problem when one does not understand the real issue and tries to make comment about it. No matter how high education or profession the person may have possess, this reflect his ignorant badly. Most of people in the world are very proud and defensive with their country's sovereignty and integrity. Only those who has no real or mix identity who cannot grasp the feeling and pride. I'm not surprise if the non Khmer people do not have such feeling because they would not care much with the issue as they have no such feeling of love towards our country Cambodia. But what disturb me most is when I see someone like this who has a real opportunity to speak but spoil the issue. This is how he makes people remember him no matter who they are.

cambodia only need two competing political parties, really. look at the USA, there are only two political parties in the election, the democratic and the republican parties. and sometime the independence party competes as well. in cambodia, there are way too many political parties, now, how can they win and be serious when they only small party? i guess they are not waking up yet to realize and act differently. i mean, they have no chance of winning, really!

If everybody wants change, go to vote and elect Mr. Sam Rainsey. How long is each term any way? If it's a five years term and we're not happy about it, then change it again. Now if the CPP think they can do a better job, all they need, is to enter themself in the race again, but they have to prove that they can find fairness for everyone and not sucking up to Vietnam and forget their own people like they do today. Today, they are more of an a..hole than a good government and have to uinderstand that and step aside. we're sick of youn or vietnam this vietnam that. If they want to worship vietnam that bad go and live in their sacks in Ho chi min or whatever. Please getta hell out of Cambodia. You're not welcome. Sick of being beneath your mf. a..hole.
