In the bible, the kings of Israel were commanded to hand copy the law of their God from the Torah scroll; this was how they were to rule from - the law of God, not their own man made law. But sad truth was, many of them did not do it and went astray in their own ways and suffered for it as a king and as a nation.

The constitution is very well written to descript the role of the King. He is the symbole of the Nation and the guarantee of the constitution and the Sovereign of the Nation.
The daily business of the Government will be ran by Prime Minister. But the Prime Minister cannot have the control of the army because he is not the sole guarantee of the sovereign of the Nation. In wartime, the government must get approval of the National Assembly for the Minister of Defence to command army for warfare in any circusmtance of foreign invasion. If the Prime Minister control the army, the country is no longer a civilian government and is not a democratic government. In the constitution, Hun Sen has no mandate to control army at all.
He has also need to surrender all his other public positions before he can be next candidate of Nation General Election. A country without having a good law is no different to a farm of animals.

The King is just a symbol of a Khmer nation, and without the King Khmer nation will be no more.
Since the King is impartial and guarantor of the territorial integrity of Cambodia, the army should be under the king. That way...the King can order the army's commanding general to execute Hun Sen & cohorts for treason and betrayed Cambodian national interests.

11:21 is correct. By ourown constitution the priminister has no mendate over the army. In a real democratic country the priminister is a commander in chef but it is congress that permits the priminister to use the army. HunXen will control the army no matter what the constitution says. He is a despot.
