Human Rights Party president Kem Sokha has accused the ruling Cambodian People’s Party of leaking a recorded conversation between himself and Prime Minister Hun Sen in retaliation for his refusal to collaborate with the CPP.
In the recording, which dates back to 2007 and was posted on Sunday by DAP News, Kem Sokha can be heard asking the premier for assistance in securing use of the Olympic Stadium for a party conference. The Sam Rainsy Party, the Kingdom’s largest opposition party, has seized on the recording as evidence of alleged collusion between the HRP and CPP and has said that flagging negotiations on an SRP-HRP merger will be halted as a result.
Kem Sokha claimed yesterday that the leak had been orchestrated as a result of his repeated rebuffs of entreaties from the ruling party.
“They have tried very hard. They have tried to persuade me and have also threatened me, but I have not agreed,” he said, adding that if he had indeed colluded with the CPP, “please let lightning strike me”.
In the recording, Kem Sokha can be heard attempting to mollify Hun Sen in advance of future criticisms.
“I would like to inform Samdech that if I am against what Samdech is doing, the principles by which I work are from my heart,” Kem Sokha says, using the premier’s honourific.
“I would ask Samdech to understand that we can work together in the future.”
Hun Sen later responds that even if politicians from the ruling party and opposition attack one another, “we can still have friendly cooperation with each other”.
The premier later suggests that the HRP poach members from the SRP.
“I think a good idea is to grab some people in the provinces, provincial council members of the Sam Rainsy Party – good people who have the ability to attract votes,” Hun Sen says.
Kem Sokha responds “yes” to this statement on the recording before changing the subject. He said yesterday, however, that this assent was merely one of politeness. “I did not say I agreed to do what he said,” Kem Sokha said. “I said that I will oppose him.”
Hang Chhaya, executive director of the Khmer Institute for Democracy, said that despite Kem Sokha’s protestations, the recording could prove politically damaging for the HRP.
“People are suspicious of that because it seems like he’s allowed to freely attack the government, whereas anything that Sam Rainsy would say on radio or elsewhere would get a reaction from the government,” Hang Chhaya said.
In a statement issued yesterday, the SRP cabinet said the recording “has the effect of a bomb on Cambodia’s political landscape”.
“Hun Sen and Kem Sokha clearly showed their common goal: the destruction of the Sam Rainsy Party (SRP), the main opposition party that had unwaveringly been standing against the CPP,” the SRP said. “Kem Sokha is not an honest man. He is not honest with the SRP and cannot be a loyal partner.”
The SRP and HRP have long mooted a potential merger, and last year, United States secretary of state Hillary Clinton reportedly encouraged the two parties to form a united opposition against the CPP. The CPP currently holds 90 seats in the National Assembly, compared with 25 for the SRP and three for the HRP.
In the past few months, however, the merger talks have broken down amid recriminations from both sides.
“Kem Sokha’s duplicity does not allow the SRP to consider his HRP as a possible partner in any alliance,” the SRP cabinet said yesterday.

How can the recorded conversation be a "retaliation for his refusal to collaborate with the CPP"? That phone conversation is an undeniable evidence of "Kha"s COLLABORATION with the CPP.
If you listen to the recording or transcript again, then you notice that there was no refusal to collaborate, BUT only gratitude and servitude .
"Kha" you slimy deceiver, are you trying to wiggle your way out of this one?
That is the clear proof and how can he convict people to believe in him that he had no deal with Hun Sen?

This is not about 3 guys in a boxing ring. This is about how Hun Sen plays a dirty game. This is about the future of Cambodia. There is no question that Hun Sen will still rule Cambodia. He has all the thugs do the intimidating, murdering, and stealing the voter ballot. You will see more murdering and killing SRP members as the 2013 election approached. This is the Cambodia’s curve. If this is acceptable to you to allow an unfair election, then this will be Cambodia’s dark future. Sam Rainsy chooses to speak out for Cambodians. He wants Cambodia to have brighter future. He is a brave man who dares to speak out against corruption and injustice. What is the point being MP and do nothing and your right can be taken away without due process. He has a home wherever is free and just, but not in the “Khmer Kingdom” as long as Hun Sen rules Cambodia.

I have always supported the SRP party because of it's stance on territory, human rights, and economic freedom - but I always observed, that this party always makes rash statements and decision from time to time and always regrettably ends up shooting itself in the foot later on.
First of all this statement is anything but clear, if we all take time to listen personally, most of it is inaudible.
However, if we are to believe that the transcriptions provided by our friends at KI are correct, then this also appear to be a simple communication between a person who has overwhelming power, and another person who wields none - the conversation is very characteristic of this... I think Sam Rainsy would have reacted the same way had Hun Sen called him up on the phone.
Mr. Khem Sokha was being led on, he was not the one who initiates anything. He seem more to be polite trying to brush off and nicely a men who we all know have thousands of body guards and can chooses to do anything he wants with impunity. If you were Khem Sokha, on a private conversation with Hun Sen, how would your conversation go?
I think this whole thing has been blown out of proportion.
Khem Sokha and Sam Rainsy needs to carefully weigh their decisions and keep the alliance options open.
Another point to raise is this was leaked by our most despised pseudo journalist, Mr. Soy Sopheap! We all know he is a full-time "professional" spokesperson for Hun Sen and CPP through the media.
It seems to convenient; too good to be true, this is probably the case. Hun Sen set up this phone call knowing that he has the power to wield the conversation anyway he wishes and records this in order to paint Mr. Kem Sokha later on.
Keep your minds questioning, don't jump to conclusions - and I think this should also be the last thing Mr. Sam Rainsy's party should do - jump to haste conclusions.
Cambodian oppositions need a stable and secure parties to unite under to defeat CPP; please stop being so fickle, impulsive, and whimsical.

Sam Rainsy, regardless where he is or will be, he will get Hun Sen at the end in the international court of justice for "CRIME AGAINST HUMANITY". So, do not ever for 1 second, Sam Rainsy is out. Koh Tral Island must not be forgotten

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?
Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?
Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?
The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.
Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?
Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Kem Sokha and Rainsy should grab this chance, they still can work together if Sokha really take national interest above him. Sokha can merge with Rainsy under SRP umbrella. This formula, Cambodian is the winner.
