In Washington yesterday, Sam Rainsy Party lawmaker Mu Sochua lobbied US government officials to withhold military funding to the Cambodian government if it does not meet two political demands ahead of her meeting with Secretary of State Hillary Clinton on Monday.
Mu Sochua said she would strongly urge Clinton to push the Cambodian People’s Party-dominated Cambodian government to release the “Boeung Kak 15”, who were jailed for protesting against forced evictions, before the US secretary of state arrives in Phnom Penh next month.
“I am confident and I have high hopes that Hillary will find a solution, and I asked that the solution be found, and that is the release of the women and the man before she arrives in July,” she said.
Thirteen Boeung Kak women were sentenced to jail terms of up to two and a half years on May 24 for disputing authority and illegally occupying land granted to ruling party Senator Lao Meng Khin’s firm Shukaku in 2007.
Two more people were arrested protesting the rushed trial on the same day and charged with the same crimes but have yet to go to trial.
US State Department officials and congressional staffers that she met told her they were aware and concerned by the jail sentences, said Mu Sochua, who is also demanding the government drop convictions against self-exiled SRP leader Sam Rainsy.
Phay Siphan, spokesman for the Council of Ministers' Quick and Press Reaction Unit, said, as a sovereign nation, Cambodia would not allow any foreign power to interfere with its independent judiciary.
“Well, I think that she [Mu Sochua] just has the right to tell anyone [anything], even tell the god to do something,” he said, adding that government balanced the rule of law with the protection of human rights (SIC!).
When the Shukaku housing and commercial real estate development in the 133-hectare area in Phnom Penh’s Daun Penh district is completed, about 4,000 families will have been forcibly evicted.

AH Phay Siphan said that what happen to Boeung Kak residents is in the minority among Cambodian population! Now if the fucken problem of Boeung Kak residents is such a small problem which involved women and children and why AH HUN SEN Vietcong slave government can't solve such a simple and small problem? The fucken solution must be found in Cambodia because the fucken problem happens in Cambodia and why seek solution to the problem half way around to world? Since AH HUN SEN has experienced over 30 years in politic certify by Vietcong PhD and Vietcong logics and why the fucken problem such as this cannot be solved!
AH HUN SEN need to step up and take ownership of the Boeung Kak problem! It is obvious that AH HUN SEN can find peace with the Vietcong master and the Siem thugs! Tell me what is stopping AH HUN SEN from solving what happen to Boeung Kak residents beside these are Cambodian people not the enemy? Maybe doesn't want to find peace with Cambodian people! The overthrow of AH HUN SEN from power is justify!

Human rights organizations welcomed news last week that the World Bank Inspection Panel will conduct a full investigation into the Bank-funded land-titling project in Cambodia, following a complaint that groups vulnerable to forced eviction have suffered serious harm from the project.
The complaint was filed in September by the Centre on Housing Rights and Evictions (COHRE), with the support of Cambodian housing rights groups, on behalf of more than 4000 families living around Boeung Kak lake who have suffered or are currently threatened with forced eviction. It alleges that the Bank breached its operational policies by failing to adequately supervise the Land Management and Administration Project (LMAP), which has denied urban poor and other vulnerable households due process rights and protection against increasing land-grabbing and forced evictions in Cambodia.
