Commentary: Hun Sen,the True Cat - Op-Ed by Kok Sap

On 9 August 2012, Hun Sen has become exactly what people have allegedly said of his handling of Khmer –Youn border. At the podium Hun Sen was delirious. Fueled with ego trips of above all men and narcissistic attitude, it took him five hours to deliver his notes. With no patriotic decency, the sentimental fool ran his mouth off with apathetic tone to impress the National Assembly that is filled by men lack moral bone from his party in berating the opposition party as his single obstacle for achieving his pro-Yuon interests and defense.

The truth is the delimitation of 1270 km. long border between Khmer- Yuon has been a lightning rod to not only to his King or opponents but his ex generals, fellow CPP politicians, journalists and CPP voters/land owners whose paddies had befallen under Yuon newly drawn map. With Yuon payment in the amount of $6 million to pay for the granite pillars and installation, Hun Sen made this border demarcation his personal and it must be completed, at his order, in 2012.

Often his arguments relied on old documents dated in 1939 that were drawn up by the colonial French government for the convenience of the colonial administrative then. But yet he proclaims his efforts would result of no loss of land to Yuon. He went to say in the Constitution stated Cambodia size is only 181,035 sq. km but in records the colonial French marked it lesser than 179, 000 sq.km at some points of its rule.

Hun Sen boasted not even one square meter of Cambodia had lost to Yuon yet. He continued to say when he completed the demarcation, Cambodia map will likely be increased to 181,606 sq. km.

As far as the maritime and lost isles, Hun Sen did not specifically say what will happen.

But how comes Meas Srey and Prum Chea lost half of their rice paddies to Yuon? And the result of their protest with the opposition leader participation, these individuals were unjustly victimized and imprisoned without proper due process in defense.

Ong nhu Var Kim Hong's insolence and incompetence

Does citizen really need a permit to travel within his country?

This smells fishy and troublesome. So what is it that Ong nhu Var Kim Hong have to hide from people?

Ong nhu Var Kimhong, the senior minister in charge of border affairs, threatened "We will not allow him (Rong Chhun) to go. They (Yuons) are planting demarcation posts; the experts (Yuons) are doing this work, why does he go to disturb them? What skill does Rong Chhun have to measure them? That visits to the border would be permitted once the demarcation efforts wind up."

It has never ceased to amaze me how the current government official saw individual citizen rights as something that was never measured up by the Constitution. It's an insult to Khmer intelligence and the Constitution.

In such instance, ong nhu Var Kim Hong did just that as he has threatened Rong Chhun good intent and wanted to stop him from traveling within his native country borderlines.

This is something that each citizen shall demand and file complaint with their respective representative in the Nat.Ass to see to the constitutionality and why the citizen has to have permission from the government to travel in his own country?

The Constitution Article 40 states 'Citizens' freedom to travel, far and near and legal settlement shall be respected.' Also in knowing that if the border post is within the legal framework what would the official not wanting people to know?

In knowing Rong Chhun publicly declared intent, there seemed nothing that the visit would harm or infringe the country welfare.

In such case, Ong nhu Var is out of line.

His threats are warranted his superior attention. That Superior is meant the body of the Assembly as it is vested to speak for and defend the voter rights. Thus it needs to get off its rear to see what the official like Ong nhu Var is up to.

In a nutshell, there is no law said citizen can't visit the border post. Also laws said citizens are the owner of the country not an agent of governmental organs. Ong Var needs to set example and respect citizen like Rong Chhun who in his own resources and efforts to look out for the national interests and sovereignty.

In asking what business is Rong Chhun to do in visiting border demarcation line which appeared Ong nhu Var is ignorant of his own right as a citizen as well. Damn right, it is business of Rong Chhun or anyone else of his equal.

In fact it is an exemplary that Rong Chhun spends his own resources and times to do this in the sake of his country interest. In light of Ong Var's spineless and irresponsible attitudes, he must bow before Rong Chhun to beg for forgiveness and then render his immediate resignation from his good government. That's pure insolence and incompetence of Var Kimhong.

Fat Cat to Lead Kingdom's Anti-Corruption Authority: Commentary by Kok Sap

According to Everyday.com web news today, Cambodia King Norodom Sihamoni has officially selected Em nhu Om Yiek Tien, formerly head of Cambodia Human Rights Commission and Hun Sen's cousin, to lead Kingdom's brand new Anti Corruption Authority placing under close supervision of the Council of Ministries boss, Anh hai Xok Anh. So as they say Hun Sen's Family tree is growing bigger and stronger daily to take helm at the juicy promotion in lucrative premise.

The Global Witness reports showed both Em nhu Om Yiek Tien and Anh hai Xok Anh are the most corruptive and untouchable officials alive in the Hanuman Kingdom II. Both have lots to do with all foreign deals and land grabbing and forest razing. It's the stunning TKO to the annual donors' nuisances. It's a jaw dropping news for the lesser than one dollar a day earners and migratory beggars. It's been a long time for the donors to wait to see this to happen.

Strategically Cambodia could not have a better person to lead its new anti corruption authority, it's sad news for the educated generations.

This newly selected official Em nhu Om Yiek Tien who is kin to the magnanimous (nak leng) PM Hun Sen is a new testament to the Cambodia's old rendition `We are a happy family and Cambodia is ours'.

Well I could not say it's whether the King jokes to have appointed Om Yiek Tien the most corruptive person to investigate and eliminate Cambodia systematic corruption. For the person who hadn't done any better for the Cambodia human rights protection and enforcement moving up to fight corruption which is the place where the palm can grab a lot of grease instantaneously.

For the sake of Cambodia transparency and good governance Om Yiek Tien selection is a fatal blow to the common man morality and donors' criticism. I wonder for how long for Cambodians to endure the insult from the Hanoii bred-monkey government.

Is this Hun Sen Schemes to fool the donors?
Perhaps.

Nonetheless I have to say not a shabby accomplishment at all for the rubber stamp National Assembly to show the donors how not serious Cambodia is to eliminate corruption in days to come.

Nothing much to say or praise but be wary Cambodia and brace yourself, here comes Em nhu Om Yiek Tien the Cambodia notorious corruptor to fight corruption from his own caveats. It's ridiculous for Cambodia sovereign to entrust the fat cat in safeguarding the grease pot.

The Ministry of Commerce Corruption,Tep Bopha Rules: Opinion by Kok Sap

Cham Prasidh and his wife, the powerful Lok Chumteav Tep Bopha Prasidh

24/3/2010
Opinion by Kok Sap
Originally posted at http://khamerlogue.wordpress.com

Old saying,” sleep with dog get fleas,” so as we see as it happened in the Ministry of Commerce that affirmed Shakespeare famous line”to be or not to be”. Family ties are the essence to grow rich in Cambodia systematic nepotic and despotic government. It appears true as Global Witness has reported Cambodia Family Tree seems getting stronger and bigger than before in the business to sell Cambodia for profits.

We remember on 15 March 2005 when Dr. Cham Prasidh (at birth as Hong You Tekleng and Prasidh was given to him by Yuon bo doi), was miffed with Hun Sen inability to stop corruption by entrusting the corruptive Sok An to draft the laws. He threatened and vowed to quit at the end of 2005 if corruption was unresolved but Tep Bopha, the man-eater tigress, would not allow him to do so. In the end he had not followed her order to stay in the job but to become the nouveau filthy rich in a flash.

In the last five years as a Sino descent, Prasidh is no dummy. Not only he adapts to systematic corruption but becomes Sok An relative through their children marriage. So often he accompanies Hun Sen in trips abroad. Now he is not only unscrupulous but enjoying the privilege tremendously to be in the same sacred Sok An-Hun Sen circle of big fat Gau Prey.

It’s been said about Cambodia present political clique; if the husband were a captain then the wife must be a colonel. It appears relevant in Prasidh case, the multi-millionaire and senior Minister of Commerce. He may be the minister on the book but the real decision maker and powerhouse in all daily affairs at the ministry is Madame Tep Bopha. She’s the minister’s former elder sister-in-law but turned official wife when his brother died. She’s known as the tigress of Cham Chao fortress. Her protégé and confidante is Ms. Cham Nimul, a US business degree holder, with the master key to her papa secret safe, appointment schedule and important dossiers. Her official job is the director of her papa cabinet. But literally speaking, she is the designated minister who runs the ministry and answers to none below her papa. How nice for Prasidh to have his wife and daughter run and look after his business in the ministry.

Man-eater Tep Bopha is a control freak and overbearing boss. She can order around any staff from the ministry to run her errands or personal businesses on state time. Those who satisfied her insatiable desire and power hunger would be elevated through rank in office that the person never had to show up at work but at Cham Chao fortress, instead. She lives lavishly off her acquired wealth from obscure sources. Her luxurious multimillion dollar compound is wired and equipped with short circuit cameras in every conspicuous corner. She runs her servants via intercom. Besides her sizeable expensive automobile fleet, she wears expensive exquisite jewelries and outfits that made former Queen Monique unnoticeable.

In 2007 when I visited Wat Chompous Kha-aek near Phnom Penh, I heard the story that Tep Bopha had mistakenly tossed her over $20,000 diamond ring in the trashes. She was crying her eyes out all day. So Prasidh asked around if was there any holy monk practicing Hindu-ayurvedic mantra and fortune telling. He frantically went to see a Yuon mixed monk living at Wat Chompous Kha-aek.
By luck, the monk was innocently saying she should look at her trashes first before declared permanent loss. After she found her ring, she dispatched the young monk to visit and give her holy water bath plus magical love potion to keep Prasidh in a short leash.

Monk received handsomely financial reward and become her regular visitor at the fortress. Soon after that, the Young monk aged barely 25 was elevated to the title of Somdech Vanaradh is equally as the provincial level religious sect chief. Many of foxy ladies in Phnom Penh including Annie Sok An and Bun Rany followed suit and became this holy man loyal worshippers too.

With enormous wealth at disposal, the subordinates and officials treat the tigress Tep Bopha as equal as to Hun Sen’s wife. She shops at top designer boutiques in Phnom Penh or in Singapore. Her escorts are members of ministry staff whom she personally assigned and selected to be her daily errand maids. She frequents the expensive super market in Phnom Penh for groceries and house-needs.

From times to times, the tigress Tep Bopha appears at the public ceremonies or inauguration in Prasidh place. She is vested power to sign deals with foreign investors. She owns special economic zones and special businesses that she needs no salary from her husband payroll. Interestingly, this man-eater has not only pawed her way to the prominence but has steadily gained her social notoriety. She has secured her husband job which will soon pass it down to her daughter in one of these days.

This may be the reason that Prasidh no longer criticizes Sok An not to mention Hun Sen. If not soon but down in the line, the 30 or so old time ministers will end up sharing blood line with Hun Sen or Sok An in one way to the other. Through associative and distributive relations: Sok An’s wife is related to Hun Sen’s wife through marriage so is Tep Bopha’s kid; henceforth, if Sok An related to Hun Sen through his kid relations therefore the same goes for Prasidh whose kid is related to Sok An by CPP tradition. The same connector will make Hun Sen a relative to Prasidh as well. This is the way CPP elites stick to powerful posts by exploiting their own kid emotional and relationship growth.

Commentary: Would Hun Sen swear?

23/2/2010

From the border trip’s rambling diatribe public speeches and foreign press error in translation words, His Excellency X.O Cognac, Minister of Information and government spokesman, had held a press conference on 2/15/2010 to clarify and warn reporters to be careful in word choice in translating Khmer to other languages. He pointedly blamed press for misusing words curse for swear, gang for arbitrary or not conferred with as PM Hun Sen had lashed out at Siam leader, PM Abhisit Vejjajiva, during his staged field trip donning crisp armed force fashions along border shanty towns in Preah Vihear region. Due to fear for his own security, the narcissistic PM cut one day short of his 5 day staged field trip.

His uncivility and unbecoming Khmer leader had drawn Siam emotional outbursts and rages. However his Excellency X.O Cognac stressed his PM did not curse Abhisit but wanted his affirmation by swearing before the mighty objects and let the punishment be death from plane crash, lightning struck, get shot by stray bullets, etc..if Siam did not violate Cambodia in July 2008. Mr. X. O Cognac scolded the press and reporters who had misused word curse in lieu of swear which makes the thug like PM Hun Sen very critical in ASEAN circle.

In civilized society most leaders used script as a guide in addressing people to prevent misspoken and misinterpretation. The speech writers would make it available for press consumption afterward. So in PM Hun Sen case, it’s Mr. X.O Cognac who did not do his job properly. This reminds us of a Khmer teaching riddle,”រនាបបាក់យករនាប ជួស សម្តីហួស គ្មានអ្វី ជួសបាន”.

Well had he not heard of the cliché “lost in translation”?

First of, it’s the spokesman job to issue written statement to press on whatever Hun Sen said in public. But I can share Mr. X. O Cognac frustration because PM Hun Sen always strays from scripts in public speeches. Usually he appears disorganized and added innuendo to score with his ministers or critics. According to his Excellency X.O Cognac, that wasn’t mattered that PM Hun Sen poking fun at and doing his ministers or generals dirty laundry list in open. This is a double talk, indeed, for a monkey that likes to drink expensive cognac for breakfast before doing state business.

Morally it’s not acceptable for a government leader to play national security and people safety at his belligerences. Most wars in the world history started with leader bad rhetoric, so PM Hun Sen shall learn to say less and stick to the scripted words from now on. In the same time, the government spokesman job is not to clarify things after fact. The statement shall follow the speech delivery afterward to prevent misunderstanding and misspoken.

On the swear point, I dare PM Hun Sen to swear, in straight face, like he dared PM Abhisit to do so before the mighty objects and be punished, otherwise if it’s untrue, to death by lightning strike, stray bullets, flight crashed, or drop dead instantly.

Wasn’t he who had ordered coup in July 1997 or let millions of Yuon migrant to make home in Cambodia? Wasn’t he who silenced people from outcry about Yuon encroachment on Khmer land and sea? Had he not ordered grenade attacks in day light on the protester rally in 1995? Had he not denied his ministers and generals committed rampant corruption on state time? Had he not signed treaties to grant Yuon rights to arbitrary move border markers deeper inside Khmer land and sea? Had he not amassed his wealth by exploiting government office? Had he not a despotic and kleptocratic?

I double dare him to come clean and swear that all above are not true.

Citizen right in contstitutional double jeopardy: Opinion by Kok Sap

Cambodia 1993 Constitution article 39 states: Khmer citizens shall have the right to denounce, make complaints or file claims against any breach of the law by State and social organs or by members of such organs committed during the course of their duties. The settlement of complaints and claims shall reside under the competence of the courts.

In reference to recent incident in land dispute in Koh Kban commune, it is clear the right of land ownership and citizen right were violated by the state organ. In this case, the state organ is the Join Border Commission and Chantrea District authority. It diligently disputes and charges land owners with public property destruction for the removal of its illegally planted wooden posts on private land without individual owner knowledge and consent.

In the essence of law, the land owners shall have right to speak up and demand government explanation. It's a farce that such charges are brought up against the private land owners by the state organ. Obviously, the sate organ fails to abide and obey the law.

In addition, in the event that the state requires such land for purpose of governmental use, article 44 states: All persons, individually or collectively, shall have the right to ownership. Only Khmer legal entities and citizens of Khmer nationality shall have the right to own land. Legal private ownership shall be protected by law. The right to confiscate possessions from any person shall be exercised only in the public interest as provided for under law and shall require fair and just compensation in advance.

Within article 44 provision, individual citizen right and the property ownership is warranted the due respect and right of defense accordingly.

However, it appears the state organ has not only violated the law but misused the law to shield own malfeasance. It is the state organ that caused proof of burden and anguish which merited emotional reactionary from land owner. It fails its duty not to make aware of its premeditated intent which concerned the land owner right but fair compensation in advance too. Thus it appears the state organ acts in own behalf with no regard to the merit of the lawful and landowner right.

Up to date, the state organ has 3 people arrested and jailed. There will be other 3 are soon to be arrested. Despite its failure to follow the law, the state organ is pressing forward with public property destruction and incitement to disturb peace and order charges. Interestingly, the land owners are fell victims of the same constitutional law that obliges the state to regard and protect it.
Based on the proved and circumstantial evidences, the land is a private property belongs to the private citizen whose right is guaranteed by the law. Thus the state organ is undoubtedly culpable of its own negligence and failure to heed the spirit of the law.

This is very comical and a reminder of Cambodia still remains under Pol Pot regime influence which people is nothing to the state interest and its agent. Having seen this happened over and over in present regime, its constitutional law validity and jurisprudence seems in double jeopardy.

Indeed, in Cambodia, government agent is above and the abuser of the law.

Opinion: Know history, Cambodia must do the right thing

In reality whether a royalty or a commoner, all Bangkok politics are most involved with the wealthy protecting personal interest.

The smell of royal exploitation remains odorous in Siam modern undemocratic society. Siam extremists have used Cambodia and its sacred temple, Preah Vihear, as a new spark for its new imperialistic war in 21st century. Siam extremists most are wealthy Chinese ethnic have politicized the 900 year old Khmer built temple to advance personal agendas.

A wealthy Chinese Sondhi Limthongkul and posy Democrats Party ruled by another half-Siam literate and Chinese Abhisit Vejjajiva at the half-Siam filthy rich Queen Sirikit blessings have stepped the bound of treason and lèse majesté laws.

Present Siam laws; lèse majesté offense is a crime in the court of law with the punishment up to 15 year imprisonment. This brings our attention to the recent rages and rants caused by PAD and Siam extremists used lèse majesté offense to rid of rival wealthy Chinese like Thaksin Shinawatra from power in 2006.

In Beck’s East Asia to 1800 and up to 1950 book, it apparently showed indifferences in all PAD and posy claims. Beck showed how imperialistic French, British, and Japan worked with neo-imperialist Siam in staking and dividing Khmer territories in the end of 19th and early of 20th century.

The Bhumibolist mouthpiece, the Nation, on 10/7/2009 published a story unraveled the truth about Chakri royalties relationship with French Indo-China and Preah Vihear. It says, "On 30 January 1929, Prince Damrong Rajanuphab (21/6/1832-1/12/1943) arrived at Preah Vihear as head of an official expedition from the Siamese court of King Prajadhipok (Rama VII). With cheers and cordial reception under French flag, Prince Damrong accepted that Preah Vihear belonged to French Indochina.”

Apparently King Prajadhipok (Rama VII 8/11/1893-30/5/1941) had approved and accepted his minister expedition report. After his return to Bangkok, Prince Damrong sent a letter to thank French Indo-China officials for the reception and the guide for his expedition. Likely it’s a royally done deal.

But 80 year later, the current monarch household member, the remotely Chakri kin, seems confused and backed PAD and posy to ignore King Prajadhipok and Prince Damrong royal deal. Obviously PAD and Democrats Party were perpetuated by the Queen Patronage have openly insulted late King Prajadhipok, who was the last of the great Chakri dynasty, noted Beck.

Beck’s chronicle recorded many events and facts are critically challenging Siam history book that filled with myths for later generations to believe and learn. The Nation quoted “This is recorded history – a history that must not be forgotten by Thai students. But by ignoring Prince Damrong’s visit in 1929, it effectively tells us to forget about the truth.” The critic, Mr. Charnvit Kasetsiri, is a historian himself.

“French Indo-China defeated Siam in a brief war that led to the treaty signed in October 1893 gave France the east bank of the Mekong River south from the Chinese border, a demilitarized zone of 25 kilometers on the west bank of the Mekong, protégé status for all the Vietnamese, Laos, and Khmers in Siam, and Siam had to pay a large indemnity.”

“After the 1893 treaty, Siam increased the number of their European advisors to 139 within four years. King Chulalongkorn had been ill during and after the defeat at Paknam, and Damrong Rajanuphap (king half-brother) persuaded the King that Siam would be better off avoiding military confrontations with Europeans while pursuing administrative reforms.”

The panic King Chulalongkorn (Rama VI) royal purse was nearly broke. He needed to devise new strategy to buy time and to forestall French from pushing northward and westward of its occupied provinces Trat-Chanthaburei along the gulf coast line and Nokor Reach-Surin-Bureiriam along old Khmer Angkor highway stretching from Angkor to Phimai in Nokor Reach. Beside hospitals, guest houses a chain of shrines i.e Phimai,Phnom Rong were constructed along this importnat road. The hospitals and guest houses must be wooden and gone with time. Now only the shrines remain standing evidenced Khmer old land.

That’s a new tactic in strategy to counter French for expansionist Siam in its eastward quest.

During this period, French and British were the power brokers in Asia. They both agreed on many secretive treaties that hindered Cambodia and S.East Asian nations internal rule and autonomy. They used Siam, a proxy colony and a buffing zone, to divide and conquer Southeast Asia.

“In 1896 the British and French agreed to guarantee the inviolability of the Chao Phraya River basin, recognizing the independence of Siam. Several villages in Khon Kaen revolted in 1895 and excluded Siam officials from ruling them for three years. 1897 Siam made the secret agreement with the British not to cede territory north of 11 degrees latitude or give anyone else privileges without British approval.” It appeared the author failed to note the Khmers and Laos were involved in uprising against Siam genocidal rule.

“In the northeast 2,500 rebels in Ubon and Laos joined a millenarian movement, and more than 1,000 men led by the superstitious Thao (means old man or Ta in Khmer) Thammikarat (Dhammik raj) black magic practioner sacked Khemmarat (Khmer rath presently west of present Laos) in 1901; but the Siamese army killed three hundred and captured four hundred rebels.” Likely Khmer rath was under a Khmer aristocrat turned Siam collaborateur.

“In 1897 Siam made the secret agreement with the British not to cede territory north of 11 degrees latitude or give anyone else privileges without British approval. The next year the southern border was unstable.”

Subsequently, in 1902 the British gave the Sultanate Pattani-Yala to be under Siam rule.

“In 1904 Chulalongkorn made a treaty with France. In April 1906, the Governor-General crowned 64 year old Sisowath King of Cambodia and attended the Colonial Exhibition at Marseilles with the royal dance company. In Paris King Sisowath concluded the negotiations for the treaty with Siam that returned the provinces of Battambang, Siem Reap, and Sisophon to Cambodia and in 1907 Siam gave up the northwestern Khmer provinces of Siem Reap, Battambang, and Sisophon for France’s renouncing the extraterritorial privileges of its protégés in Siam. The French and Cambodians began to restore Angkor Wat in Siem Reap. The 1908 French census counted 60,000 Vietnamese in Cambodia and nearly that many Chinese."

In parallel, “In 1909 the British gave up the same privileges in exchange for the Malay states of Kedah, Kelantan, Trengganu, and Perlis. The Federated Malay States loaned £4,000,000 to complete the railway system between Siam and Malaya.”

“In a short war with Thailand the French planes bombed Nokor-Phnom (Nakon Phanom) on November 28, 1940. Siam forces advanced toward Battambang, but the French claimed victory at sea. A cease-fire was ordered on January 28, 1941, and the Japanese persuaded the French to return Battambang, Sisophon Sereisophon), Siem Reap (except Angkor), and parts of Laos to Thailand for 6 million piastres.” The battles took place in Phoum Yiang-Dangkum,Phriav-Kaun Tei located adjacent to Kok Khposs (Siam called Kok Soong) that’s not too far from Phoum Kor -Russei Srok-Ang Seila, 1977 battlefield between Democratic Kampuchea and Siam 1977. This package included 420,000 inhabitants. France was weak and strapped of cash while engaging in war at home with powerful Germany.

“In January 1941 Phlaek ( old last name Kattisungkha) Phibunsongkhram (21/7/1897- 11/6/1964) sent troops to take over parts of French Cambodia, and after three weeks Thailand had regained much Cambodian territory. Japan mediated an agreement signed in March that allowed Thailand to keep most of what it had occupied. Then in December 1941 the Japanese army invaded Cambodia through Battambang, and by August 1942 the Japanese had posted 8,000 troops in Cambodia.”

Phlaek was more Siam ethnocentric than his contemporaries in politics including the royalties. His fascist view had a lot to do with his ethnic cleansing in Siam. His primary targeted ethnic was Chinese who were persecuted relentlessly. But it was ironic that Phlaek changed country name from Siam to Thailand which was relative to Tai tribal ethnic living in south China.

Between 1940-1942 Siam promulgated hatred culture toward Khmer heritage. Many Khmers and Laos in Nokor Reach region were forced out of old Khmer provinces to resettle in Phibunsongkhram province which was made up of Battambang- Siem Reap-Sisophon. Use of Khmer language was forbidden in public places. Also it can’t be taught or learned in private homes. Folks were conscripted as war slaves whom Siam can do whatever it pleased with them.

“Then 1940 League of Nations- Treaty Series. 147 No. 4709. Commercial and Customs agreement between France and Siam concerning Indo-China signed at Bangkok December, 9th 1937 stipulates: In accordance with the provisions of Article 14 of the Convention of August 25th, 1926, the undersigned, being duly authorized by their respective Governments, have agreed as follows:
Article I.
Article 5 of the Treaty 3 of October 3rd, 1893, shall be annulled.”

For Siam, this new treaty is a new attempt for Dictator Phlaek to resume Siam imperialistic war on Cambodia beside Shan state in the north and Laos in the northeast. The weakening Chakri dynasty was threatened and on the sunset. Then the speculation was King Prajadhipok was the last of Chakri brand. This could be true, if it wasn’t for the world war interruption and Japan imperialism demise; the powerful Phlaek Phibunsongkhram could have been the new Siam emperor.

Nonetheless, after the War ended in 1945, King Sihanouk did not demand Japan for Cambodia reparation. It appeared he saw something on the horizon that most politicians didn’t. Now that Siam seems to go back on its own words, Japan owes Cambodia and King Sihanouk a great deal, thus in its conscionable obligation and peace loving spirit, Japan ought to come forward to clarify and speak in Cambodia behalf that Siam claims territorial and Preah Vihear ownership losses to Cambodia are baseless.

All these times, Cambodia seems focusing on Siam and France records. However, Japan can do justice for Cambodia once for all. To date Siam insists it can solve its problems with Cambodia. Most unlikely so, Cambodia needs to move beyond Siam empty words. One can’t expect thousands of fool to see rightly one sane individual.

For centuries, Siam had been so confused in its identity and history. Therefore in the best interest of generations and justice, Cambodia can’t allow itself to be fooled by Siam thousands of fool when come to do the right thing for the Khmer people.

Opinion: Bangkok Post needs reality check

Tuo Jia Sarit Dhanarajata-the Siam royal narcissistic stooge and dictator

In view of Siam quarrel over Cambodia rights to speak for and defend its property, apparently Bangkok Post misspoke and mischaracterized Khmer nation. Two wrongs can’t be right.

I agree with Bangkok Post and find Hun Sen words are intolerable and unnecessary in dealing with so called modern Siam country. As human endowed with rights to express true feeling, Hun Sen appears to speak his mind in full graphic. But Hun Sen wasn’t highly educated and rooted out from noble clans.

But if we look at the episode from the cause and effect law, Hun Sen isn’t too far from being proper in giving fair warning to those who wanted to harm his home country. Bangkok Post should put itself in Hun Sen shoes to understand how he felt.

Siam royal stooges started border row with premeditated intent to cause burden and anguish for Cambodia. Make it worst, with no authorization Royal Siam Air Force had capriciously and repeatedly flown its aircrafts over Cambodia air space. All say in volume how intense and contemptuous of Siam toward Cambodia. So somebody in Cambodia has to openly give the benefits of the doubt of Siam belligerences and war calling.

Probably it’s a good idea for the ASEAN Summit next month to initiate discussion on Siam violations of neighbors to prevent war. Obviously Siam is the instigator for the whole thing. Thus it would be advantageous for ASEAN 2015 aim to solidify market under singular vision, singular identity in one community under Siam thumb. If not careful, Preah Vihear could be a spark of new Indochina war.

Before it’s broken it must be fixed, so ASEAN can’t sit on hands longer. In due to inadvertent effect, then it should bring in UN Permanent Security Council to help.

The world knows by now that Cambodia has had enough of war. Contrary Siam would not want to enter Cambodia to its imperialist war. Definitely it can’t afford two wars while its southern provinces inhabitants are fighting for independence and home rule. That has not escaped human rights observers and sympathizers attention. Plus the Communist China will not stand idle to watch its investments in Cambodia, its old and loyal ally, gone to waste in Siam unrealistic conquest. So the matter will be taken straight away to UN Permanent Security Council by China anyway.

From records, Siam has been the bully and trespasser toward Cambodia for the past 771 years. Much Cambodia territory and people were annexed to Siam control via manipulation, holding Khmer royal families hostage, or plainly wars. Recently PM Abhisit Avijjajiva wasn’t helpful in the process in launching his private website “I love Thailand” to erroneously insinuate Cambodia had taken Siam land several instances. That’s typical of most foreigner descents born into Siam confused mentality and twisted history. After much criticism and uproars, the website was off.

Subsequently Cambodia was not well received in world view because its Viet Cong trained Khmer Rouge killing fields’ atrocity in 1975-1979. In reality Cambodia has been in defensive and the receiving end throughout history.

The irony of Hun Sen harsh words should not blind Bangkok Post from knowing that Siam started the plots when UNESCO admitted Khmer Preah Vihear into world heritage site in 2008. Cambodia effort to register Preah Vihear with UNESCO was made known to Siam all along.

The real problem is not just UNESCO acceptance of Preah Vihear without listing Siam in partnership but the unilateral Siam drawn map post 1904-1907 Siam–French drawn map. Siam knew then that the colonized Khmer demanding the return all of its provinces along north and west of Dangrek –Cardamom range. But both colonialists french and siam ignored and forced new map down Cambodia throat until to date.

After the narcissistic Sarit Dhanarajata and Thanom Kattikachorn invaded and illegally took control of Preah Vihear, in 1962 the not so modern Cambodia took matter to the International Court of Justice in Hague. The ICJ had ruled that Preah Vihear temple located on and the surrounded site per 1904-1907 map belongs to Cambodia rightly. Also the Court ordered Siam to return all stolen artifacts from Preah Vihear to the proper rightful owner. None was complied and respected.

In retaliation dictator Sarit banned Khmer inhabitants, living under Siam control, from carrying on their tradition and heritage. Khmer language was outlawed and forbidden from teaching to children. Countless old Khmer scriptures and books found in pagodas were confiscated and burned down as an ultimate warning.

Again, in October 1991, Siam has signed Paris Accord to recognize and respect Cambodia territorial integrity and sovereignty. But when Cambodia is ready to demarcate its boundary line, Siam threw fits and tantrum over Preah Vihear admittance to world heritage registry.

It’s ludicrous of Bangkok Post to paint Siam as innocent virgin and victim in matter. The former colonists like France and England knew Siam history and its active intent to conquer Cambodia.

Now under royal backing, Siam current government seems to suffer memory lapse. As long as Siam royal stooge, PAD, will continue to twist politics to pressure the 2006 Royal Junta accomplice, Democrats Party and Abhisit government, the inevitable is expected.

The long range plan is Siam wanting Cambodia land with its concerted diplomacy in ASEAN circle and using US back door to enter UN permanent Security Council.

Cambodia is well aware of Siam twisted history and ill will toward Cambodia dating back to Phlek, Khuong and Sarit eras. Also during the refugee era 1975-1993, many international witnesses have learned first hand how Siam mistreated Khmers from both sides of its present border with Cambodia.

In 1979, Thai Task Force Unit 80 dumped 45,000-49,000 Khmers off Preah Vihear steep cliff to die from landmines, shots, dehydration and starvation. Those who ran back into Siam controlled territory were shot to death at point blank. The number of casualty was unreported and hidden from world press to date. The notorious Siam Task Force Unit 80 terrorized, robbed, raped, murdered and tortured countless refugees in camps. The sad part is many Thai Task Force members are Khmer descents.

Since 1907, in reality Cambodia avoided war with Siam at all costs even it had to lose provinces along Dangrek – Cardamom range. Now Cambodia wants Siam to respect 1904-1907 map and 1991 Paris Peace Accord. Ridiculously Bangkok Post exaggerated the 2003 incident led to destruction of Siam embassy and businesses because of the confused subject of Siam kingdom belittled Cambodia and Angkor Wat.

Nonetheless, Cambodia had not held public protest against Siam on going violations yet. Also note all the Siam property and business damages during 2003 protest were compensated in full. As Kasit Pyromya, current Foreign Minister and active PAD instigator, has called Hun Sen, the thug, who saw to fix problems to sooth Siam investors feeling.

For the so claimed modern Siam, yet it had not compensated Khmer property damages and live losses which caused by the Royal thugs, PAD. Days ago, Siam black clad soldiers arrested, shot and burned one of the 16 Khmer trespassers alive to death.

Other word, if Bangkok Post speaks of Hun Sen retaliation in harsh words that were just words. Yet his reaction was merely a reflection of the Bangkok ruling house hypocrisy. Shamefully Bangkok Post failed to print out Siam hypocritical ruler behavior. One can ask if the ruler lives the hypocrisy how could the subjects not to follow.

Borderline between Siam and Cambodia will never be resolved without the international commission step in to monitor the entire episode. The ASEAN will face the impasse of its 2015 aim unless Siam is fully reformed its present regime to restore 1932 democracy and world confidence. All 16 manipulative military coups to subjugate people into worshipping same hypocrite and inhumane ruler are quite enough. After all, is it Siam modern in broad definition?

Cambodia knows Siam too well and its words from the past or present government can not be trusted. Siam will always try to blame others for its own responsibilities. So the best bet for Bangkok Post to do is to call out the singular vision guy who divides and destroys Siam and its neighbor harmony. Then its condemnation of Hun Sen belligerence shall be heard and lauded. But as long as Bangkok Post dares not to condemn the sole culprit of Siam on going turmoil, then Hun Sen will not do otherwise.

Apparently Bangkok Post journalistic candor and modern civility seems missing from its conscience. Other than that Siam must stop playing victim over its spilled milk.

Comment to New York Sun Editor [regarding Chhun Yasith's trial]

RE: At Trial, Cambodian-American Coup Plotter Portrayed as Reckless

Dear Editor,

The article compels me to comment. No slight the aftermath was from 3-6 killed and most likely all were insurgents and by standers caught in cross fire. The charges appear credible but raise confusion further. In light of 1797 neutrality laws and its interpretation by brilliant Attorney General Robert F Kennedy in April 20 1961 statement which appears inapplicable in Citizen Yasith case. Undoubtedly he is a sacrificial lamb for our foreign relations enhancement with Cambodia dictator. Conveniently his charges are based on outdated laws. This makes one wonder when we are getting sentimental with any known dictator.

In his arguments then there were major scale military operations Puma and Zapata led by Captain Zuniga Brigade 2506 which all were prepared, trained and departed from US to overthrow a foreign sovereignty. The Attorney General Robert F Kennedy, the boss of the very FBI famously put,” There have been a number of inquiries from the press about our present neutrality laws and the possibility of their application with the struggle for freedom in Cuba.

First may I say the neutrality laws are among the oldest laws in our statue book. Most of the provisions dated from our first year of independence, and with only minor revisions, have continued in force since the 18th century. Clearly they were not designed for the kind of situation which exists in the world today.

Second the neutrality laws were never designed to prevent the individuals from leaving the United States to fight for a cause in which they believed. There is nothing in neutrality laws which prevents refugee from Cuba from returning to that country to engage in the fight for freedom. Nor is individual prohibited from departing the United States, with others of like belief, to join still others in second country for an expedition against in a third country.

There is nothing criminal in individual leaving the United States with an intent of joining the insurgent group. There is nothing criminal in his urging others to do so. There is nothing criminal in several persons departing at the same time.

What the law does prohibit is as a group organized a military expedition from departing from United States to take action as a military force against a nation with whom the United States at peace.

There are also provisions of early origin forbidding foreign states to recruit mercenaries in this country. No activities engaged in by Cubans patriots which have been brought to our attention appear to be violations of our neutrality laws.”

From USINS angle, refugee definition fits all refugees whether from Cuba, Cambodia or Rwanda. All fled from fear of reprisal, persecution, stateless, and believes or fears of own life in danger. The United States has traditionally been proud of its claim, a home of the brave and the freed. The most adorable lady who stood tall in New York harbor said, ” Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed to me, I lift my lamp beside the golden door!”

Given if Mr. Kennedy was still living, he probably argued in Citizen Yasith behalf that there was no law broken. The main thrust of his argument might be Citizen Yasith was not a military or mercenary recruiter. Beside in real earth time, during the event he had never set foot in either second (Thailand) or third country (Cambodia) and caught pants down in this so called plot of coup. Mr. Kennedy has clearly said, there is no criminal in his urging others to do so.

Citizen Yasith plead not guilty to the elevated charges. Seemingly it is a criminal act by showing his affection and enthusiasm in providing support of morale for a handful insurgents to take own initiative in revolting against a known dictator in Cambodia. Along the line there was another arrest of another coup plotter, General Vang Pao from Laos charged with conspiring to buy arms for the insurgents in Laos. Sadly, this General was no stranger but a staunch and instrumental ally in US war against Hanoi and China communism then. It is frightening to see the impact from US anti domino theory unrolls its friendly fire.

According to the imprisoned former police chief Heng Pov and FBI accounts per Mr. Ron Abney in March 1997, the very dictator had ordered the assassins to toss 4 grenades in the peaceful demonstration crowd which caused at least 20 death and hundreds of injured.

The irony was some US politicians were informed of the Cambodia Freedom Fighters intent. With strong hope, Citizen Yasith would have thought US take note seriously. Subsequently, the US grand jury is in action to condemn a delusional coup plotter as FBI agent called him with the help from Cambodia dictator selected 15 strong witnesses.

The US knows the dictator has the audacity to disobey the UNDP 1993 election laws and 1991 Paris Peace Accord not to say he used bloody coup in July 1997 to grab power. In this tyrant action alone cost more lives and property destruction than the accused Citizen Yasith in folds. CFF intent was to stop the dictator from terrorizing people furthermore.

In this mockery of US neutrality laws, April 1961 Bay of Pigs invasion was a full blown organized military expedition with US land, sea, and air forces support in addition to Brigade 2506 manned by Cuban exiles from Florida’s Everglades training base. The aftermath was phenomenal and historically heroic action for US foreign policy then.

For the sake of understanding and comparison from Wikipedia source, “By the time fighting ended on April 21, 1961 68 exiles were dead and 1,209 captured. A few were executed and the rest sentenced to thirty years in prison for treason. After 20 months of negotiation with the United States, Cuba released the exiles in exchange for $53 million in food and medicine. Cuba’s losses during the Bay of Pigs Invasion are unknown, possibly 4,000-5,000.

In one air attack alone, Cuban forces suffered an estimated 1,800 casualties when a mixture of army troops, militia, and civilians were caught on an open causeway riding in civilian buses towards the battle scene in which several buses were hit by napalm. The total casualties for the Brigade 2506 were 104 members killed, and a few hundred more were wounded. After the Bay of Pigs, Castro fearing the US might try to invade Cuba again.”

One can only assume this must be a daunting task for the prosecution to arrest and detain a criminal like Citizen Yasith. Meanwhile the lady from New York Harbor must be speechless that her words were no longer inspiring and meaningful. This is a new page of US history in foreign policy of SE Asia.

One Righteous Against the Thousands of Crazy

RE: A grand jury recommended that US citizen Yasith should face charges of conspiracy to kill in a foreign country, conspiracy to damage or destroy property in a foreign country and engagement in a military expedition against a nation with whom the United States is at peace.

In light of Mr. Brad Adams and Ron Abney accounts, Cambodia remains under the abusive regime which US Department of State is fully aware of and listed it in its Black Book since July 1997. The obvious, the tyrant ruler inflicts intractable pain and anguish upon citizens and world conscience daily.

To the surprise, the justice and human rights advocates had not come out in drove to argue in Citizen Yasith case. Indeed, he was overzealous and openly stated his purpose to fight for the weak. However, that does not excuse him from the accused crimes and charges according to his country of citizenship laws .Today, he is facing witnesses who are selected and sent over to U.S court by Cambodia tyrant ruler. No way will any of the witnesses speak against their ruler.

Other hand many of Cambodians living in U.S were abused and violated to the core of UN human dignity and rights by Cambodia preceding government. That’s the ground that many of us were granted rights to live here.

Although years passed and we grown to love and oblige our home country calls of duty. Some of Cambodian children grown up and joined up the U.S armed forces. Yet so many of us remain hurt and share the conviction one day that our former country Cambodia and kin will live free of abuse and fear. Because of that many of us obliged to help and advocate putting a stop on the current government abuses.

In this justice saga, let’s look at Dr. Lawrence Kohlberg ,of Harvard School, argument in light of Dr. Martin L King reasoning’s,” Justice is not a rule or a set of rules but a moral principle. We know it is sometimes right to kill, because it is sometimes just. The Germans who tried to kill Hitler were doing right, because respect for the equal values of lives demands that we kill someone who is murdering others, in order to save lives.”

Cicero said,” The inability to tell good from evil is the greatest worry of man’s life.” Is Citizen Yasith an evil or good? In U.S argument in this, it makes citizens Nixon, Ford and Kissinger doctrine in SE Asia, the world savior. Inevitably, for the fishermen must use bait to catch fishes. So it goes in arm struggle people get hurt and killed. So in this matter how one argues injustice.

During US Civil Rights struggle, late Mr. Malcolm X openly said,” in any mean necessary when come to self defense and one freedom. “ Along that line, Citizen Yasith openly advocated breaking unjust laws of his birth country in any necessary mean to seek freedom for his fellows. I am pretty sure what he saw in his action was to save lives and defend justice.

There is a striking similarity in the Bay of Pig invasion event excepted it was prepared and conducted from U.S soil. The goal was to overthrow Cuba government and eliminate Cuba leader Fidel Castro. Cuba was recognized a foreign sovereignty although its leader was not well received by Cubans in exile. I bet there were more causalities than Citizen Yasith private sponsored excursion.

Ironically, U.S government waivered its citizenship laws on Cuban fighters. Also some may still remember the Contra deal and Colonel Oliver North lied to Congress during President Reagan term. For some reasons, the complexity of Contra involved Cambodia resistance movement that primarily made up of Democratic Kampuchea fighters during the time too. However, none of the key personalities in both events was facing swift justice and possibly irrevocable penalty like Citizen Yasith today. In light of moral principles and obligation, many citizens are profoundly confused. But for the sake of one morality and judgment let’s share the quote from Dr. King Letter from Birmingham Prison, in 1965,” One may well ask, how can you advocate breaking some laws and obeying others? The answer lies in the fact there are two types of laws, just and unjust. One has not a legal but also a moral responsibility to obey just laws. One has a moral responsibility to disobey unjust laws. An unjust law is a human law that is not rooted in eternal law and natural law. Any law that uplifts human personality is just; any law that degrades human personality is unjust. An unjust law is code that a numerical or power majority group compels a minority group to obey but does not make binding on itself. This is difference made legal.

I do not advocate evading and defying the law, as would the rabid segregationist. That would lead to anarchy. One who breaks an unjust law do so openly, lovingly, and with a willingness to accept the penalty. An individual who breaks a law that conscience tells him is unjust law, and willingly accepts the penalty of imprisonment in order to arouse the conscience of the community over its injustice, is in reality expressing the highest respect for law.”

From the Egoism,” the right action in any situation is the one that is most in the individual’s long term best interests.” That seems proving Citizen Yasith is an egoist. That reminds us, a famous egoist line from U.S exemplary, give me death or liberty. Beside him, there are Sixty-four Cambodian Freedom Fighter (CFF) members, mostly peasant farmers, were subsequently arrested by Cambodia tyrant.

The group’s name implies clear defined role and mission. Given peasant in Cambodia, in most cases, is illiterate and poor. However in human tuition it’s not hard to recognize freedom and terror. May be that’s why they put themselves at risk of being killed and arrested to fight ultimate fear. Accustomed to fear of reprisal from old country, this matter is apparent a lightning rod for many Cambodians in U.S. Especially those residents of Long Beach felt deaf and mute over this case, although many of them share view and pain with those who live under the tyrant rule.

Not only that in Citizen Yasith case, the laws seem justifying the ends meet the means. The failure to see the obvious is unacceptable and immoral. The silence is too deafening.

Big Government under Big Mouth

Cambodia claims Buddhism its national religion. This religion strongly embraces self restraint in basic five precepts. In reality from Royal Palaces to the village chief stall, daily activity is nothing close to Buddhist. In pecking order, officials behave as they are above land creatures and impose fear on constituency.

It appears in every poor inhabitant seems full of fear to even look at the official face. The visible rise of classism, societal division, alcoholism, prostitution, gambling, shameless feudalism and bribery is sprung up all over the country. It is frightening to see systematic feudalism-ego eccentric and immoral conduct thriving in short span of time up to the sky limit.

In cities, the poor especially female learns how to entertain and drink alcohol in early teen in order to work in restaurants or night clubs. The future Cambodia mother and wife are strapped with government social mischief and development failure. In the same hand imagine, who are the patrons and operators of these sin filled establishments?

Meanwhile poor young male sees glamour of self cheating in society and in officials of in government to amassing wealth. The emergence of communist control and materialism drowned Buddhists to the bottom of Canal Vinh Te and Preah Vihear. The erosion in patriotism and self righteousness is incredible. People do not trust government. Worst most do not see hope in life.

Let's examine the big government leader behavior. He forgets Cambodia belong to citizens who sure can replace any government in either way. Never failed in each of public address, the big mouth fell in love in own speeches. He loves to berate opponents in vulgar tone, character defamation, and self perpetuation. He thought all made him look good worldly. Insult own people to impress foreign benefactors a la Sihanouk. The big mouth never encourages people in self determination and rights to stand up to hypocrisy. He sees people beneath him and family. This is surely a mental disease. It is an error in his Mekong prawn brain judgment.

No secret, such behavior reflects in the poor living along Cambodia borderlines. There are countless examples recurred in Eastern, S Eastern, S Western , North and Northwestern zone. The government armed forces dissipated in the wind when crisis arrived and let land owners stranded alone then pulled back while the neighboring countries sent in reinforcement of armed battalion. The government big mouth shut his hole and never bothered to climb on his helicopter or else to personally find facts. In all incidents, big mouth never dared to send armed forces to secure people safety and homes. No matter what the neighboring armed men can intrude and destroy citizens' properties as they please. Never once big mouth would raise his Iron Fist.

Fear of democratic process and accountability, the big government under big mouth increases tactics to put fear in own people hearts and belligerence toward the world handful sympathizers. Big mouth saw no fault in his big speeches and systematic corruption. All are well and good in his disturbed mind yet he is so fearful of his own shadow let alone to walk the street in day time. Big mouth never ceased to boast millions love him but completely forgets a handful of keys big government personality never believed a word he said. This is the problem, big mouth lies too much so he almost believes his own craps.

Since 1982, in spite of long historical feuds and misrepresentation injected by neighboring countries the big government never encouraged proper education in geography and history so people would know what to look for when dispute arose. All borderlines dispute remain myth and false rhetoric in big mouth arguments. Usually no matter what, government obliges people demands. But under big mouth government, it is the other way around. To date big government is good in increasing national debts and decreasing future human resources and morality. All voters, it's time to move on and vote own conscience for a change to restore country moral duty and Buddhism.

Angkar vs. ECCC

March 4, 2008

Re: Judge You Bun Leng, “The KRT is paying attention to Ieng Sary’s health condition. We are asking foreign (medical) experts to issue an additional expert report on his health, so that we have better information for taking other measures. The decision to send Ieng Sary to receive health care or not is not made by the judge. If the doctors check him up, and they find that his disease must be treated, then we have to take care of him. If the doctors believed that the hospital has the necessary equipments to take care of him, and he is ordered to remain at the hospital, then we must abide by the doctors’ order. The tribunal only apply the law, but when it comes to health, it’s the doctors’ call.”

In such statement, a concern looms over how capable the ECCC is? The treatment of the accused is spectacular. In spite of current government advocating Ieng Sary sanctuary then pardon in 1996, the ECCC pays close attention to what government wanted done. The government insults millions of victim still live on lesser than $1.00 a day and endure its egregious abuses. It is the same government that enabled Ieng Sary a luxurious and most privileged lifestyle. Definitely the fuzzes over Ieng Sary rights from conjugal visit to expensive medical treatment transform ECCC to the core.

Imagine when we were labeled as prisoners after April 17, 1975, each had no right. I remembered how inhumane during the bright red blood under the brilliant guidance revolutionary Angkar. Like the rest, I lived in a village of no choice in Tombon 3 adjacent to Tombon 5 under the illiterate cadres. I witnessed the married prisoners were deprived from raising children in own charge or being near spouse at home. Angkar forced young women aged over 20 to marry wounded fighters. Men or women had no right at all. All were treated as Angkar’s private non living property. Later we learned Angkar was no one but Pol Pot and Ieng Sary themselves.

After its staged People Representatives election in March 1976, the mystic Angkar promised the socialist market systems with its revolutionary currency. I remembered an illiterate Siamese named Phan Yai was the People Representative for my village. All of this person’s children presently live in Texas, US and Martigny, Switzerland.

By then Angkar demanded people no less but absolute self sacrifice to its cause. I remembered I could not argue at all. Many were excluded from voting on the ground of prisoners of war and non citizen status. Then not too long after that, the secret war declared on own cadres like Koy Thuon in Tombon 6 then Tombon 5 leadership followed suit Tombon 4 then Tombon 3 after the reshuffles in Tombon 1 and 2 to take helm in Tombon 3 leadership toward the end of planting season in 1976. Market or currency never happened.

After the first purge, the secured emergence of Comrade Pol Pot as the Supremo of Pact Communist Kampuchea, Angkar was more vigorous in suppression and deprivation on prisoners during the following planting season in 1977. At this juncture, I remembered the incursions along Siam-Khmer border were taken places. Angkar’s undisclosed goal was to minimize threats from rebels along border and Khek Pen secretive Liberation Forces in North and N. West regions while re-staking and reclaiming old borderline demarcation.

The tactic gained trust from population to not revolt against armed forces along the border while China arm-twisted Siam, with unconditional aids for development, from raising hell. When suffered heavy causalities from Siam tanks,F-4 shells and 105 mm artilleries, Angkar was too indiscriminately accepting new recruits from the prisoner crowd to carry on its undeclared war on Siam. This strikes similar tactic in current regime use to kow tow Viet Nam K-5 plan and to win successive elections.

I remembered during the vacuum in first quarter of 1979 when hundred of thousands were forced to flee along Pol Pot-Ieng Sary putsch to the deadly jungles. Too overwhelmingly, many fell sick from exhaustion or fear of bloodshed while stranded on no man‘s land from Pailin to Oddar Meanchey. They were deprived of food and medicine. Those who fled the Pol Pot-Ieng Sary control after January 7, 1979 ended up dead under the same Ta Mok leadership as state enemy. From old grudges, Thai Naval Forces used opportunity to retaliate against fearful refugees from Khmer land under the assumption they were Pol Pot-Ieng Sary elements. Consequently countless fell victims of Siam armed forces at the Angkar silence.

Vividly, I remembered how Angkar mistreated my family members and fellows who fell sick from enduring long hour hard labor and starvation. I also remembered how bright red blood flowed over rice paddies that Angkar nicknamed front battlefields for April 17, war prisoners. I was among millions as a suspected enemy and prisoner who deserved no right. Although, when I fell sick yet I was too fearful to be sick at home. I endured and worked along others who pitied my condition. No medicine or sympathy from Angkar then. As a survivor and victim, I felt more insults at this time from the flawless ECCC way of treating butchers and their master, Sihanouk. What held ECCC back from arresting Sihanouk and all butchers?

First foremost, ECCC bypassed the arrest of the father of killing fields, Sihanouk, who is the root cause of tragedy. Secondary, the list of the accused should not be limited to five that allowed the real hand on butchers roam free and mocked victims still. Third, some victims who had suffered greatly had died under the mockery and insults from the culprits.

For undisclosed reasons, the ECCC treats Cambodia killing field victims and survivors differently in comparison to the Balkan genocide victims. Since its conception, the ECCC percolates own critical ability and insincerity. Yet the ECCC acts supreme in confusing facts over its balkanized excuses. Like it or not ECCC certainly is no more than a mock court for the scholarly pursuit. Victims have no hope in true justice under the UN labeled court; unfortunately many had felt ECCC is no better than UNTAC. Apparently, it is too obvious for victim like me to ignore the ECCC admonition.

Hurray it’ s official, made in Nam Vang moi by the knuckle Heads from Long Beach. The highly steamed Heads individually issued Press Release on January 10, 2008 in a defense. The Heads seemed to be profusely defending own action at the expenses of the City Long Beach Cambodians. It appears the Heads were drawing parabolas for their namesake from the worldly non- ambitious Mohandas Karamchand Gandhi and staunchest Dr. Martin Luther King Junior.

Funny as it seems, either Gandhi or King resembled in characters of the Cambodia Town Heads. For Gandhi’s be the change to change the world and King ‘s one has not only a legal but a moral responsibility to obey just laws must obey just laws. Either one of the heads possesses no moral not to say legal to start with. Both Heads were confused to elevate self agendas at level of such worldly revered figures. Both deceptively bow to the agent of unjust laws then insult the local protesters as trouble makers for such rare event which will dignify Long Beach immensely.

Shamefully the Heads argued their action in the shadow of Mr. Gandhi and Dr. King revered integrity. Between Oak-nha Nam Vang moi- Lon Bitch city and Honteux Cam-CC/CACC Head’s proclamation, Political slogans and election campaigns are strictly prohibited. Honteuse Sithea San absurdly boasted anh hai Sok Anh is likened to all Long Beach Cambodians parent. They forget because of the invisible hands of anh hai Sok Anh pull anh mot Hun Sen head to be be in Hanoi boxer short in oppressing own kind. Other hand Dr. King echoed from his ideological principal, Mr. Gandhi, to famously argue there are just and unjust laws made by men in the 50’s. Although he adamantly advocated one must obey just laws and so the same for one must disobey unjust laws. Surprisingly the Heads misunderstood both Gandhi and King initial motif.

Indignantly the Cambodia Town heads boast in the Pressure Release, the democratically-elected and internationally recognized Cambodian government, we follow the official policy as defined by the U.S. Department of State. But all seem suffering from amnesiac episode of the coup in July 1997. Because of the bloody coup that was led by the de facto Hun Sen clique ,the kingly father of Killing Fields criminals, Sihanouk, has secretly decreed Hun Sen the head of de facto government to be forever leader for the bamboo kingdom in October 2004.

Because of such action, US Black Book had listed Hun Sen de facto government as illegal and publicly known human rights violator since. The question for the Heads of Cambodia Town, were they the voice of Long Beach majority and US laws? All know well that anh hai Sok Anh is an agent of the unjust laws. Yet the Heads behave in own pejorative to succumb to the despots entrapment. What happened to Long Beach Cambodians moral and legal stance? Can’t they do without Cambodia de facto government presence?

In the Heads argument, “we acknowledge the current Cambodian government is not perfect, we follow the example demonstrated by Mahatma Gandhi and Dr. Martin Luther King, promoting constructive dialogue and advocating change through peaceful means. Not too fast either one of the press releasers is Gandhi or Dr. King.

Oak-nha (in tien viet means house of oak ) Richer San own recent statement in Press-Telegram , "Cambodians must put aside homeland politics." Listen closely who’s talking now, “Regardless of the Cambodian government’s political party affiliation, we will continue to invite official Cambodian delegations to participate in the parade. We promote freedom, democracy, and free trade activity in Cambodia by presenting the best of the American value system in action.”

Both Heads promote demagogue and reactionary posture in the name of Long Beach more than anything else. Hypocritically the duet sang,” We welcome all participants who believe in our objectives. My question is how many believe in what these heads words? Yet they cast out threats,” We will not tolerate discrimination or harassment based on race, color, sex, national origin, disability, sexual orientation, age, religion or political affiliation. We also prohibit discrimination based on any other factor prohibited by federal, state or local law.” Although a quick reminder, have any towner caught the multiple head snake yet? No doubt, for sure, Cambodians shall put politics in Richer San’s where the sun does not shine once for all.

From the website, I wonder aloud whether the Cam-CC and CACC is really in compliance with the IRS 501(c ) (3) codes, which usually prohibit political activity or political lobbying and misrepresenting in foreign government interest? I do hope the IRS needs not to peek in each Head portfolio and closet. Both Cambodia Town, Inc and Cam-CC seemed busy in twisting tongues against own cheeks. With all the pretty faces in silky outfits and American suits standing shoulders to shoulders with the dictator personal guru, I am not surprised to read this Pressure Release.

Nonetheless, one has to recognize a sparkle can ignite immense wild fire. In that, I do wish Long Beach stays close to its original integrity which needs no oppressive agent to celebrate its New Year event in 2008. For all harmony, face saving, the Heads may need to sit down and reflect since Long Beach is under US laws and for sure its citizens can indeed express their interests against foreign evil within the frame of democracy. Gathering from the heads reaction, one can wonder how, who, where, when, whom, and why both Oak-nha and Honteux have audacity to spit on Long Beach folks face again and again? Who got paid?

Historical Speech: Our Dream Has Come True on July 3rd, 2007!
Cambodia Town, USA
July 4, 2007
I would like to take this momentous occasion to acknowledge all members of the Cambodian-American community and friends in attendance on July 3, 2007 at the Long Beach City Council meeting and all those who were there in spirit. Without the hard work and contribution from each and every one of you, the official designation of the “Cambodia Town” would still be just a dream. So thank you. Thank you. Thank you. Let this success be a starting point for us to work even harder to build a better “Cambodia Town” for the community and the city of Long Beach. We can make “Cambodia Town” a “must visit” destination.
THANK YOU
