Sam has been re-elected as president of his eponymous party, despite the fact that he will not be able to contest the next election in Cambodia as he remains in self-imposed exile.
Speaking from Austria by video to about 5,000 party members at the former SRP headquarters yesterday, he thanked them for re-electing him and vowed to loyally serve the party’s 500,000 members until the day he dies.
“I will serve my people, I will serve my country to the end of my life. You love me and support me, but I know that you do not love Sam Rainsy the individual but love Sam Rainsy’s ideals,” he said.

RESOLUTIONS OF THE FIFTH CONVENTION OF THE SAM RAINSY PARTY
HELD IN PHNOM PENH ON SEPTEMBER 11, 2011
HELD IN PHNOM PENH ON SEPTEMBER 11, 2011
The Fifth Convention of the Sam Rainsy Party held in Phnom Penh on September 11, 2011 with the participation of some 4,000 delegates representing all the provinces of Cambodia and also Cambodian communities abroad, resolved to:
I- Call on all patriotic forces to unite in order to save Cambodia from disaster. Stop the policy of the current government that is cutting Cambodia into pieces and selling our country bit by bit to foreign companies under the form of "concessions". Oppose this attempt to kill our farmers little by little by depriving them of land, forest and fish. Counter this insidious plan to make Cambodia vanish slowly but surely through losses of national territories, land grabbing, deforestation, destruction of fishing stocks, plunder of natural resources, systemic corruption, increasing poverty , unemployment, derelict state of public services such as the health system , despair, emigration of an increasing portion of the Khmer population compelled to seek work abroad, massive Vietnamese immigration with far-reaching demographic and political implications that are turning Cambodia into another Kampuchea Krom.

Counter this insidious plan to make Cambodia vanish slowly but surely through losses of national territories, land grabbing, deforestation, destruction of fishing stocks, plunder of natural resources, systemic corruption, increasing poverty , unemployment, derelict state of public services such as the health system , despair, emigration of an increasing portion of the Khmer population compelled to seek work abroad, massive Vietnamese immigration with far-reaching demographic and political implications that are turning Cambodia into another Kampuchea Krom.
II- Approve and publicize the watchword of the SRP: "Give back to the Khmer people any assets stolen from them ". The future government led by the SRP will cancel all land, forest and mining concessions granted by the present government that were associated with land grabbing and eviction of the legitimate owners of the land. Our nation’s assets will be given back to our nation.
Rice fields and other farmland, forests and mountains, rivers and lakes, fishing zones, seashores and islands will be returned to their legitimate owners, meaning the Khmer people, or will be used as to serve the public interest and the needs of the entire population, especially the poorest segment of the population. Any individual or private company that forcibly seizes land or living areas belonging of the local population and deprives them of their livelihoods is considered as “enemy of the Khmer people” and will be punished accordingly. The people are the only owners and masters of the land.
III- Support the SRP’s appeal to foreign investors to come invest in Cambodia, especially to build and operate processing facilities. The type of investors we call on will buy natural products and raw materials from our farmers but not our farmers’ land. Legitimate investors are not involved in land speculation or money laundering. They focus on production units that process raw materials. By doing so, they provide commercial outlets for our farmers’ agricultural products and jobs for our population as a whole.
IV- Reject the type of "development" conceived by the current government, which is a fake and fallacious development carried out against the people and serving exclusively the interest of a small group of exploiters. The future government led by the SRP will carry out a genuine development for the people that will protect the people’s assets, serve the people’s interest and effectively improve the people’s living conditions.
V- Denounce the demagogic practices of the ruling party which, on the one hand, gives us small donations occasionally as an attempt to buy votes but, on the other hand, continuously strangles us by stealing our lands, depressing agricultural products prices and farmers’ income, compressing workers and civil servants’ salaries, levying increasing taxes, and making the price of staple goods on the market go up higher and higher. They steal us in millions through predatory corruption and give us back in pennies with their petty and deceitful donations.
VI- Require an immediate and significant increase in the salaries of workers and civil servants so as to ensure them decent living conditions, and also effective measures to lower prices of staple goods on the markets by reducing taxes and suppressing commercial monopolies.
VII- Approve the political platform and the action plan of the SRP intended to improve the living conditions of the population in three essential domains: agriculture, employment and healthcare. The concrete measures contained in the SRP platform will definitely improve the farmers’ income and living conditions, create jobs for the whole population especially the young, and ensure access to modern medical care for everybody especially the poorest segment of the population.

VIII- Support the draft laws prepared by SRP Members of Parliament regarding:
1) A minimum wage applicable to all occupations all over the country, to be periodically readjusted to reflect the evolution of consumer prices. As of today, a decent national minimum wage should not be less than 400,000 Riels (about US$100) per month.

2) The definition and the protection of the rights of tenants allowing those who don’t own the place where they live to secure a stable home on reasonable and acceptable terms and ensuring them a fair compensation in case of eviction by their landlords or the public authorities.
3) The implementation of a real political decentralization providing effective powers and an adequate budget to commune councils allowing them to democratically make decisions intended to improve the living conditions of the local population living in the concerned communes. These decisions could be related, for instance, to local infrastructures, social services and protection of the environment.
4) A term limit for any future Prime Minister who would not be allowed to stay in office for more than five years (one parliamentary term only).
IX- Approve the three-tier political strategy of the SRP aimed at liberating Cambodia from foreign domination, bringing down dictatorship, eliminating corruption and ensuring social justice:

1) Participation in the 2012 and 2013 polls while fighting election irregularities and unfairness according to our means;
2) Popular uprising inspired by the Arab Spring and other forms of People Power if the forthcoming elections remain fundamentally biased and continue to seriously distort the will of the people;
3) Filing of criminal lawsuits against those current leaders responsible for crimes against humanity (K5 Plan in the 1980s), war crimes (1997 coup d’état) and other heinous crimes (1997 grenade attack, 1998 repression) before international courts and independent courts in democratic countries.
X- Render justice to SRP President Sam Rainsy who only defended rice fields belonging to Cambodian farmers living along the border with Vietnam. Those rice fields belonging to Cambodian citizens are part of Cambodia’s territory that Vietnam is infringing on. Therefore Sam Rainsy’s case is not an individual’s case but represents a political issue of national interest requiring a political solution. From this viewpoint, all the parties involved should take into account recommendations from the UN Rapporteur for Cambodia, the Inter-Parliamentary Union, the European Parliament and governments of many friendly countries that wish to see Sam Rainsy returning to Cambodia in time to take part in the 2012 and 2013 elections. Without the presence of the leader of the country’s largest opposition party those elections would be worthless and their results would not be recognized by the international community, which would neither recognize any government stemming from such worthless elections .
XI- Appeal to every Cambodian citizen to check their names on the voter lists and to register as voters before October 15, 2011 so as to have the right to cast their ballots at the 2011 and 2012 elections that will determine the future of our country and the fate of each one of us and that of our children.
XII- Ask all the signatory countries of the 1991 Paris Agreements on Cambodia to really and fully implement these Agreements on the occasion of the 20th anniversary of their signing on October 23, 2011. These Agreements guarantee for the Cambodian people fundamental rights and liberties as well as a political system based on liberal and pluralistic democracy. However such rights and liberties and democratic system have not materialized yet or have been totally perverted. The Paris Agreements also guarantee Cambodia’s territorial integrity, which is being violated by Thailand on the west and Vietnam on the east, as evidenced by recent border incidents causing sufferings for the Cambodian population. We call on the international community to help defend Cambodia’s territorial integrity, which is their obligation as stipulated in the Paris Agreements.

Le 5ème Congrès du Parti Sam Rainsy tenu à Phnom Penh le 11 septembre 2011 en présence de quelque 4.000 délégués représentant toutes les provinces du Cambodge ainsi que les communautés khmères à l’étranger, a adopté les résolutions ci-après consistant à:
I- Appeler toutes les forces de la nation à l’union sacrée pour sauver le Cambodge du désastre; arrêter la politique du gouvernement actuel qui est en train de dépecer le Cambodge et de le vendre par morceaux à des groupes étrangers sous la forme de "concessions"; s’opposer à cette tentative de tuer petit à petit nos paysans en leur faisant perdre terres, forêts et poissons; faire échec à ce plan insidieux qui pousse le Cambodge vers une disparition lente mais sûre à travers la perte de territoires nationaux, les confiscations de terres, la déforestation, la destruction des ressources halieutiques, le pillage des richesses naturelles, la corruption érigée en système de gouvernement, la paupérisation croissante, le chômage, le délabrement des services publics notamment en matière de santé, le désespoir, l’émigration d’une partie de plus en plus grande de la population khmère en quête de travail, émigration qui est plus que contrebalancée démographiquement par une immigration vietnamienne massive qui est en passe de transformer le Cambodge en un nouveau Kampuchea Krom.
II- Approuver et diffuser le mot d’ordre du PSR: "Rendre au peuple khmer les biens qui lui ont été volés". Le prochain gouvernement dirigé par le PSR annulera toutes les concessions foncières,
forestières et minières qui ont été accordées par le gouvernement actuel au prix de spoliations et expulsions des propriétaires et occupants d’origine. Les biens de la nation seront rendus à la nation.
Les terres, rizières, champs, forêts, montagnes, fleuves, rivières, lacs, étangs, zones de pêche, littoral et îles seront restitués à leurs authentiques propriétaires, c’est-à-dire le peuple khmer, ou seront gérés pour servir le bien public et les besoins de l’ensemble de la population. Les individus et sociétés privées qui s’emparent aujourd’hui par la force de terres et domaines appartenant à la population sont déclarés "ennemis du peuple khmer" et seront punis en conséquence. Le peuple khmer doit redevenir le seul propriétaire et le seul maître de la terre et des lieux.

Les investisseurs dont le Cambodge a besoin ne se livrent pas à la spéculation foncière et au blanchiment d’argent. Ils se concentrent sur les unités de production qui transforment des matières premières, donnent des débouchés commerciaux à nos productions agricoles, forestières et piscicoles, et fournissent du travail à notre population.

V- Dénoncer la démagogie du parti au pouvoir qui, d’une main, nous distribue des petits cadeaux occasionnellement pour acheter des bulletins de vote mais qui, de l’autre main, nous étrangle continuellement en volant nos terres, en déprimant les prix des produits agricoles et le revenu des paysans, en comprimant les salaires des ouvriers et fonctionnaires, en prélevant des impôts de plus en plus lourds, et en faisant monter sans cesse les prix des denrées essentielles sur les marchés. Ils nous volent par millions par le biais d’une corruption de prédation et nous rendent en centimes sous forme de cadeaux dérisoires.
VI- Exiger une hausse immédiate et significative des salaires des ouvriers, employés et fonctionnaires pour leur assurer des conditions de vie décentes, ainsi que des mesures effectives pour faire baisser les prix des denrées essentielles sur les marchés par une diminution des taxes et la suppression des monopoles.
VII- Approuver le plan d’action du PSR pour améliorer les conditions de vie de la population sur trois points essentiels: l’agriculture, l’emploi et la santé. Les mesures concrètes contenues dans ce plan permettront d’améliorer les revenus et les conditions de vie des paysans, de créer des emplois pour l’ensemble de la population, notamment les jeunes qui viennent d’entrer sur le marché du travail, et d’assurer l’accès aux soins médicaux modernes à l’ensemble de la population, notamment les plus pauvres.

1) L’établissement d’un salaire minimum pour toutes les professions dans tout le pays qui, devant être réajusté périodiquement en fonction de l’évolution des prix à la consommation, devrait s’établir
actuellement à 400.000 Riels par mois.
2) L’établissement d’une charte des droits des locataires pour leur donner des garanties légales sur la stabilité de leur logement dans des conditions raisonnables et acceptables et leur assurer une indemnité équitable en cas d’éviction par le propriétaire ou l’autorité publique.
3) La mise en place d’une véritable décentralisation donnant des pouvoirs réels et un budget adéquat aux conseils communaux leur permettant de prendre et d’appliquer d’une manière démocratique des décisions touchant aux conditions de vie des habitants de leurs communes, comme celles portant sur les infrastructures locales, les services sociaux et la préservation de l’environnement.
4) La limitation dans le temps de la fonction de Premier Ministre à un seul mandat de 5 ans pour une seule et même personne.
IX- Approuver la stratégie politique du PSR en trois volets visant à libérer le Cambodge de l’asservissement étranger, mettre fin à la dictature, balayer la corruption et assurer la justice sociale:
1) L’établissement d’un salaire minimum pour toutes les professions dans tout le pays qui, devant être réajusté périodiquement en fonction de l’évolution des prix à la consommation, devrait s’établir
actuellement à 400.000 Riels par mois.
2) L’établissement d’une charte des droits des locataires pour leur donner des garanties légales sur la stabilité de leur logement dans des conditions raisonnables et acceptables et leur assurer une indemnité équitable en cas d’éviction par le propriétaire ou l’autorité publique.
3) La mise en place d’une véritable décentralisation donnant des pouvoirs réels et un budget adéquat aux conseils communaux leur permettant de prendre et d’appliquer d’une manière démocratique des décisions touchant aux conditions de vie des habitants de leurs communes, comme celles portant sur les infrastructures locales, les services sociaux et la préservation de l’environnement.
4) La limitation dans le temps de la fonction de Premier Ministre à un seul mandat de 5 ans pour une seule et même personne.
IX- Approuver la stratégie politique du PSR en trois volets visant à libérer le Cambodge de l’asservissement étranger, mettre fin à la dictature, balayer la corruption et assurer la justice sociale:
1) participation aux élections de 2012 et 2013 en luttant contre les irrégularités et les iniquités les plus criantes selon nos moyens;
2) soulèvement populaire à l’image du "printemps arabe" si ces élections demeurent fondamentalement truquées et trahissent encore une fois la volonté populaire;
3) déposition de plaintes pour crimes contre l’humanité, crimes de guerre et autres assassinats, à l’encontre de criminels au pouvoir au Cambodge, devant des juridictions indépendantes basées à l’étranger.
X- Réclamer justice pour le Président Sam Rainsy qui n’a fait que défendre les rizières de paysans khmers vivant le long de la frontière avec le Vietnam. Ces rizières appartenant à des citoyens khmers font partie du territoire du Cambodge que le Vietnam continue à grignoter. Le procès intenté au Président Sam Rainsy ne représente donc pas un cas personnel mais reflète un problème national qui demande une solution politique. Il y a lieu de suivre en la matière les recommandations du Représentant des Nations Unies, de l’Union Interparlementaire, du Parlement Européen et des gouvernements de nombreux pays amis qui souhaitent le retour du Président Sam Rainsy qui doit pouvoir participer aux prochaines élections de 2012 et 2013. Sans la présence du leader du plus grand parti d’opposition, ces élections n’auraient pas de valeur et leur résultat ne serait pas reconnu par la communauté internationale, qui ne reconnaîtrait pas non plus tout gouvernement issu de telles élections sans valeur.

XII- Demander à tous les pays signataires des Accords de Paris sur le Cambodge de 1991 de les appliquer réellement et pleinement à l’occasion du 20ème anniversaire de leur signature le 23 octobre prochain. Ces Accords garantissent pour le peuple khmer des droits et libertés fondamentaux ainsi qu’un système de démocratie libérale et pluraliste qui n’existent actuellement que sur le papier. Quant à l’intégrité territoriale du Cambodge également garantie par ces Accords, elle n’est pas respectée par la Thaïlande et le Vietnam, comme le montrent les récents incidents de frontière, à l’ouest comme à l’est, dont est victime la population khmère. Nous demandons à la communauté internationale de faire respecter l’intégrité territoriale du Cambodge selon les termes des Accords de Paris.

APPEAL TO MEMBERS AND SUPPORTERS OF THE SAM RAINSY PARTY TO HELP CONTRIBUTE TO THE ORGANIZATION OF THE PARTY FIFTH CONGRESS IN PHNOM PENH ON 11 SEPTEMBER 2011
The SRP bylaws call for the holding of an ordinary Congress every three years. The last - and fourth - ordinary Congress having been held in 2008, our Party Permanent Committee has recently decided to hold the fifth ordinary Congress on Sunday, 11 September 2011.
As usual, our next Congress will take place in Phnom Penh, at the same place as before, meaning at House # 71, Sothearos Boulevard, with the permission of the premises’ owner, Vice-President Kong Korm.
As usual, in compliance with the SRP bylaws, I will preside over the Congress and will lead the debate in my capacity as Party President. But given the present circumstances, I will do it through video conference and other modern communication tools.
Some 3,000 delegates will participate in the Congress. Each delegate, who is himself/herself a locally elected official, will represent possibly hundreds ordinary citizens from the grassroots level (from his/her village or commune).
The Congress will allow our Party to:
- Show its growing strength based on its unwavering patriotic, democratic and moral principles and commitments.
- Replace or give another term to leaders whose current term comes to an end: President, Vice-President, Treasurer, Auditor, Chair of Disciplinary Council.
- Present a critical report of its activities and achievements during the past term.
- Elaborate on its political strategy in view of the forthcoming senatorial, local and national elections in 2012 and 2013.
- Encourage, through this national event represented by the Congress, all citizens, especially the young, to register on the voter list and to take part in the next elections.
The organization of such a Congress represents a heavy financial burden for our Party. We will have to cover expenses related to transportation and food for a large number of delegates coming from all the Kingdom’s provinces. We also plan to distribute rewards to young participants who have been most active and effective in the young voter registration campaign, so as to encourage and to accelerate the ongoing campaign.
I appeal to the generosity of SRP members and supporters in all countries and ask them to help us meet expenses related to the organization of our next Congress.

Les statuts du PSR prévoient la tenue d’un Congrès ordinaire tous les trois ans. Le dernier (qui a été le 4ème) Congrès ordinaire ayant eu lieu en 2008, le Comité Permanent de notre Parti a récemment décidé de convoquer le 5ème Congrès ordinaire pour le Dimanche 11 Septembre 2011.
Comme d’habitude, notre prochain Congrès se déroulera à Phnom Penh, au même endroit, c’est-à-dire au 71, Boulevard Sothearos, avec la permission du propriétaire des lieux, notre Vice-Président Kong Korm.
Comme d’habitude, en conformité avec les statuts du PSR, je présiderai aux travaux du Congrès et je dirigerai les débats en ma qualité de Président du Parti. Mais compte tenu des circonstances, je le ferai par vidéo conférence en utilisant tous les moyens modernes de communication.
Environ 3.000 délégués participeront à ce Congrès. Chaque délégué, qui est lui-même un élu local, représentera plusieurs centaines de militants de base (niveau du village ou de la commune).
Ce Congrès permettra à notre Parti de:
- Montrer sa force croissante basée sur ses principes et engagements patriotiques, démocratiques et moraux.
- Remplacer ou reconduire ses dirigeants dont le mandat vient à échéance: Président, Vice-Président, Trésorier, Commissaire aux Comptes, Président du Conseil de Discipline.
- Dresser un rapport critique de ses activités et réalisations au cours du mandat écoulé.
- Préciser sa stratégie politique en vue des élections sénatoriales, communales et législatives de 2012 et 2013.
- Encourager, à travers cet évènement national que représente le Congrès, tous les citoyens, en particulier les jeunes, à s’inscrire sur les listes électorales et prendre part aux prochaines élections.
L’organisation d’un tel Congrès représente une très lourde charge financière pour notre Parti. Il nous faudra couvrir les dépenses de transport et de nourriture pour un grand nombre de délégués venant de toutes les provinces du Royaume. Nous prévoyons aussi de distribuer des récompenses aux jeunes participants qui se sont montrés les plus actifs et les plus efficaces dans la campagne d’inscription des jeunes sur les listes électorales, et cela pour encourager la poursuite et l’intensification de cette campagne.
Je lance donc un appel aux membres et sympathisants du PSR dans tous les pays du monde pour qu’ils nous aident à faire face aux dépenses liées à l’organisation de notre prochain Congrès.

“No need to wait until 2013 ... the sooner the better.”
The exiled leader of Cambodia's main opposition met with supporters in a party congress in Canada over the weekend, saying he would not back down on complaints against the ruling prime minister for crimes against humanity.
Sam Rainsy, whose party holds 26 of 123 National Assembly seats, said he will seek the arrest of Prime Minister Hun Sen for crimes committed during Cambodia's period of civil war, among others.
“We must file complaints to all the courts for the arrest of Hun Sen,” he told some 350 party supporters at the congress in Montreal.
“No need to wait until 2013,” he added, a reference to the date of the next national election. “The sooner the better. And this time I will not back off, brothers and sisters, because I am determined that this time will not be a protest in exchange for my return to Cambodia. I do not want to go back to Cambodia as long as Hun Sen is still destroying the nation and still serving the Vietnamese.”
Sam Rainsy is facing a total 12 years in jail on charges related to continued allegations, including a map on his party website, that the Vietnamese have encroached on Cambodian land. The issues of border encroachment and the government's relationship with Hanoi remain hot-button items for some Cambodians.
Sam Rainsy said he has filed complaints to the courts of the US, Belgium, Spain and the Netherlands, alleging Hun Sen's collusion in a number of violent incidents in Cambodia's recent history.
Sam Rainsy has charged that Hun Sen was involved in the 1997 grenade attack on an opposition rally; extrajudicial killings in the 1997 coup over coalition partner Funcinpec; the killings of non-violent demonstrators and monks in 1998; and atrocities against civilians along the border during the civil war in the 1980s.
Officials have denied the premier's involvement in the alleged crimes.
The latter policy “caused hundreds of thousands of Cambodians to die,” Sam Rainsy told the party congress. “That's why we've taken action against Hun Sen, to arrest Hun Sen and convict him by law.”
He likened Hun Sen to Manuel Noriaga, a Panamanian dictator, and Charles Taylor, the ex-president of Liberia who is on international trial for alleged war crimes.
“I believe Hun Sen cannot avoid a fate like that of Noriega and Charles Taylor,” he said to applause.
Government spokesman Phay Siphan said Tuesday Sam Rainsy's charges had no legitimacy and that it was “impossible” for Cambodia to have a dictator. Hun Sen was duly elected, he said.
Sam Rainsy, who has already filed a complaint in New York for the 1997 grenade attack, will travel to the European Union, where he hopes to collect signatures from parliamentarians to reactive the Paris Peace Agreement, thereby calling on its signatories to push harder for human rights, an independent court and other democratic institutions.
“All those countries with obligations vowed in the Paris agreement to ensure Cambodia's independent sovereignty,” he said. “Now where is the independence? Sovereignty? And freedom, where is freedom?”
Ruling party lawmaker Cheam Yiep said the Cambodian People's Party “completely” rejects accusations the country has not followed the peace agreement, citing the National Assembly, institutions of law and order, and democracy.

Over one hundred participants were present. They were selected delegates representing several SRP chapters from different countries, states, provinces and cities such as Cambodia, Washington state, California, Florida, North Carolina, Pennsylvania, Massachusetts, Rhode Island, Toronto, Ottawa and Montreal.
In the evening of Friday, October 8, 2010, some 300 people attended a lively SRP-organized dinner at a Montreal restaurant to listen to Sam Rainsy and to raise funds for the SRP campaign to bring about a democratic change in Cambodia.

A reliable source indicated that the SRP party in France plans to organize a congress dubbed: “The SRP congress in Europe” which will take place at the end of September. If there is no plan change, this new congress will take place on Saturday 25 and Sunday 26 September 2010 in Paris, France, under the leadership of Sam Rainsy. Participants to the congress will include SRP MPs from Phnom Penh, party branch representatives from various countries in Europe and several guests of honor from various associations, as well as various experts.
A source indicated that several representatives from various EU countries, such as Germany, Belgium, Holland, Switzerland, Austria, Denmark, Norway, Sweden, Finland and Italia, have sent in the names of their representatives who will officially attend the party congress. In addition, SRP representatives from various provinces, such as Rhone-Alps, Mulhouse, Grenoble, Montpellier, Marseille, Amiens, Lille, Tour, Troye, Angers etc… will also come to share their work activities with other members of the congress.

In Europe, the party is represented in almost every single country where Cambodian people reside. Furthermore, in France, the SRP also counts branches in various provinces and in the US and Australia, the SRP counts branches in numerous states and cities. A large portion of the party’s funding comes from contributions received by these party branches from donations from party supporters who are concerned about the situation in Cambodia.
The Human Rights Party (HRP) and the CPP are also trying to exert their influence overseas as well, and these 2 parties are seen as trying to attract away SRP supporters to come to support them. The CPP was able to attract some opposition activists to support them in exchange for [government] positions and money. The people used by the CPP to attract new members are no other than Cambodian embassy officials who abuse their government duty to serve the party interest instead. As for the Funcinpec party which used to have branches overseas also, it does not receive any support anymore, unlike what it used to be. The Nationalist party (formerly the Ranariddh party) does not have any branches at all.
No source can confirm if the congress will announce the alliance of democrats formed from the fusion of the SRP and the HRP, however, HRP party representatives will be invited to attend the congress also. It appears that SRP branch leaders seem to be hesitant to form an alliance with the HRP, however, the final decision will rest with Sam Rainsy and SRP leaders in Phnom Penh only.
A source indicated that several representatives from various EU countries, such as Germany, Belgium, Holland, Switzerland, Austria, Denmark, Norway, Sweden, Finland and Italia, have sent in the names of their representatives who will officially attend the party congress. In addition, SRP representatives from various provinces, such as Rhone-Alps, Mulhouse, Grenoble, Montpellier, Marseille, Amiens, Lille, Tour, Troye, Angers etc… will also come to share their work activities with other members of the congress.
The draft of the schedule that we received, the congress organizers have also invited several guests of honor, including:
- Mr. Sean Pengse, a former government minister and the current president of the Cambodia Borders Committee, will be invited to talk on the current border disputes.
- Mr. Thach Vien, president of the Khmer Kampuchea Krom Federation in Europe (KKFE), will talk about the Khmer Krom people living in Vietnam and the rights violations of the indigenous people.
- Venerable Tim Sakhorn will talk about the sentence handed down on Khmer Krom monks in Cambodia and Vietnam.
- Professor Vandy Kaon and Mr. Sakou Samuth will talk about the fate of Cambodian intellectuals who are currently fighting in the Cambodian political arena.
- Prof. Prum Thuch, a professor at the university of pharmacy in Montpellier, who will talk about: “Are the 1991 Paris Peace Agreements for Cambodia in full application or not?”
- Mr. Pin Yathay, an engineer who penned the book “Your life is precious, son, you must survive”, will talk about the possibility of a union of democrats for Cambodia.

Extraordinary Congress at the Sam Rainsy Party: closing ranks ahead of May 2009 local elections

On Saturday January 31st, the Sam Rainsy Party held an Extraordinary Congress at the SRP headquarters in Phnom Penh, thus gathering more than 2,000 members with a view to strengthen the Party's network for the upcoming elections concerning new councils for the capital city and all provinces and districts of Cambodia. The Congress was mainly attended by the party's commune councillors, who will in May be in charge of electing members of the new councils. The event was the opportunity for the political opposition formation to reassert its position... and the solidity of the Democratic Movement for Change.
Sam Rainsy's instructions
Sam Rainsy opens the round of speeches and first expresses his respect for SRP members working at the local level. “You are my eyes, my ears, my brain and my heart! I need your information to know how inhabitants live.” He encourages them to “communicate and collaborate closely” and announces that he asked the SRP secretariat to set up a way that would allow them to “contact party representatives directly”, and notably himself.
According to SRP secretary-general Ke Sovannroth, as of December 31st 2008, the party counted 747,131 members and intervened in 48 cases of Human rights violations (murders, illegal arrests, intimidation, etc.) committed in the past year against SRP members, she detailed.
After this call to strengthen the party's network, the leader hands out a bulletin “to be studied and presented to citizens”, dealing with the question of decentralisation, a process which the council elections are a direct part of. The booklet was created by the Association for Decentralisation in Cambodia, established and directed by a SRP member, also a neighbourhood chief in the O'Russey district in Phnom Penh. “Today I want to show that there are long-standing loyal supporters at the SRP, people who did not join another party even though that other party attempted to buy them before the [July 2008 legislative] elections”, Sam Rainsy pointed out, before having a go at the TVK television channel for having brought SRP dissidents in the limelight. “I regret that defections are more emphasised than the loyalty of party supporters!”
A party under reform
The reform promised by the SRP is on the way. Indeed, Sam Rainsy announced that the party status had been amended together with the party's internal rules, “in order to reinforce and prevent any external attempt aiming at dividing”, he explained succinctly.
Shortly afterwards, SRP MP for Battambang Eng Chhay Eang went back in details over a particular aspect of the reform concerning the appointment of the secretary-general. Up until now, the latter was due to be elected by Board members. “From now on, the SRP president will appoint the secretary-general, after having however consulted the Board. “And if the secretary-general, three months after taking his/her post, does not work correctly, from the point of view of the Board, then the Board will be able to dismiss him/her via a petition.” Nothing more was revealed concerning the amendments adopted by the SRP.
The Democratic Movement for Change retorts to Hun Sen
On January 20st, i.e. five days after the SRP and the Human Rights Party (HRP) created their Democratic Movement for Change, prime Minister Hun Sen, then in the Oddar Meanchey province, said that he could break up this Movement whenever he wanted to. The head of government then took delight in reminding the series of defections of SRP members toward his own party, the CPP, not long before the legislative elections... “There is no need trying to defeat the CPP!”, he warned.
The SRP Congress was an occasion for leaders of both opposition parties to reply to Hun Sen's mockery. Kong Korn, vice-president of Sam Rainsy's political formation, was the first to open fire. “A few days ago, words were said and meant to undermine the Democratic Movement for Change (DMC). These were words expressed by Hun Sen. However, it is impossible to achieve this goal because voting citizens follow us, our loyal supporters stay by our side. In this regime, the judicial power is now used to arrest us...”, he commented.
HRP president Kem Sokha, who had been invited to take part in the SRP Congress, then took the floor and hammered home the solidarity of the bonds which bind the SRP and the HRP within the DMC. “We are not afraid! No one can buy us or defame us. We keep working together. As soon as 1993, my attention was drawn on the solid positions that Sam Rainsy held. And today, the time has come for us to collaborate.”
