Yellow Shirts reject World Court ruling on Thai-Cambodian border dispute

BANGKOK, July 20 (MCOT) - Thailand's yellow-clad protest movement, the People' Alliance for Democracy (PAD), on Wednesday issued a statement opposing the ruling of the United Nation's highest court ordering both Thai and Cambodian troops to withdraw from the disputed area near Preah Vihear temple.

PAD leader Sondhi Limthongkul read the group's statement saying the July 18 ruling of the International Court of Justice (ICJ) puts Thailand at a disadvantage as Thai troops must withdraw deeper into their own territory despite Cambodian communities, Cambodian-constructed buildings and roads still occupying Thai territory.

"Thailand can solve this problem by rejecting the ICJ order, refusing to withdraw its troops, at the same time pushing the Cambodians back to their country and urgently restoring ties, especially with members of the United Nations Security Council." Mr Sondhi stated.

Sondhi urges Thai military to seize Angkor Wat in exchange for Preah Vihear

Yellow-shirt leader Sondhi Limthongkul has urged the Thai military to seize Cambodian territory, including Angkor Wat, to barter for Preah Vihear Temple.

On 7 Feb, Sondhi spoke to supporters of the People’s Alliance for Democracy gathering at Makkhawan Bridge next to Government House.

He said that in a war campaign, Thailand, if it had a strong premier, would have tried to take a military advantage before conducting any negotiations, but even this was beyond Abhisit Vejjajiva’s wit.

The PAD has predicted in advance that there will be a prolonged war with the potential to escalate further, because Hun Sen has assigned his 33-year-old son to take command of the conflict, he said.

The People's Alliance for Democracy has been at centrestage of national politics since 2005 through protest rallies to overthrow the government of then prime minister Thaksin Shinawatra. It successfully brought about the military's coup d'etat of Sept 19, 2006 and Thaksin's long exile. The PAD was also instrumental in destroying the legitimacy of the government of Thaksin-backed People Power Party - which handily won the general election of 2007 - by occupying Government House and forcing the closure of Suvarnabhumi Airport.

However, successive administrations which were in alliance with the PAD in getting rid of Thaksin and his influential network, both the post-coup interim military government of Gen Surayud Chulanont and the present Democrat-led coalition of Abhisit Vejjajiva, never shared enough political power with the PAD. Some PAD affiliated personalities were appointed to the interim Parliament, the constitution drafting committees and subsequently as senators under the new constitution. At the same time, many projects were wheeled out. However, altogether they were considered marginal compared to what the military men and politicians divided among themselves.

Thailand considers a land treaty with neighbouring Cambodia

Thailand has established a border committee to decide whether to accept a treaty that some say gives away land to Cambodia.

The committee will consist of 30 Thais from the Senate and House of Representatives and is expected make a decision on the sensitive border issue in a month.

The latest border conflict between Thailand and neighbouring Cambodia over the ownership of land surrounding the ancient temple of Preah Vihear has been simmering for over two years.

Ten thousand yellow-shirt protesters gathered outside Bangkok's parliament on Tuesday. They’re rallying against a possible border agreement between Thailand and Cambodia regarding a controversial temple.

The ownership of the controversial Preah Vihear temple was awarded to Cambodia in a 1962 international court ruling.

Thailand and Cambodia both have troops along the border. Deadly clashes have occurred there in the past three years.

However, many Thais have never fully accepted the decision. And the temple has been used by both countries to fuel nationalist emotions.

Last year Thailand withdrew its pledge of support for Cambodia to list Preah Vihear as a UNESCO World Heritage site, arguing that the ownership of land around the temple has never been settled.

Joint committee to review border talk documents: PAD rally ends

BANGKOK, Nov 2 (MCOT online news) - Thailand's joint parliamentary session on Tuesday resolved to set up a joint committee to review the Thai-Cambodian border talk documents within 30 days, while the Yellow Shirts gathering outside the parliament compound announced the end of their rally but threatened to come back again next month.

The 'Yellow Shirt' People’s Alliance for Democracy (PAD) on Tuesday gathered at parliament amid tight security as session of parliament was due to vote on endorsing the Thai-Cambodian Joint Boundary Commission (JBC)'s meeting reports Tuesday.

Chavanond Intarakomalyasut, secretary to Foreign Minister Kasit Piromya, has talked with the PAD leader Sondhi Limthongkul near the protest site.

Mr Sondhi later told the reporters Mr Chavanond came to inform him that the joint parliamentary session will not endorse the three JBC documents today, but will instead set up a joint committee consisting of 30 senators, MPs and representatives from civil sector within 30 days.


"I think this is a good move as the parliamentary has yet endorsed the JBC documents," said the PAD leader. "The setup of the joint committee which allows the public participation shows that the government is open-minded."

Another PAD key leader retired Gen Chamlong Srimuang also announced the group's victory after the joint parliament did not vote on endorsing the JBC documents, while noting that the 30-member committee should consist of 15 MPs and 15 senators equally, rather than seven senators and 23 MPs at present as this means the government wants to delay the case.

Gen Chamlong also announced the end of the Tuesday rally but threatened to return again on December 11 at Makawan Rangsan Bridge, urging the PAD supporters to get themselves ready for prolonged demonstrations if the government does not revoke the 2000 Thai-Cambodian Memorandum of Understanding and the French map with a scale of 1:200,000 square kilometres.

Meanwhile, Prime Minister Abhisit Vejjajiva commented that the joint parliament's resolution will delay the border talks with Cambodia, but he has informed the neighbouring country that this is the domestic procedure and it should understand the matter.

Mr Abhisit however conceded the revision of JBC documents is politicised, while saying Cambodia is also facing its own political problem.

I have talked with Cambodian Prime Minister Hun Sen that both countries (Thailand and Cambodia) have to avoid any confrontation, while protecting their rights, said Mr Abhisit.

The people of the two countries may have strong feelings (on the border dispute) and it takes time to create better understanding, said the Thai premier, adding that the government can't solve the problem without public acceptance.

PAD leaders Maj-Gen Chamlong Srimuang, Sondhi Limthongkul, and Pipob Thongchai earlier led demonstrators to the parliament amid security demanding that the agenda items dealing with the three previous meeting reports of JBC be withdrawn from the parliament session.

The Thai Constitution requires that any agreement made with other countries must first gain parliamentary approval.

The Yellow Shirt movement believes that the JBC documents will put Thailand at a disadvantage as the documents originating from the MoU signed by Thailand and Cambodia in June 2000 related to the survey and boundary demarcation recognises a French map with a scale of 1:200,000 sq km which put Thailand at risk of losing territory.

Thailand delays vote on border issue with Cambodia on street protest

BANGKOK, Nov. 2 (Xinhua) - A main bloc of the anti-government "Yellow-shirts" movement called off their street protest Tuesday after the Thai parliament postponed a key vote on border issues with Cambodia.

Several thousand of supporters of the People's Alliance for Democracy (PAD), better known as the "Yellow shirts", led by Sondhi Limthongkul, dispersed after a joint session of the bicameral parliament decided to set up a committee to further study the border issues for another 30 days.

The 30-member committee, including members of the House of Representatives and Senate, will then report their study on demarcation of disputed border areas between Thailand and Cambodia to the parliament, parliament president Chai Chidchob told the meeting.

However, a smaller wing of PAD, whose members are more aggressive, continued its rally in front of the Parliament House as of late Tuesday in demanding the government to scrap all the existing framework agreements on border demarcation between the two countries.


Sondhi's group simply wanted the parliament to put off its vote on the demarcation issue, and agreed to disperse after their demand was met.

Sondhi told his supporters that another rally would be called on Dec. 11 to further press the government on the issue.

Prime Minister Abhisit Vejjajiva told the parliament during Tuesday's deliberation that his government needed to solve the demarcation issue with Cambodia through the existing Joint Border Commission (JBC) and memorandum of understanding (MOU) signed in 2000 with Phnom Penh.

Abhisit said, otherwise, Cambodia would try to propose the border dispute with the United Nations in asking for an international intervention.

Abhisit has repeatedly said that his government treated the issue as a bilateral one and wanted to avoid any intervention by the international community.

"We have to show our sincerity in making use of the bilateral mechanism," the prime minister said.

"The government reaffirms that we will protect our sovereignty, " he said.

Thai nationalists rally at parliament

Several thousands of nationalist "yellow-shirt" supporters on Tuesday morning protested against the parliamentary endorsement on documents about the Thai-Cambodian boundary demarcation.

The "yellow-shirt" People's Alliance for Democracy (PAD) supporters, led by PAD core leader Sondhi Limthongkul, occupied the road in front of the parliament to sway vote on the framework documents to negotiate with Cambodia on the demarcation line between the two countries' joint border.

In a speech to the crowds, Sondhi said the secretary of Foreign Minister Kasit Piromya told him that there will be no vote on the documents on that day. The "yellow-shirts", however, will occupy the venue until the parliamentary meeting end to make sure of no parliamentary endorsement.


Sondhi also threatened that if PAD demands were not met, they will stage a protest again on December 11.

The framework papers pave the way for the government to settle the border dispute over the 900-year-old Hindu Preah Vihear Temple with Cambodia. The dispute dated back to 1962 when the International Court of Justice ruled the temple belongs to Cambodia, rejecting Thai claims.

BANGKOK, Nov 2 (MCOT online news) - Thailand's 'Yellow Shirt' People’s Alliance for Democracy (PAD) on Tuesday gathered at Parliament to express their opposition to the adopting the Thai-Cambodian Joint Boundary Committee (JBC)'s meeting reports as Tuesday’s session of Parliament is due to vote on endorsing the documents.

The Thai Constitution requires that any agreement made with other countries must first gain parliamentary approval.

PAD leaders Maj-Gen Chamlong Srimuang, Sondhi Limthongkul, and Pipob Thongchai led demonstrators, marching from the Royal Plaza to the Parliament at 8am amid security provided by about 750 police officers.


The PAD demanded that the agenda items dealing with the three previous meeting reports of the Thai-Cambodian Joint Boundary Committee (JBC) be withdrawn from the parliament session.

The PAD rallied on the sidewalk and are not obstructing conduct of the joint parliamentary session as an emergency decree remains in effect in the capital.

Mr Sondhi said their rally would be peaceful and would not be prolonged, but if the parliament endorses the documents, the PAD activists will convene a mass rally again in December and their demonstration at that time will be prolonged until their demands are met.

PAD member Amorn Aamaratthanon addressed the crowd from a truck-mounted mobile stage on a truck, saying the Yellow Shirts have scheduled a small forum to educate the public on the issue until 6pm. The PAD are expected to decide their next move later today.

Meanwhile, the Administrative Court on Monday dismissed the PAD petition and upholds enforcement of the Thai-Cambodian 2000 Memorandum of Understanding (MoU) signed by Thai and Cambodia.

The PAD on Friday petitioned the Central Administrative Court seeking an injunction barring implementation of the 2000 MoU and to revoke three documents dealt with by the JBC meeting.

The Yellow Shirt movement believes that the JBC agreement is disadvantageous to Thailand. PAD spokesman Panthep Puapongpan said the petition was necessary as there was clear evidence that Thailand might be at risk of losing its territories once the 2000 MoU is implemented. In addition, he said the document is yet to be approved by parliament, which is considered unconstitutional.

The PAD earlier issued a statement claiming that the documents originated from the MoU signed by Thailand and Cambodia in June 2000 related to the survey and boundary demarcation.

The documents are based on the 2000 MoU which recognises a French map with a scale of 1:200,000 sq km which the PAD said puts Thailand at risk of losing territory.

STATEMENT Samdech Preah Akka Moha Sangha Raja Tep Vong, Co-Chairman of the World Inter-Religions Decides

To make a statement responding to Mr. Sondhi Limthongkul, leader of the PAD (Yellow Shirts) who is going astray in history and is behaving like a juvenile delinquent within the Thai society. The Great Supreme Patriarch of the Kingdom of Cambodia wishes to inform the leaders of the Thai government that Samdech, the Co-Chairman of the World Inter-Religions in cooperation with the Office of the United Nations in Bangkok has celebrated the birth anniversary of Lord Buddha (Visaka Puja) among the 10 member states of ASEAN and decided to assign Preah Dhama Gosaca Payoeun Dhama Cito as Chairman of the Visaka Puja Association and Honorable Samdech Preah Putheacha Wat Sras Ket as the Great Supreme Patriarch of the Major Buddhist Sect (Moha Nikaya Sect) of the Kingdom of Thailand and also grant an offer to His Majesty King Bhumibol Adulyadej to hold yearly Kathina Dhana offering alms to monks who, during the whole rainy season, are required to restrictedly stay in the Pagoda in the Kingdom of Cambodia. This proves the goodwill of Samdech Co-Chairman of the World Inter-Religions for the sake of peace between the two countries, Cambodia and Thailand.

However, nowadays there still remains an unethical act which is against the moral conduct of common people, especially that of the lunatic, ignorant and bias of the sort of Sondhi Limthongkul, who is going astray in history, in the heart of a peaceful Bangkok. By violating the state law, he had behaved and spoken with the contempt and inflammatory words, which is not acceptable, against the Cambodian leaders, particularly Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, who is a leader with virtue and highly respected and loved by the Cambodian people nationwide. Samdech Hun Sen is a peace loving-leader and is of supreme virtue. Though having been insulted by some thoughtless juvenile delinquents, Samdech had not been filled with fury without reason. Samdech is of forgiving nature to everybody; he never bears malice towards others by adhering to the sacred Buddha’s teachings that: “Vera Ni Avera Ni” meaning: “avenges finish by not taking revenges”, and his response is done rationally with virtue and highest dignity. With direct contemptible words towards Samdech, Sondhi said: “it is not enough by taking his blood to wash the feet of Thai King but he should be decapitated and spiked the head on the stick.” These words and behavior are considered disrespectful to Buddha’s teachings, which always educate Buddhist followers that “do not neglect for negligence would lead to ruin.” It is stressed that such a lunatic initiative of Sondhi Limthongkul does not only affect Samdech Hun Sen, but also affects His Majesty Bhumibol Adulyadej, who is a faithful Buddhist follower and revered by the Thai people. More than that, such irresponsible actions worsen Thailand’s reputation on the international stage.

In the name of the Co-Chairman of the World Inter-Religions, the Great Supreme Patriarch of the Kingdom of Cambodia finds that Mr. Sondhi Limthongkul’s actions are of juvenile delinquent, ignorant and wrong understanding that Lord Buddha always advises his followers not to befriend with and even to get away from that sort of person to avoid disaster.

Thai authorities must immediately bring him to justice in order to educate him on Buddha’s doctrines as well as to rehabilitate him from a bias to a wise man.

Vice-PM Xok An, the minister in charge of the Council of Ministers and president of the Cambodian scouts association, asked the plenary congress of the scouts association where 174 members representing 70,000 scouts attended, to issue a statement to attack those Thai extremists who look down on Samdach Akkok Moha Xena Bat Dey Dek Cho Hun Xen, Cambodia’s PM.

The scouts 2nd congress was held in the morning of 02 September 2010 at the Council of Ministers where scout representatives from all the provinces and municipalities attended, as well the scout national executive committees and the scout provincial and municipal committees.

Xok An said that Sondhi Limthongkul used savage words to look down on Hun Xen, the respected PM of the Cambodian people, by chopping his head and using his blood to wash his feet while displaying Hun Xen’s head impaled on a pole, then later on, another ceremony was held whereby Hun Xen was tied to a banana tree trunk and he was slashed so that his blood can be used to wash Sondhi’s feet.

Xok An said that Hun Xen did not want the scouts to fight with Thailand, but the verbal attack and the serious disdain of the Cambodian leader cannot be left without an answer. In the name of the 70,000 national scouts, and in the name of Hun Xen, the president of the scout movement, the scouts must issue a statement, but that statement must no touch upon the bilateral relationships between Cambodia and Thailand, and it also must not touch on the interest of the Thai people. Furthermore, the scouts’ statement must not bear words that lack virtue unlike those used by the Thai extremists, i.e. this statement should be a lesson from a noble and Buddhist population.

Therefore, the scouts will issue a statement for the Thai people and government to teach such [Thai] people so that a single savage would not affect the friendly relationships between Cambodia and Thailand, and if [Thailand] let such person create problems, then it will foment fight between the two countries and there will be no gain for the two countries.

Xok An added that the head chopping to take blood to wash feet, and impaling the head on a pole are savage actc that existed thousands of years ago where the law of the jungle prevailed and when only savage could undertake such act. He added that in the Cambodian Constitution, even death sentence is banned and Cambodia cannot use such barbaric act.

In conclusion, Xok An said that a handful of Thai extremists led by Sondhi and others who are VIPs in a country with high culture, is it reasonable for them to use savage words to look down on the leader of a country that is sovereign and has full independence?

Cambodian Deputy Prime Minister and Minister in charge of the council of ministers on Thursday said that Thai People’s alliance for Democracy (PAD) is a barbarian for this century.

Sondhi is creating the darkness for diplomatic ties between Cambodia and Thailand,” Dr. Sok An said in a extraordinary congress of scouts’ association at the council office.

Sondhi used cruel words in looking down on Cambodian leader “Samdech PM Hun Sen” and Sondhi created religious ceremony with crazy manner. This guy is not civilized person in the century.

Sondhi is destroying reputation of Thailand,” Dr. Sok An said, adding that our great students asked to create similar manner against Sondhi. “We do not do it. We are not barbarian like Sondhi,” he added.

The Thai government should advice Sondhi not to do so if Thai government wants to have good relationship.

Yesterday, PM Hun Sen said that one day Sondhi will kill himself from acts that he did.

Sondhi Limthongkul was born 7 November 1947 and he is a Thai media mogul and leader of the right-wing People's Alliance for Democracy (PAD) and later was elected for leader of the New Politics Party (NPP).

He has been starting his career as a journalist, he later founded Manager Daily newspaper as well as satellite broadcaster ASTV.

Originally a strong supporter of former Prime Minister Thaksin Shinawatra, he later became a leader of the anti-Thaksin movement. Under his leadership, the PAD was the major player in the 2005–2006 Thai political crises that led to the 2006 military coup that toppled the Thaksin government.

When Thaksin affiliated parties won the 2007 general election, Sondhi became the major player in the 2008–2009 Thai political crisis, leading the PAD in violent clashes with security forces and anti-PAD protestors as well as the seizure of Government House, Don Muang Airport, and Suvarnabhumi Airport.

Sondhi is a supporter of the Democrat Party and stopped the PAD's protests after Democrat leader Abhisit Vejjajiva was appointed Prime Minister. Thai media said that Sondhi plans to become Prime Minister of Thailand and later he plans to be first president of Thailand.

Thai troops invaded Cambodia on July 15, 2008 at an area near Preah Vihear temple through secret map which drawn unilaterally. Thai invaded a week after Cambodia has listed successfully the temple as world heritage site. Cambodian needs international communities to help deal border issues.

Phnom Penh – A high-ranking CPP official and Member of Parliament told a handful group of Siamese who are history-confused that, if they continue to look down on Samdach Akkak Moha Sena Batdey Dekcho Hun Xen, prime minister (PM) of Cambodia, they will vanish to naught and they will die of lightning strike. Cheam Yeap, the chairman of the National Assembly’s finance committee said that Hun Xen is a hero of Cambodia, therefore as a representative of the CPP, he [Cheam Yeap] rejects everything and considers the actions taken by the group of people who are history-confused above as being out of touch with humanity and that they foment aggression and hatred toward Cambodia. Cheam Yeap’s comments are in response to the repetitive campaigns led by the Thai yellow shirts who are history-confused and who are led by former [Thai] soldiers from [army] region no. 3 who are calling themselves Pisnulok-lovers (Phitsanulok-lovers), land-lovers, and who organized a devious ceremony to show their contempt on the Cambodian leader, claiming that the latter is ungrateful to King Noreso [Thai official name is Naresuan].

A report from the ASTV Manager Online indicated that on 29 August 2010, at Phitsanulok province, Thailand, a group of about 50 people – the majority of whom are youths wearing school uniforms – have organized a ceremony in front of King Naresuan’s statue whereby they pasted a picture of Hun Xen onto a banana tree trunk and they slashed the banana tree down while claiming that Hun Xen was ungrateful to King Naresuan.

Cheam Yeap said that all of this action was to inflame war [among the two countries] and that this war came from the group of black-clad [Thai] army and a small group of yellow shirts. Cheam Yeap said: “I cannot be civilized with these [pejorative] group, and Cambodia never have the intention of aggressing Siam, not even by one millimeter because we respect and preserve the territorial integrity decided based on the 1904 and 1907 [Franco-Siamese] conventions that were signed by the Siamese king with France, the protector of Cambodia.”

Cheam Yeap said that the aggressors of Cambodia are the thieves who sneaked and drew the map on their own volition in order to violate Cambodian lands, therefore, it will not be long before they will vanish to naught.

Recently, a small group of history-confused yellow shirts who support the current Bangkok regime have taken crazy actions to look down of the Cambodian PM in order to foolishly demand the Preah Vihear temple and the land surrounding it which truly belong to Cambodia.

In response to these crazy actions of the yellow shirts, 82 Cambodian civil society organizations and unions came out to reject them and consider them as the lowest possible acts.

The [Cambodian] statement above recalled about history prior to the Lovek-era in 1594 (16th century) when Siam was at war with Burma. At that time, Siam king Naresuan asked King Sattha of Cambodia for help. King Sattha sent his younger brother, the Obarach Preah Srey Soryopor, to lead Khmer troops to help Siam fight the war with Burma. The Thai king was tricky and he wanted to put himself up, so when he caught Burmese prisoners, he ordered them to be beheaded and used their blood to wash his feet, however, at that time Preah Srey Soryopor said that he is Khmer and he helped Siam, therefore he cannot stay under the Siamese king’s order.

From then on, the Siamese kings resorted to treacheries to aggress Cambodia and they even invaded Lovek fortress and occupied Surin province which used to belong to Cambodia. The [Cambodian] civil society organizations statement considers that the actions taken by Sondhi Limthongkul and the yellow shirts in the past as being inhumane and savage, their words are those of thieves without proper ancestral lineage, and they are faithless atheists who do not know merit or evil and who looked down on a hero that the entire Khmer people revere, i.e. Samdach Dekcho Hun Xen.

A small group of sources indicated that if the history-confused yellow shirts, as well as Sonshi Limthongkul, continue with such action by looking down and undervaluing the PM of Cambodia, they will receive their proper retribution one day, and proof to the fact was that on 17 April 2009, Sondhi Limthongkul was shot several times, he was seriously injured and almost died, therefore if Sondhi Limthongkul continues his crazy action, his life will vanish one day soon.

People's Alliance for Democracy leader Sondhi Limthongkul on Thursday reported himself at the Crime Suppression Division to fight charges related to the airport seizure in 2008 by the yellow shirts.

"I come today to give my statement to police as I have been charged for terrorism and myriad offences - this is going to be a long story," he said upon arriving at the CSD.

Sondhi said he suspected police trying to throw frame-up charges at him and the yellow shirts. He vowed to fight by filing counter lawsuits against police to the full extent of the law.

Metropolitan Police deputy commissioner Maj General Amnuay Nimmano once tried to charge him for treason, but the court already ruled the charge groundless, he said, adding he was seeking the inquiry into Amnuay's abuse of power.

The petition against Amnuay was lodged with the National Anti Corruption Commission, he said.

In regard to the defence strategy, he said some yellow shirts, wanted by police, would hand themselves over while the others would refuse to report to police.

For those acting in defiance of the police summonses, this is to test whether the courts would agree to approve the warrants of arrest because it appears police have named the suspects at their whims and not evidence, he said.

The police named 13 yellow shirts for terrorism charge but summoned a larger number of suspects for questioning on frivolous offences, he said.

PAD co-leader Chamlong Srimuang too showed up to report to police. He did not talk with reporters.

Fugitive former prime minister Thaksin Shinawatra's resignation as an economic adviser to the Cambodian government is only a political game, yellow-shirt People's Alliance for Democracy leader Sondhi Limthongkul said on Wednesday.

Mr Sondhi said he believed Thaksin's resignation was part of a political scheme since it can be done immediately by just getting an approval.

Cambodian Prime Minister Hun Sen can show sincerity by handing back a number of people charged with terrorism like Mr Arisman Pongruangrong, who are allegedly hiding in Cambodia, to Thai authorities. The two countries would be considered good neighbours after Cambodia returned all of them to Thailand, the PAD leader said.

"If Hun Sen fails to do so, then it means he is hiding his real intention," he said.

Mr Sondhi said Thaksin had been quiet for some time as he could be plotting to take action against the government and create problems to Thai people.

"I will never trust the situation and I believe Thailand will shortly be down in flames because Prime Minister Abhisit Vejjajiva is not resolute in his decisions.

"It is dreadful that Thai people let red-shirt leader and Puea Thai Party MP Jatuporn Prompan ramble all the time," he said.

Mr Sondhi said he would agree with Mr Jatuporn if he used reasons and logic.

When Thaksin was running the government, he was the centre of corruption. But in the Abhisit administration, corruption spread to to all ministries, he said.

"I believe there is more corruption now than during the Thaksin administration," he said.

STATEMENT

The Spokesperson of the Press and Quick Reaction Unit (PRU) of the Office of the Council of Ministers of the Royal Government of Cambodia has noticed that Mr. Sondhi Limthongkun, leader of the PAD (the Yellow Shirts), in the Thailand's weekly political nightly program broadcast over ASTV on 20 August 2010, has made slanderous statement attacking our beloved and respected leader, Samdech Akka Moha Sena Padei Techo Hun Sen, conducting a hatred campaign against the people of Cambodia, igniting the name of enmity between Cambodians and Thais. He has proven once more that he is becoming a raving lunatic. By turning deaf ear and blind eye to Sondhi Limthongkun's hatred activities against Cambodia, the government of Abhisit Vejjajiva has become an accomplice and a sponsor of a criminal prone activity, and therefore responsible for any moral and political consequences that might happen in the future.

It is unworthy to repeat what Sondhi Limthongkun, a harebrained person had said on ASTV. However the Spokesperson of the PRU will take the high ground and wishes to bring to the attention of the public at large of the followings:

1- Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia is admirably and deeply loved and respected by the Cambodian people. He accedes to the leadership of the Government through the holding of just and fair consecutive general elections with the majority of the votes of the people and by the unanimity of votes by the members of the Cambodian People's Party (CPP).

2- He is a peace loving and peace building statesman of international stature. He had seen and experienced enough the horrors of war; he fought for the survival of the Cambodian people and the nation against the Khmer Rouge genocidal regime. In fact, he builds the great national unity among Cambodians, defends the national independence, sovereignty and territorial integrity, culminating in the integration of Cambodia into ASEAN family, at the regional level. On the international arena, Cambodia has been known to be a fast developing country economically and socially, a country that brings justice to the victims of crime committed against humanity through the exceptional Cambodian and UN creation and functioning of the Extraordinary Chamber in the Courts of Cambodia (ECCC). For his internationally recognized dedication to peace, Samdech Prime Minister of Cambodia was awarded Doctor Honoris Causa and other numerous international awards and he is also a full-right member of the Academy of Natural Sciences.

3- Samdech Akka Moha Sena Padei Techo Hun Sen. Prime Minister of the Kingdom of Cambodia is a dedicated and fervent Buddhist and is abide by the principles of non-violence. He upholds and leads traditional Buddhist festivities, and cares for aged devotees nationwide;

4- King Noreso of Thailand [KI-Media note: Naresuan is the king’s official name], in fact, had asked for help from King of Cambodia during a Siam (Thailand) war with the Burmeses. After Siam had grown stronger, Siam forgot who had been the benefactor and behaves like a crocodile (in the Cambodian folk tale) that got burnt almost to death and begged a peasant to save its life and to bring it to a pond, and to return the favor to the peasant, the crocodile insisted that it must eat him, for what reason? Because the peasant tied the beast too tight when transporting it to the pond". This had been the way that Siam had behaved, and the way that Siam had taken away Cambodian territories, like the provinces of Surin, Sisaket, Ubon. etc...

5- The campaign of intoxication by Sondhi Limthongkun which proved to be unsuccessful up to now, has been turned to be a campaign of hatred from a raving lunatic who had his brain damaged by Thai bullets for his arrogance to the point of abasing himself. As the spokesperson of PRU had said before, "he, who sows the winds, will harvest the turbulence". Therefore, Sondhi Limthongkun will wind up getting blown away and drown by Thai political typhoons. Sondhi Limthongkun is no longer a human being. He has turned into a beast and spoke cruelly and shamelessly about nonsense.

Once again, the Spokesperson of the PRU urges Thai political figures to put an end to the malicious campaign of innuendo, suggestion and speculation to fault Cambodia by raising the issue of the Temple of Preah Vihear based on their mysterious, unilateral and internationally unrecognized map, and to raise the enmity of Thai people towards Cambodia for their personal political gains in the midst of the squabbling among Thai politicians and the deep division of Thai society. The Spokesperson of the PRU strongly urges the government of Abhisit Vejjajiva to warn Sondhi Limthongkun to stop representing the Kingdom of Thailand as a whole as the kingdom of barbarians who think aboul violence, killing, cruelty by way of "decapitating and spiking head on the stick" as the way of political and social life. Last but not least, the Spokesperson of the PRU strongly urges the government of Abhisit Vejjajiva to take immediate action against Sondhi Limthongkun, for the sake of future good relations between Ihe two countries, for the simple reason that Sondhi Limthongkun, is less than a human being. He is indeed a cruel beast. Sondhi Limthongkun deserved to be muzzled and kept in the institution of deranged and dangerous people.

Yellow Shirts to join civil group gathering on Preah Vihear dispute at Government House

BANGKOK, Aug 6 (MCOT online news) - Thailand's yellow-clad People's Alliance for Democracy (PAD) movement on Friday announced it will join a planned gathering of a network of civil groups at Government House on Saturday, seeking clarifications from the government over the ancient Preah Vihear temple dispute.

Key PAD leader Sondhi Limthongkul said after a meeting Friday of the movement's leaders that they resolved to support the moves of the so-called 'Thailand Patriot Network', seeking reports of progress on the government's work in response to the continuing dispute over the historic temple.

Mr Sondhi however said that the Saturday demonstration at Government House will not be led by yellow-clad leaders, but will be broadcast live via the group's satellite television, ASTV, and another key PAD leader, retired Maj-Gen Chamlong Srimuang, will personally join the event.

The PAD leader claimed that Minister of Natural Resources and Environment Suwit Khunkitti endorsed the meeting result of the United Nations Educational, Scientific and Cultural Organization (UNESCO)'s World Heritage Commission (WHC) in Brazil last week.

Mr Sondhi claimed that Mr Suwit’s endorsement means Thailand supports Cambodia' unilateral management plan of the Preah Vihear temple which also includes a map of the area. The protest leader argued that Mr Suwit should not have endorsed any document at the world heritage meeting.

Mr Sondhi claimed that Thailand has already lost some of its territory to its neighbour as Cambodian people have built their communities in the contested areas, but what Thailand did was merely show its objection to the move on 11 occasions, but the Cambodians are still living there.

WHC last week postponed consideration of the Preah Vihear management plan proposed by Cambodia until next year after the Thai delegation led by Mr Suwit opposed to the plan, saying the contested 4.6 sq km of land adjacent to the temple claimed by both countries remains unresolved.

Thailand also claimed the UNESCO meeting secretariat had not distributed the document to committee members six weeks ahead of the meeting as required but handed it to members less than 24 hours beforehand.

Gen Chamlong said that he will attend the rally with 45 civil groups at Government House for personal reasons to follow up what the government has done on the issue.

The former Bangkok governor said he has been contacted by the government to represent the civil network to discuss the Preah Vihear dispute, but no decision has yet made whether who will be the group's representatives.

The PAD leader said it also depends on decision of demonstrators whether they will stay overnight at Government House tomorrow.

As Bangkok continues under a state of emergency banning gatherings of more than five people, Gen Chamlong said the Saturday demonstration is aimed at protecting the country and the monarch, while the network gathering does not intend to cause disorder or unrest.

Meanwhile, Prime Minister Abhisit Vejjajiva said that he is inviting the representatives of civil groups and the PAD to discuss and create better understanding over the Preah Vihear dispute on Friday evening.

The premier reiterated that all parties share ultimate aim which is to protect the country's sovereignty and national benefit and talks is the best way to solve the problem.

Mr Abhisit said if talks with the representatives are going to be held this evening, Foreign Minister Kasit Piromya will join the meeting.

The premier's move followed the airing of differing views over a Memorandum of Understanding (MoU) signed with Cambodia in 2000, the civil groups and the PAD urged the government to revoke the MoU and should push the Cambodians out of the disputed 4.6 sq km overlapping area.

In latest developments, CRES on Friday resolved to ban PAD's Saturday gathering at the seat of government as the move is considered as violating the Emergency Decree, saying the civil groups and the PAD should send their representatives to discuss the issue with the government.

CRES spokesman Col Sansern Kaewkamnerd added that some parties also accused the government of what they termed its practice of double standards, which is a vulnerable point.

Col Sansern said the authorities will not allow any group to demonstrate while the state of emergency is still in force and police and soldiers will work together to enforce the law.

Over 150 checkpoints combining both military and police will be set up in the Thai capital, together with 21 patrol units. A further ban on entry of some areas and routes may be announced if needed, according to the CRES spokesman.

Another new party, another rally in Thailand

The right-wing pressure group People's Alliance for Democracy (PAD) Wednesday (October 7) flexed its muscles with a rally in the capital - a day after one of its principal ideologues was installed as the head of its new political party.

Some 5,000 PAD supporters dressed mostly in black, observed religious rituals and marched to mark the first anniversary of a police crackdown on the group's protesters, in which one person was killed and several others injured.

"We regard those who died during our fight, and the many hundreds who lost their limbs and became blind, as our heroes," said PAD ideologue Sondhi Limthongkul, who now heads the New Politics Party (NPP). He told the crowd: "We will not allow your fight to be wasted. We will keep on fighting to uphold our nation, the legality of the state and the constitutional monarchy."

The PAD - claiming to be fighting to save the monarchy - has been a key player in the intra-elite power struggle that has pit the traditional urban elites against the rural masses, sowing deep divisions in Thai society since early 2006.

The Democrat Party, now in power at the head of an often fractious coalition, rode into government on the coat-tails of the PAD's street protests which late last year all but paralysed the governments of former prime ministers Samak Sundaravej and Somchai Wongsawat.

The PAD initially lent conditional support to the Democrat Party. But recently the relationship has somewhat soured. Among other things, the right-wing group has renewed its activism over disputed land near the Preah Vihear temple on the Thai-Cambodian border, which has embarrassed the Democrat government and provoked Cambodia.

In May, Sondhi narrowly survived an assassination attempt. Analysts speculated that Sondhi, who earlier clearly had powerful unseen backers from among the old elites, was increasingly being considered a liability.

Sondhi, who turned against his one-time friend, former prime minister Thaksin Shinawatra, in late 2005 and successfully campaigned to oust him, brings to the NPP a powerful propaganda machine in the shape of his Manager Media group, which includes the cable network ASTV.

Sondhi was elected head of the NPP in an uncontested internal poll on Tuesday. While the party may not win more than a handful of seats, analysts say it is capable of luring away part of the Democrat Party's vote base in Bangkok.

An election remains at least nine months away, according to recent signals.

The intervening period will remain fractious. The ruling coalition is unlikely to split or be brought down by the opposition, but key amendments to the Constitution, deemed necessary before another election, have been tabled.

Among provisions to be amended is one that makes entire political parties liable for violations of the law by any single member of the executive committee of the party. This has weakened the political party system and led to the kind of chronic political instability that predated the 1997 Constitution abolished by the military when it ousted Thaksin in September 2006.

But the PAD, which prefers to see power in the hands of the old ruling elites, opposes amending the charter and has threatened to take to the streets to pressure the government.

The opposition Puea Thai party wants the 1997 Constitution - widely considered Thailand's most democratic - to be reinstated with some amendments.

The ruling coalition plans to hold a national referendum on the amendments to the current Constitution which was drawn up in 2007 under the military regime.
