“It may be negative if they follow the Chinese system. China … does not have a good record for freedom of the press.”

Cambodia's government media mouthpiece, the Press and Quick Reaction Unit, has been under the careful tuition of comrades from the People’s Republic of China on dealing with deceptive foreigner reporters, the unit reported this week.

But government sources were silent yesterday on what exactly the Council of Ministers’ PRU had been learning from the communist state, which is ranked 174th on the 179-country Press Freedom Index.

The PRU reported that it was engaged in a fruitful exercise with China to help “mitigate negative impacts of foreign dissemination of misinformation and disinformation on government policies as well as the foreign allegations levelled against Cambodia and China.”

Phnom Penh – Tith Sothea, a member of the joint investigation committee and vice-president of the government’s Press and Quick Reaction Unit (PQRU), held a press conference at 9AM on 05 May 2012 to show the results of the investigation into the murder of Chut Wutty, President of Natural Resource Protection group, and the death of In Ratana, a military police officer from Koh Kong province.

During the press conference, Tith Sothea said that the two reporters of The Cambodia Daily and Chut Wutty traveled from Pursat province to Koh Kong province. They went in to take pictures at a stockpile warehouse – an information warehouse owned by the [no-name] company. Security guards there request Chut Wutty to erase the photos, but the latter refured. Then the security guards confiscated the cameras. At that time, In Ratana already arrived, then Chut Wutty cursed In Ratana. In Ratana, who was armed with an AK-47 rifle, then shot on Chut Wutty’s car parked nearby, [and the bullets] hit Chut Wutty who died. Immediately thereafter, Ran Borath, a security guard, went to wrestle the gun from In Ratana. A fight ensued, the gun misfired and In Ratana was killed after two bullets hit him.

Tith Sothea then concluded by saying: “Therefore, the comedycommittee confirmed that In Ratana died from the gun wrestling with Ran Borath who tried to prevent him from continuing to shoot.”

Phnom Penh – In the morning of 05 May 2012, the joint committee to investigate the death of Chut Wutty, President of the Natural Resource Protection Group, and In Ratana, a military police officer, held a press conference to show the cause of the death above.

Tith Sothea, the vice-president of the Press and Quick Reaction Unit (aka PQRU) of the Council of Ministers and a member of the investigation committee, said during the press conference that, following several days of investigation, the firing was accidental (sic!).

Tith Sothea explained that the reason the firing took place was because Chut Wutty and In Ratana had a violent verbal altercation. In Ratana, the military police officer, could not take it so he shot two rounds into Chut Wutty’s car. The bullet ricocheted and hit Chut Wutty causing his death. On the other hand, Ran Borath a security guard for the (unknown) logging company, when he saw the firing, he went in to intervene by wrestling with In Ratana. Then a misfiring ensued and 2 bullets hit In Ratana who died on the spot.

KI-Media: The two reporters from the Cambodia Daily reported that the two men – Chut Wutty and In Ratana – did not die immediately after the shooting, but the soldiers present at the scene prevented anybody from taking the two men to hospital. Obviously, these are minor details for the investigation comedy, oops, we meant committee. A few days ago, the Bayon TV station (owned by Hun Mana, Hun Xen's daughter) presented the exact same version of the story. Coincidence? Most likely not!

The Cambodian government believes there is “nothing to be concerned about” in the latest controversy to rock the Khmer Rouge tribunal it jointly backs with the UN, government officials said yesterday.

Council of Ministers’ Press and Quick Reaction Unit spokesman Ek Tha told the Post that from the point of view of the government, the tribunal is running smoothly and normally.

“I would like to emphasise and stress that the Royal Government of Cambodia does not see any problems with the ECCC,” Ek Tha said yesterday. “The government does not see anyone on the Cambodian side at the court break any rules.

Foreigners working at the Khmer Rouge tribunal were responsible for embroiling the court in chaos that was akin to incitement, government officials said yesterday at a snap news conference.

Press and Quick Reaction Unit deputy president Keo Remy called the conference to attack criticisms of alleged public statements by Prime Minister Hun Sen about the guilt of one of the tribunal’s three elderly accused, who are being tried for crimes against humanity and war crimes.

“There is nothing wrong in expressing that Nuon Chea is a killer and was involved in genocide during the Pol Pot regime,” Keo Remy told about 10 journalists.

“[Nuon Chea defence lawyer Michiel Pestman] is taking the opportunity to bring in political issues at the KR tribunal to cause chaos,” he said, adding: “I found that the chaos was always made by some foreigners [at the tribunal].

The Supreme Council of Magistracy is under no obligation to approve the Khmer Rouge tribunal’s reserve co-investigating judge and will not be forced to make a decision, Council of Ministers’ spokesmen from the Press and Quick Reaction Unit said at a snap press briefing yesterday.

Any media or rights groups reporting that the SCM “must” approve the UN-nominated judge and urgently hold a meeting to give this approval are simply incorrect, Keo Remy, vice-president of PQRU, said.

“I would like to inform that now we have nothing to do besides wait for the decision made by the Supreme Council of Magistracy. We wait to see the result come out from them,” Keo Remy added.

Synopsis: On 16 January 2012, Keo Remy, the secretary of the Council of Sinisters and vice-chairman of the Press and Quick Reaction Unit (PQRU or known more recently a P-sCREW-up), held a press a urgent conference where he stated that Hun Xen was not involved in the nomination of the reserved International Co-Investigating Judge as the Phnom Penh Post reported on 16 Jan 2012. The Post report indicated that Hun Xen was involved in the nomination of Judge Laurent Kasper-Ansermet. Keo Remy added: “I am requesting that the Phnom Penh Post write an apology or publish a correction because, regarding the candidacy of Mr. Laurent Kasper-Ansermet as the International Co-Investigating Judge is not connected with the PM, it is the sole duty of the Supreme Council of Magistracy.”

KI-Media: On 12 January 2012, Keo Remy’s PQRU inadvertently sent out a report stating:

• 3 November - response from the Prime Minister to the Secretary-General suggesting prudent consideration in the light of “certain activities by Mr Laurent Kasper-Ansermet that have been brought to public attention”

If Hun Xen is not involved in the nomination of Judge Laurent Kasper-Ansermet, why would he suggest prudent consideration of the judge’s activities?

Therefore, it can be safely concluded that Keo Remy is a LIAR, just like Hun Xen, his boss.

The government last week issued a stinging retort to civil society’s intense criticism of the draft NGO law, signalling that any changes to the law are unlikely to be substantive.

“For too long already, [Human Rights Watch director] Brad Adams and his peers have painted Cambodia NGOs as the victims of political and human rights violations committed by the RGC, which is a plain lie within a global framework of a campaign of intoxication [sic] against Cambodia,” the statement read.

Released late Thursday by the Council of Ministers’ Press and Quick Reaction Unit, the statement said that such criticisms of the draft NGO law were premature.

The Council of Ministers’ Press and Quick Reaction Unit declared the resignation of international Co-Investigating Judge Siegfried Blunk on Sunday a “serious blow” to the United Nations-backed tribunal.

It also claimed that calls for the co-investigating judges’ resignations were the result of a “campaign” by international organisations and the media to discredit the tribunal.

“International organisations (including Human Rights Watch, Amnesty International and the Open Society Justice Initiative) alongside persistent media interference … have long opposed the ECCC, and over the past two years have exerted increasing pressure to discredit and undermine the ECCC,” a statement from the unit said.

Tith Sothea, mouthpiece of the Press and Quick Reaction Unit (PQRU) of the Council of Minister, told local news media that the appeal by opposition leader Sam Rainsy, as well as that by overseas branches of the SRP, resulted from their lack of understanding of the Cambodian constitution and that these are intended to trample the constitution. He added that the action by the SRP is a scorn on the rights of the individual Hun Xen who is an elected country leader. He said that the issues raised by the SRP are inflammatory because it is confused.

Recently, the SRP-Europe issued an appeal titled “Demonstration to save the Khmer Nation” where a demonstration is planned for 21 October 2011 at the UN plaza located in front of Wilson Palace in Geneva, Switzerland. The demonstration was staked for the 20th anniversary of the signing of the Paris Peace Agreements on Cambodia.

Cambodia rejects Thai PM's statement on Preah Vihear temple

PHNOM PENH, Feb. 14 (Xinhua) -- The Press and Quick Reaction Unit of the Office of the Council of Ministers of Cambodia has issued a statement on Monday rejecting "the false statement of Thai Premier Abhisit Vejjajiva on Preah Vihear temple."

The statement said that the Bangkok Post on Feb. 11 reported, and which was also published in the National News Bureau of Thailand, that "Thai Prime Minister Abhisit Vejjajiva asks UNESCO to remove the temple of Preah Vihear from the World Heritage List, claiming that the delisting of the temple of Preah Vihear would remove tensions between Cambodia and Thailand."

The statement "strongly rejected the false statement of Thai prime minister", saying that the "real tension has been caused by Thailand's long-standing territorial invasion".
