KI-Media to the Phnom Penh regime: Please arrest Reach Sovannokor who worked at the Press and Quick Reaction Unit (PQRU) for accessing KI-Media, a website banned by the Phnom Penh regime. This man is violating the verbal rule issued by Samdach Hun Xen forbidding access to KI-Media. Not only that, he gave prominence to KI-Media on a respected government website. Synopsis: Nhiek Bun Chhay announced at a press conference that Funcinpec will not organize a commemoration for those (Funcinpec activists) who died during the 5-6 July 1997 event, following a decision made by the party leadership and its permanent committee. Nhiek Bun Chhay claimed that, in order to avoid too many commemoration ceremonies, only one commemoration will be held on Pchum Ben occasion only. Nhiek Bun Chhay squarely placed the blame on Norodom Ranariddh, his former boss, for trying to bring equity between Funcinpec forces – counting 20,000 soldiers – and CPP forced – counting 110,000 soldiers. Nhiek Bun Chhay alleged that Ranariddh tried to import armaments to Cambodia and ordered him to meet with Khieu Samphan behind Hun Xen’s back. When Hun Xen tried to meet with Ranariddh, the latter avoided the meeting and left the country, thus the ensuing carnage on 5-6 July 1997, Nhiek Bun Chhay claimed. Nhiek Bun Chhay added: “Samdech Krom Preah [Ranariddh] should be courageous enough to accept a large share of responsibility in this event.”

Dear Dr Peang-Meth,

I am responding to your article, Cambodia: Respect ideals and concepts, published by the Asian Human Rights Commission.

I cannot imagine why a normally-respected body such as the AHRC should have chosen to publish your rambling, pretentious, largely irrelevant and clearly politically-motivated article.

I also find it difficult to take seriously someone like yourself who once had such strong associations with Cambodia and yet has chosen not to engage himself in the country's democratic process but to snap rudely from the sidelines, from a position of comfortable exile in the United States.

It is rather ironic that you should choose to quote the words of the Lord Buddha saying: "Do not depend on others. No-one saves us but ourselves. We ourselves must walk the path." This from somebody who deserted his countrymen long ago; first to lecture at the University of Guam and now posing as a serious political analyst producing attention-seeking articles for those misguided enough to want to publish them.

The AHRC has also done itself no credit; publishing your latest article and yet at the same time cravenly protesting that it does not necessarily share your views. In which case, one has to ask: why has it provided you with a high-profile platform and the attendant publicity? The AHRC is not a magazine or newspaper seeking to present its public with the widest possible cross-section of views. It is a regional non-governmental organisation with its own very narrow perspective and agenda - which your views seem to admirably compliment.

One can only hope that you will stop writing such virulent criticisms of the democratically-elected government of Cambodian Prime Minister Samdech Hun Sen and those organisations such as the Asian Human Rights Commission will stop pandering to you.

In the interests of balance I will be asking the AHRC to post this letter within the "Views & Opinions" section of its website.

Below is a letter written by Cambidian Ambassador for United Kingdom regarding an article written by Dr. Gaffar Peang-Meth published by the Asian Human Rights Commission (AHRC). It is one of many articles that he has written in recent year. We publish it with a note from AHRC.

A note from the AHRC

It is the right of every person to express their views on matters that they believe to be important. The AHRC publishes opinion editorials of numerous journalists, diplomats and human rights defenders from countries across Asia so as to promote free discussion. We are committed to encouraging the free exchange of ideas and opinions in the belief that democracy and human rights will survive only if there is freedom of expression, including freedom of media organizations. The AHRC maintains that topics should be matters of public interest, and views should be expressed in a polite manner.

The views expressed by Dr. Gaffar Peang-Meth in his article entitled, ‘Respect Ideals and Concepts, not Arbitrary Leaders', is undoubtedly a matter of public interest. Numerous journalists, diplomats and human rights defenders have expressed similar concerns that the current situation in Cambodia is not reflective of the ideal enshrined in Cambodia’s Constitution and the promise made to the Cambodian people; that of a functional liberal democracy. This promise was written after a long period of tragedy in Cambodia. However, it is widely agreed that a functioning liberal democracy is still a distant dream for the Cambodian people.

The lack of judicial independence and threats to freedom of expression are two of the many problems in Cambodia that have been identified by numerous authoritative political and media sources. The AHRC is aware of these issues, and works to promote respect for human rights and legal reform in Cambodia through the publication and dissemination of statements and appeals. For example, the recent episode relating 13 women who were arrested and sentenced relating to demonstrations in Boeung Kak lake area. The free expression of views by all people is the primary way that a democracy can begin to confront and resolve problems. We hope that more people will peacefully discuss the issues that face their countries, so as to encourage a vigorous democratic discourse on the issues in Cambodia, as well as the issues facing other countries in the Asian region.

“It may be negative if they follow the Chinese system. China … does not have a good record for freedom of the press.”

Cambodia's government media mouthpiece, the Press and Quick Reaction Unit, has been under the careful tuition of comrades from the People’s Republic of China on dealing with deceptive foreigner reporters, the unit reported this week.

But government sources were silent yesterday on what exactly the Council of Ministers’ PRU had been learning from the communist state, which is ranked 174th on the 179-country Press Freedom Index.

The PRU reported that it was engaged in a fruitful exercise with China to help “mitigate negative impacts of foreign dissemination of misinformation and disinformation on government policies as well as the foreign allegations levelled against Cambodia and China.”

It’s regrettable that Mr. Adams’ dishonesty cannot produce any results. The preliminary election results show a landslide victory for Samdach Priminister Hun Xen and the CPP…

It is a shame for a respectable newspaper, such as the International Herald Tribune, it should review this poisonous article whose content is filled with personal violations. I can imagine that the majority of readers can think that something else is behind this [article] rather than providing news information and it will make the readers understand that the judgment effort by Adams is a useless waste of space.

Mr. Adams was one of the candidates who was invited to write a useless story and his criticisms are intended to show his disdain for Samdach Priminister only. Mr. Adams showed a view that people in the world would disagree with him. He should not put low value on the voters in Cambodia. Mr. Adams should practice as his organization’s name, Human Rights Watch, and he should respect the choice and the decision of the Cambodian voters also. (sic!)

He then showered Hun Sen with effusive praise, calling him a strong leader who solves problems while claiming that opposition parties can’t help people.

In a flashy first appearance on the campaign trail yesterday in Phnom Penh, Prince Norodom Ranariddh peeled off cash to supporters, defended the upcoming merger with Funcinpec and said that voting for certain opposition parties was the same as throwing ballots into the river.

Representatives from the Sam Rainsy Party and the Human Rights Party, whom Prince Ranariddh targeted for criticism, responded by calling him a puppet DOG of Prime Minister Hun Sen, who had encouraged the merger. And an election monitor said that doling out cash to supporters was common, but it could give observers the wrong idea.

“All the parties, they give money to the activists, because they pay them to organise activities. They post leaflets, they carry loudspeakers,” said Koul Panha with the Committee for Free and Fair Elections in Cambodia.

“It’s not a good image. People could consider it vote buying, because they don’t know who they [the activists] are.”

“I think voters will consider the prince and vote for the opposition party.”

Appearing publicly for the first time since the two royalist parties merged, Prince Norodom Ranarridh told reporters “only” Prime Minister Hun Sen had the ability to bring the parties back together.

Funcinpec and the Norodom Ranariddh Party announced they were joining together last week, after a six-year split, as Cambodians prepare for local polls on Sunday.

The prince, the son of former king Norodom Sihanouk, was forced from Funcinpec, once the main rival to Hun Sen’s Cambodian People’s Party, in a graft scandal in 2006. He remained in exile abroad until his return for national elections in 2008, when he led his own party in the polls, winning two seats in the National Assembly. Funcinpec also won two seats in 2008; the ruling Cambodian People’s Party won 90.
