Opposition Leader Suggests New Policy for Land

With forced evictions hitting urban and rural families alike, opposition leader Sam Rainsy on Thursday proposed a new policy to provide benefits for all.

Many evictions come under the pretext of development, but Sam Rainsy said these developments should consider the needs of the poor and not just the rich.

Sam Rainsy was referring especially to the Boeung Kak lake development in Phnom Penh, where more than 4,000 families have been moved off 133 hectares of land. People there had no rights to a proper solution, he said, as a guest on “Hello VOA.”

“Public debate must be conducted before a decision is made,” he said, adding that this was the role of democracy. “Such a project should not happen again.”

Under his suggested policy, city authorities should be able to legally, fairly and peacefully clear land considered a state asset, but they should refrain from selling it or leasing it to a private developer right away.

Instead, the land should be divided into three parts, one for commercial development, through open bidding, one for the social dwellings that would receive public subsidies derived from the commercial development, and one for the creation or extension of public space, such as gardens, playgrounds, libraries or sports facilities.

Development should be undertaken in a pleasant way, not in a manner that causes sorrow or suffering, he said. Thousands of families have been evicted from development sites to unwanted areas where there are no schools, infrastructure, health care, electricity or water, he said.

It is a good principles for urban planning and better living for the poors.

a comprehensive planning where all facilities such as school, health care, shopping, playground... are accomodated per volume of population is appropriate.

It is much better than just a quick bucks and left those in needs in hell.

Mr. Syrain Sam can say whatever he like, but who care about him??? He's good in talking but so weak in doing good things for the country.

Cambodian government is doing what they think it's good for the country but is not going to please opposition or anyone at all.

SRP and its supporters can crying out as much as they want, but Hun Sen is still running Cambodia until SRP disappeared.

i think opposition is gradually reform themselves too. i think this way they will be successful in the future endeavor. i like th fact they they now use carrot and stick with terms like "suggest", request, and so forth, because it shows that they are not dictators themselves. because people who demands too much at once is usually labeled as a dictator, believe it or not! however, if they ask diplomatically and respect local customs and etiquette and khmer protocol, etc, then more than likely they will be listened to and their requests will be followed through. i guess it's knowing social skills and changing tactic. it works better all the time, trust me! it takes skills, though! please keep making friendly demand for more reforms as opposition sees necessary and good for cambodia. this way we all can unite and work together like after every election in the USA, everyone comes together after the election and work together again. cambodian people deserve better treatment and better living, etc... after all our country and people had gone through so much already, enough already. we all should work and talk things out together in order to make our beloved and beautiful cambodia become stable and prosperous, etc... god bless cambodia.

Mr. Sam Rainsy alway talk about democracy, look at most of democracy countries the parties that lost election go on to their own normal business and let the winners run the countries and wait for next election. But for Sam Rainsy, after lost the election he still runnig around suggest this suggest that like kids. Mr. Sam Rainsy you should let the government do what they think best for Cambodia and wait for next election. Think about Cambodian not your own personal gain.

Be a little civilized my little old man. Cambodia is engaging with foreigners doing business and begging money to survive.

Do you think without the opposition party, the foreigners will trust Hun Sen. Hun Sen is smart enough to keep the opposition because he wants to show the world that Cambodia is slowly becoming a democratic society.


By the way Angkorian people were wealthy and very noble people, they didn't use languages like yours. I almosy half of your age, how would you feel if I call you Ah...?

Sam Rainsy is an opposition leader, and his ideology is different from Hun Sen. That's why he suggested his own policies.
Did you mention before you believe in democracy? If you do then let the opposition leader speaks.
You don't have to like his suggestions but respect him because that's all the democracy about.
