China, Cambodia Vow to Further Promote Strategic Partnership

China and Cambodia on Monday vowed to further promote their ties in a meeting between top political advisor Jia Qinglin and Cambodian Deputy Prime Minister and Foreign Minister Hor Nam hong.

"China attaches high importance to its comprehensive strategic partnership of cooperation with Cambodia, and will continue to deepen bilateral substantial cooperation so as to benefit both sides," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).

He spoke highly of the development of bilateral relations, citing frequent high-level visits, strengthened mutual political trust and fruitful substantial cooperation as some of the achievements made in the area.

Jia said China appreciates Cambodia's firm adherence to the one-China policy and steady support for China on issues involving Tibet, Xinjiang and other major issues.

"Cambodia is a good friend indeed, a friend that China trusts and relies on," Jia said.

Cambodian FM Heads to China to Boost Bilateral, ASEAN-China Ties

Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Hor Namhong left Cambodia on Sunday morning for a 3-day visit to China.

The visit aimed at cementing Cambodia-China ties and ASEAN- China relations, said a press release of the Ministry of Foreign Affairs.

At the Phnom Penh International Airport, the minister was seen off by Chinese ambassador to Cambodia Pan Guangxue and senior officials of the ministry.

"Cambodia and China have had very close and special relations and cooperation since the past to the present. The visit is to deepen the friendship relations," Hor Namhong told reporters before his departure.

During the stay in China, he said that he will hold talks with Chinese Foreign Minister Yang Jiechi on bilateral, regional and international issues; then, he will pay courtesy calls on China's top leaders.

In addition, the minister will deliver a speech on the ASEAN- China relations at the ASEAN-China Center and visit a Cultural Center.

Cambodia is the chair of ASEAN in 2012. With the chairmanship, the country pledged to strengthen closer ties and cooperation between the ASEAN and China.

The Association of Southeast Asian Nations (ASEAN) groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Cambodian FM to Visit China to Boost Ties

Cambodia's Deputy Prime Minister Hor Namhong, who is also a minister of foreign affairs and international cooperation, will lead a delegation to visit China on Feb. 5-7 in order to strengthen bilateral ties and ASEAN- China relations, according to the ministry's press release on Thursday.

The visit is made at the invitation of Chinese Foreign Minister Yang Jiechi.

BEIJING, Dec. 5 (Xinhua) -- China's top legislator Wu Bangguo met here on Monday with his Cambodian counterpart Heng Samrin, and both pledged to further exchanges and cooperation between parliaments.

Wu, chairman of the Standing Committee of the National People's Congress, hailed the traditional friendship between the two states.

He said the establishment of the China-Cambodia comprehensive strategic partnership of cooperation in 2010 initiated a new phase of bilateral ties.

Cambodia's President of National Assembly Heng Samrin on Sunday morning led a group of parliamentarians to pay an official goodwill visit to China from Dec. 4-10.

Heng and his party was seen off at the Phnom Penh International Airport by the National Assembly's First Deputy President Nguon Nhel and Second Deputy President Say Chhum, as well as Chinese Ambassador to Cambodia Pan Guangxue.

The visit was made at the invitation of Wu Bangguo, chairman of the Standing Committee of China's National People's Congress (NPC), said a press release from the National Assembly.

PHNOM PENH, Oct. 20 (Xinhua) -- Cambodia's Prime Minister Hun Sen on Thursday led a group of senior officials and businessmen to attend the 8th China-ASEAN expo and investment and business summit in China's Nanning, which runs from Oct. 21 to Oct. 26.

Srey Thamrong, a minister attached to Prime Minister Hun Sen, told reporters at Phnom Penh International Airport before departing for Nanning that senior officials accompanying the premier including the Minister of Commerce Cham Prasidh, Secretary General of the Council for the Development of Cambodia Sok Chenda Sophea, Finance Secretaries of State Aun Porn Moniroth and Ok Rabun and businesspeople totaling 250 people.

At the airport, the premier was seen off by other Cambodian high ranking officials and Charge d'Affairs of Chinese Embassy to Cambodia He Leping.

CPC senior official meets Cambodian People's Party officials

BEIJING, Oct. 12 (Xinhua) -- A senior official of the Communist Party of China (CPC) met with a delegation of officials from the Cambodian People's Party (CPP) on Wednesday.

Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said China and Cambodia have become good neighbors, friends, brothers and partners since the establishment of ties 53 years ago.

The CPC will work with the CPP to strengthen relations and strategic communication, promote exchanges between officials and promote bilateral cooperation in agriculture, infrastructure construction and mining resources in order to boost the China-Cambodia comprehensive strategic partnership of cooperation, Zhou said.

Second Deputy President of the Cambodian Senate Say Chhum, who is also chief of the delegation, said Cambodia values and appreciates the support given by the CPC and the Chinese government in promoting Cambodia's development.

BEIJING, June 21 (Xinhua) -- Chinese Vice President Xi Jinping met with Cambodian Deputy Prime Minister and Defense Minister Tea Banh and called for cultivating relations between the two countries and their armed forces to a higher level.

Xi, who is also vice chairman of China's Central Military Commission, spoke highly of the traditional friendship between the Chinese and Cambodian peoples and highlighted the comprehensive strategic partnership of cooperation between the two nations that has reached a new level.

The Chinese government highly values its ties with Cambodia and is ready to work with Cambodia for the healthy and stable development of the partnership, Xi said.

China, Cambodia Sign $6.4 Bln Deals on Wu's Visit [-Cambodia is now entrenched deep in the Chinese camp, what will Vietnam do?]

China and Cambodia on Thursday inked 6.4-billion-U.S. dollars deals ranging from infrastructure construction to energy exploration.

A total of 16 deals were signed after the hour-long talks between top Chinese legislator Wu Bangguo and Cambodian Prime Minister Hun Sen late Thursday afternoon.

The package of deals covered such key areas of bilateral cooperation as infrastructure construction, water resources development, telecommunication technology and energy exploration among others.

In earlier talks, Wu, chairman of the Standing Committee of the National People's Congress (NPC), the country's top legislature, reviewed the smooth growth of China-Cambodia ties since the two countries forged diplomatic ties in 1958.


"Particularly in recent years, bilateral relations have developed rapidly," Wu said, highlighting strong trust, sincere cooperation and mutual support.

Wu underlined China's commitment to developing ties with Cambodia, labeling the southeast Asian country as a reliable neighbor, friend and brother.

Hun Sen said China's rapid growth benefited the people and helped lift the regional and world economy out of the downturn.

On the economic front, Wu said growing economic cooperation would add continuous momentum to bilateral relations.

Wu proposed the two countries deepen agriculture cooperation, encouraging Chinese businesses to expand agricultural products trade with Cambodia and supporting Cambodia to upgrade its inspection and quarantine capability on agricultural products.

The top legislator called for stronger infrastructure construction cooperation, urging Chinese businesses to play a bigger part in Cambodian transportation, electricity and telecommunications construction.

Wu said Chinese financial institutions would like to provide financial support, calling for both sides to explore new ways of finance.

He also pinned hope on stronger investment and industrial cooperation, appealing for faster construction of a special economic zone at Sihanouk Port, which Chinese businesses got involved in building.

Hun Sen agreed with Wu, saying the two countries should work more closely in agriculture, infrastructure, economic zone construction and resources development.

Hun Sen reaffirmed Cambodia's adherence to the one-China policy, saying Cambodia banned any forces from separating China.

Both Wu and Hun Sen agreed that the international situation was undergoing profound changes, saying the two countries should step up cooperation between China and the Association of Southeast Asian Nations (ASEAN) and east Asian cooperation.

Earlier Thursday, Wu also met with Cambodian King Norodom Sihamoni and legislative leaders.

Wu arrived in Phnom Penh on Wednesday afternoon. Cambodia is the first leg of Wu's three-nation visit to Southeast Asia, which will also take him to Indonesia and Thailand.

Cambodia's ruling party reiterates support for one-China policy

The ruling Cambodian People's Party (CPP) on Wednesday in Phnom Penh issued a statement to reiterate its adherence to the one-China policy and said no to the Taiwan authority's efforts to re-open its representative office in Cambodia.

"For the last many years, we have noticed that there were many efforts by Taiwan to re-open its representative office in Cambodia. All these efforts didn't effect, because the Royal Government of Cambodia, which is led by Prime Minister Hun Sen, has always strictly respected the one-China policy and CPP also adheres to the same stance," said the statement.

CPP's stance is based on the principle of sovereignty, said the statement, adding that "we respect the sovereignty of our friends, our friends will also respect our sovereignty. The respect of our friends' sovereignty is as precious as the respect of our own sovereignty."

The principle of one-China policy can't be discussed, bargained and exchanged and it is the principle that we can't walk back from, it said.

"CPP would like to reiterate the stance that we accept the one-China policy only. We only recognize the People's Republic of China, which has official diplomatic relations with the Kingdom of Cambodia and wide-ranging relations in other sectors," it said.

While CPP is still in power, Cambodia will strictly respect the one-China policy and will not allow any presence of representative office of Taiwan in Cambodia, it said.

"We can only accept the presence of Taiwanese business people and investors in their private capacities," it added.

In a televised communiqué, Chea Sim stressed that the CPP noted “that there will always be attempts made to set up this (Taiwan representation) office in the kingdom, and this since several years ago.” Without criticizing directly this position (by the CPP), opposition leader Sam Rainsy is pointing to neighboring countries as example to the CPP: “in Thailand and in Vietnam, the Taiwanese were able to open representation offices.” “This is not only a political issue. We must also take into consideration the economic interest of our citizens,” Sam Rainsy indicated outside of the plenary session of the National Assembly. Cambodia recently declared that it would not support Taiwan’s attempt to obtain a UN seat. China said that it stands ready to take military action if Taiwan were to declare its autonomy one day.
