A Russian pedophile controversially pardoned in Cambodia's largest-known child sex scandal will be deported after he was arrested at the home of a teenage girl.

Alexander Trofimov, who built a $US300 million ($A309.71 million) tourist resort in the country, was arrested at the house of an underaged girl outside of Phnom Penh, police spokesman Kirt Chantharith told AFP, adding authorities will try to deport him shortly.

"Police arrested him (on Monday) ... while he was hiding with a local family," Chantharith said, adding that the Russian "loved the family's daughter, who is 11 or 12 years old".

"According to policy, we will have to expel him very soon."

Cambodia pardons Russian convicted of sex charges [-But why????]

Alexander Trofimov
Wednesday, December 21, 2011

PHNOM PENH, Cambodia (AP) — A prison official says a Russian businessman convicted of sexually abusing more than a dozen girls in Cambodia has walked free after being granted a royal pardon.

Preah Sihanouk Prison director Pich Veasna says 45-year-old Alexander Trofimov was one of 360 prisoners granted amnesty by Cambodian King Norodom Sihamoni. Trofimov had been convicted of buying sex from 17 girls between the ages of six and 13.

Before his arrest in October 2007 Trofimov was chairman of a Russian-led investment group developing a Cambodian tourist island.

Kent man sentenced for sexual exploitation of Cambodian children

December 10, 2010

Seattle Times

A Kent man was sentenced Friday to 15 years in prison for having sex with underage girls in Cambodia, according to the U.S. Attorney's Office in Seattle.

According to the U.S. Attorney's Office, Craig Carr, 59, used the Internet to contact someone in Cambodia who agreed to find girls for Carr to have sex with during a visit to the country. Carr paid the individual approximately $8,000 for sex with the girls during a week-long trip to Cambodia. Carr reportedly told the person arranging the sexual encounters that he wanted the girls to be about 12 years old, the U.S. Attorney's Office said.

Carr traveled from Seattle to Phnom Penh on Jan. 13. When he was arrested nine days later he admitted that he had sex with three young girls during his stay in Cambodia, the U.S. Attorney's Office said. His camera contained pictures of three young victims. Two of the victims have been located, according to the U.S. Attorney's Office.

Carr pleaded guilty to sexual exploitation of a child in July in U.S. District Court in Seattle.

Law Enforcement Blasts Decision to Release Child Molester Back into Orange County [-He molested a 7-year-old Cambodian-American]

Tuesday, November 16, 2010
By Orange County District Attorney's Office
The Capistrano Dispatch (California, USA)

SANTA ANA - Orange County law enforcement are warning the public that a violent, convicted sex offender is scheduled to be released on parole in Orange County after serving 25 years of a 49-year sentence for brutally sexually assaulting two young girls after kidnapping them in broad daylight.

Lawrence Joseph Brown, 52, is scheduled to be released to Orange County from Chino State Prison on Wednesday, Nov. 17, 2010. Despite repeated, persistent efforts by the Orange County District Attorney's Office (OCDA) to have Brown evaluated as a Sexually Violent Predator (SVP) in order to have him civilly committed, the Department of Mental Health (DMH) has failed to take the proper steps to protect the community by submitting a Request to File a Petition, which is required by law in order for the OCDA to legally file an SVP petition.

In order for the OCDA to file an SVP petition to have Brown civilly committed upon completing his criminal sentence, two independent evaluators from DMH must first determine whether the inmate meets the criteria of an SVP. There are three criteria that must be met in order to designate a person as SVP. First, the defendant must have committed at least one sexually violent offense. Second, he/she must be diagnosed with a mental disorder. Finally, it must be found that he/she is likely to re-offend unless he/she is held in custody and treated. DMH has failed to submit the necessary request and accompanying documentation, making it legally impossible for the OCDA to file an SVP petition against him.

"A dangerous, violent sex offender will be a free man to walk the streets of Orange County and prey upon our children. Lawrence Brown - the boogie man of every child and parents' worst nightmare. Our community can't afford to be exposed to this type of danger," stated Orange County District Attorney Tony Rackauckas.

Crimes against Jane Doe #1

Early in the evening on April 19, 1983, Brown abducted 8-year-old Jane Doe #1 while she was playing hide-and-seek near her home with friends. The inmate was 24 years old, 5 feet 11 inches, and weighed 205 pounds. His victim weighed 57 pounds. Brown pulled her in to his red van as she kicked and screamed to get away. Brown was a stranger to his victim and told her that he would hurt her if she did not shut up. He drove her to an unknown location and parked the van. The inmate forced Jane Doe #1 to orally copulate him before removing her underwear and raping her. Brown ejaculated and left semen on the victim's clothing. After the rape, the inmate drove the victim to a parking lot and dropped her off, telling her to go home and warning that he would return and hurt her if she told anyone about the sexual assault.

The Santa Ana Police Department began a massive search for the unknown predator and investigated over 100 red vans as possible leads. The investigation was ongoing in October 1983, when Brown committed another violent sexual assault against a second child.

Crimes against Jane Doe #2

At approximately 7:45 a.m. on Oct. 5, 1983, Brown kidnapped 7-year-old Jane Doe #2 as she was walking to school in Santa Ana. The victim was a 34-pound immigrant from Cambodia and did not know Brown, then 25 years old. He approached her on the street, picked her up, and covered the screaming victim's mouth and nose with his hands as he put her in his red van.

Brown drove the victim to a cemetery and opened the door wide enough to show her where they were. He told Jane Doe #2 that if she didn't do as he said, she would be killed and buried in the cemetery with the other children who had not listened to him. Brown continued to drive for awhile before parking and dragging the victim into the back of the van. He put a knife to her chest and told her he would kill her if she told her parents or the police about him. He also threatened to find her at school the next day and cut her body into little pieces, as he had done with another child. The inmate showed the victim a box containing what appeared to be blood-stained clothing and put a second, larger knife near the box. Brown then slapped Jane Doe #2 and told her to shut up when she began to cry.

Brown placed the victim on a bed in the back of the van and ordered her to undress as he exposed his penis and rubbed her chest and vagina. The inmate began to rape the victim, but became angry that her small size made the rape difficult. He then forcibly sodomized her as she cried. After sodomizing the victim, he forced his penis in her mouth and ejaculated, causing her to vomit. Brown again threatened to kill the victim if she told anyone about the sexual assault and then pushed her out of the van, telling her to walk home. The lost, terrified, crying victim wandered to a nearby market, where an adult found her and called the police.

On Feb. 17, 1984, Brown was arrested after officers observed him driving in a red van matching the description provided by Jane Doe #2. Subsequent investigation revealed that the inmate was responsible for the sex crimes against both Jane Doe #1 and Jane Doe #2.

Conviction and Release from State Prison On Feb. 15, 1985, Brown was found guilty by a jury of two felony counts of kidnapping and five felony counts of forcible sex crimes against a child. The jury also found true the sentencing enhancements that Brown kidnapped both children for the purpose of molesting them, and that he used a deadly weapon and inflicted great bodily injury on Jane Doe #2.

As a result of his conviction, Brown was sentenced to 49 years in state prison on April 1, 1985. He was to receive credit and serve 50 percent of his sentence. Had Brown been convicted today of the same crimes, he would have received a sentence of over 300 years to life in state prison.

The OCDA made consistent and repeated inquiries regarding Brown's release date in the interest of public safety due to the level of violence and perversion exhibited by Brown with the intention of providing relevant SVP assessment materials to DMH. The OCDA was informed that Brown would be eligible for parole in April 2011. In August 2010, the OCDA learned that Brown's release had been advanced to October 2010.

Despite the October 2010 date and without notification to either of his victims or the police department where he would be required to register as a sex offender, Brown was released in Orange County on parole from state prison on April 27, 2010. He was paroled to a friend's house in a residential area on Red Hill Avenue in the City of Tustin, approximately 350 yards from Spirit Academy, a school for children ages 5 to 18 years old. Brown quickly violated his parole by becoming transient and masking his GPS by failing to charge the battery to avoid being monitored. On May, 6, 2010, only 10 days after being released from prison, he was violated on his parole and sent back to state prison.

Efforts by the OCDA to Have Brown Civilly Committed as an SVP Following numerous calls to determine Brown's parole date and learning of the pending October 2010 release, the OCDA sent a letter on Aug. 5, 2010, to DMH containing the inmate's Project Innocence materials. This letter detailed that in March 2009, Brown filed a Project Innocence request with the OCDA claiming that he was not the predator who had committed the vicious crimes against the two little girls. He signed a waiver with his request acknowledging that any evidence obtained as a result of re-testing would be used against him.

The Aug. 5, 2010, letter to DMH explained that the OCDA agreed to re-examine Brown's case using DNA technology that did not exist in 1983. While many of the evidentiary items were degraded and could not be forensically examined, Brown's DNA was positively identified from the sperm that was recovered from Jane Doe #2's underwear. Despite this conclusive DNA finding, in addition to the strong eye-witness testimony, defendant statements, and forensic evidence presented during the 1983 jury trial, Brown continues to deny his guilt. The inmate has demonstrated no remorse or acceptance of responsibility for his crimes.

Despite a specific request by the OCDA, DMH failed to acknowledge receipt of the letter from Aug. 5, 2010. There has been no indication that DMH provided the letter to any SVP evaluator for review or consideration. Again on Aug. 31, 2010, the OCDA sent DMH a letter detailing Brown's brutal crimes. The letter was sent with a lengthy 484-page packet that included police reports, evidence documents, and the Project Innocence information. The OCDA implored DMH to review these materials when conducting an SVP evaluation of Brown and continued to place numerous calls and requests, offering assistance.

Finally, on Sept. 28, 2010, only four days before Brown was set to be released, and after repeated advocacy by the OCDA, DMH placed a 45 day hold on Brown for an SVP evaluation. No information has been made available to the OCDA as to what evidence, if any, was considered in the evaluation.

The OCDA is legally bound from filing an SVP petition without a request from DMH. The inmate is now scheduled to be released from state prison with no immediate available legal recourse to the OCDA.

"Brown knows he can never again be caught violently kidnapping and sodomizing a young girl. Isn't it only logical that next time he will murder his victim so he doesn't return to prison? What does the face of the next victim look like? Whose child are we risking?'" posed Rackauckas. "We cannot be deterred by the absolute failure by the Department of Mental Health to do their job. We are going to use every weapon in our legal arsenal to ensure Brown does not hurt any more people. I'm in the process of drafting legislation with Senator Lou Correa to reform this area of law. This legislation would require the Department on Mental Health to finally do their jobs."

Bail for sex tourist angers advocate

Thursday, May 27, 2010
CBC News (Canada)

A women's rights advocate is outraged that a Burnaby, B.C., man who pleaded guilty to sex tourism charges has been released from custody pending sentencing.

Kenneth Klassen pleaded guilty in B.C. Supreme Court May 21 to having sex with more than a dozen girls under the age of 14 in Cambodia and Colombia between 1998 and 2002.

"With all due respect to the defence attorney, it just seems like a joke," said Holly Dignard, of Caleb's Hope, an organization that works with female victims of sexual assault in developing countries.

Crown prosecutors and Klassen's lawyer discussed on Thursday the possibility of the convicted man wearing an electronic monitoring device while he remains out on bail, but the decision was deferred.

"If he was a serial murderer, I highly doubt they'd be releasing him with something around his ankle to make sure he doesn't go kill someone," Dignard said.

Under surveillance
The RCMP said that Klassen, 59, is under surveillance, and the Crown prosecutor in the case said the man had been told that police were watching him.

"He is aware of being followed," Brendan McCabe told the court.

As part of his bail conditions, Klassen had to surrender his passport to authorities, cannot be in the presence of children without permission, has to remain in B.C. and cannot be away from his residence for more than 24 hours.

Dignard said those conditions were insufficient. She has started an online petition urging the court to revoke Klassen's bail and "sentence this man to the full extent of the law."

"I find it goes back to the core issue of rape and violence against women. People don't take it seriously enough," she said.

Klassen also pleaded guilty to importing child pornography.

Arguments on Klassen's bail conditions resume on Tuesday. No date has been set for sentencing.

'Dad' Who Used Cash To Lure Boys Pleads Guilty In Sex Tourism Case [in Cambodia]

Friday, May. 14 2010
By Dennis Romero
LA Weekly Blog

A 75-year-old who dropped money in a Cambodian town as a ruse to attract boys to molest pleaded guilty in Los Angeles Friday to federal sex charges as part of a plea agreement, according to the U.S. Attorney's Office.

Jack Louis "Dad'' Sporich, a former Santa Monica resident who was expelled from Cambodia last year following the revelations of molestation, will likely face 10 years behind bars as part of the deal.

He was nabbed following operation "Twisted Traveler," a federal project to prosecute sex tourists who go to Cambodia to molest children.

An affidavit reveals that Sporich would drive a motorbike through the Cambodian town of Siem Riep and drop cash as a way to get boys to come to him. Cambodian authorities arrested him last year after two 12-year-old boys reported they had been molested.

The plea agreement would also have Sporich pay $30,000 to the two victims in order to help fund their educations.

Sentencing was scheduled for Aug. 2.

HONOLULU — A Hawaii man accused of having illicit sex with a 12-year-old girl in Cambodia is being held without bond in Honolulu pending a detention hearing.

Federal prosecutors say Richard David Mitchell of Kamuela, Hawaii, was arrested by police in Cambodia in August 2008. He remained in custody until he was returned to the U.S. on Saturday, when he was arrested at Honolulu International Airport.

U.S. Attorney Edward Kubo said Tuesday that the prosecution of the 61-year-old Mitchell is part of stepped up efforts to identify and prosecute "sex tourists" who travel to Cambodia to engage in sex acts with children.

According to court documents, witnesses reported seeing Mitchell engaging in curbside sex acts with the girl in August of last year.

Cambodian court sentences Michigan man to 13 years on charges of sexually abusing girl

Thursday, March 19, 2009
The Seattle Times (Washington, USA)

A Michigan man was sentenced Thursday to 13 years in prison on charges of sexually abusing a 13-year-old girl, a Cambodian court official said.

PHNOM PENH, Cambodia — A Michigan man was sentenced Thursday to 13 years in prison on charges of sexually abusing a 13-year-old girl, a Cambodian court official said.

Jason Todd Bambauch, 40, also was ordered to pay 20 million riel ($5,000) as compensation to the girl's family, Judge Chan Madina said.

Bambauch, a designer whose hometown was not immediately known, was arrested last September. Police charged he had sexual relations with the girl for more than a year, paying her $100 a month for her school fees as well as other money.

Bambauch's lawyer, Chap Keo, said his client never had sex with the girl and that her parents promised that he could marry her when she turned 18. The lawyer said Bambauch would appeal the verdict.

Lax law enforcement and poverty have made Cambodia a prime destination for foreigners seeking sex with minors. But police recently have stepped up efforts to fight the crime, and several foreigners are serving lengthy prison terms.

Phnom Penh - The leader of a Hari Krishna-affiliated aid organization in Cambodia was to appeal a conviction for molesting a 12-year-old girl, a Phnom Penh court said Thursday.

Police said US national Thomas Rapanos Wayne, head of a Hare Krishna aid group, was found naked in the company of two girls, aged 12 and 16, when he was arrested in a guest house in the capital in March. The age of consent in Cambodia is 15.

Wayne, alias Tattva Darshan Das, 55, was sentenced Wednesday to two and a half years in prison for committing indecent acts against minors.

'He was convicted but he said he was innocent and he will appeal,' court clerk Keing Bokhea said by telephone.

Wayne was formerly president of the relatively obscure Bhaktivedanta Eco Village (BEV) Cambodia, an educational aid organization.

He held a copy of the religious text Bhagavad Gita and a portrait of the Hindu god Krishna during his sentencing, the English-language Cambodia Daily said.

US Censures Release of Russian Pedophile

By Sok Khemara, VOA Khmer
Original report from Phnom Penh
31 July 2008

The US Embassy expressed strong disapproval Wednesday of the release of a Russian pedophile by Sihanoukville Court after a short sentence.

"Harsh sentencing is the most effective way to send a message to pedophiles that these crimes will not be tolerated," he said. "In this case the court has done a great disservice to Cambodia and its people by sending a confused message to those who would abuse the children of this country."

The US took Cambodia off a human trafficking "watch list" in an annual report earlier this year, for its efforts combating the crime.

"This case threatens to undo the hard work of the Royal Government of Cambodia in its efforts to crackdown on abuse and trafficking in persons in the country," Mussomeli said.

Six years' jail for HIV paedophile who molested Cambodia boys

Fri, 25 Jul 2008
DPA

Kiel, Germany - A 49-year-old HIV-positive musician who sexually molested boys in Cambodia was jailed Friday for six and a half years, with the German court ruling that he must be detained afterwards till he was no longer a risk to anyone else. Judge Stefan Becker said in Kiel the accused was perverted, incorrigible and unwilling to accept any behavioural therapy.

"He can't alter the fact that he is paedophile, but if he had wanted, he could have changed the way he copes with his paedophilia," said the judge in the northern city of Kiel. The defendant has a long criminal record for similar offences.

A Cambodian boy, 8, who was flown to Germany with his mother, had credibly testified about the sex acts with boys in Sihanoukville, Cambodia. The victim was only 6 at the time. The public was barred from the German court while the evidence was taken.

Other boys also flew to Germany as witnesses, but their evidence was ruled inadmissible because child-welfare workers in Cambodia might have suggested to them what they should say.

Defence lawyers said they would appeal the verdict, but judges ordered the accused kept in jail as long as it takes to appeal.

The German is currently serving a sentence for using a forged Danish passport to travel to Cambodia. His German passport had been taken away from him because of earlier offences.

The public-safety part of his sentence means he must stay detained beyond his sentence and can only be released if judges decide he has reformed. The man is infected with the virus that causes AIDS.

Italian faces pedophile charge in Cambodia

Saturday, March 1, 2008
AFP

PHNOM PENH -- An Italian tourist was charged Friday for allegedly sexually abusing six Cambodian children, police said. Fabio Cencini, 43, was arrested in the seaside resort town of Sihanoukville on Tuesday night while in the company of a group of children, said Suon Sophan, deputy chief of the town's anti-trafficking police unit.

Cencini is accused of molesting four girls and two boys, all aged between eight and 13, he said. "The court charged him on Friday morning with debauchery for molesting the children," Suon Sophan said.

"We have enough evidence to prove his guilt, but he has denied the crime," the police said, adding that Cencini was now in jail awaiting trial.

Thai molestation suspect convicted of similar crimes in Cambodia

November 7, 2007
TERRI THEODORE
The Canadian Press

Abbotsford, B.C. — A Canadian wanted on child-sex charges in Thailand was convicted in Cambodia of similar charges this year.

And police in Thailand claim to have evidence of Orville Mader's sexual activity with young boys dating back to 2003.

The information is contained in a document used to keep Mr. Mader in custody and outlines more than a dozen potential criminal charges Mr. Mader “will commit.”

Those charges include sexual interference, incest, bestiality in the presence of a child and sexual assault.

The document backs up those claims “as a result of convictions in absentia for debauchery in 2007 in Cambodia for offences that occurred in 2004.”

It also states there is “evidence of sexual activity with male children under 14 in e-mails exchanged in 2001 and 2004 in Cambodia.”

The Crown is using the information to prevent Mr. Mader from contacting anyone under the age of 14 if he is released on bail.

An Abbotsford court agreed Wednesday to hear Mr. Mader's bail application on Thursday after he made a brief appearance via video link from the North Fraser Pretrial Centre.

“Yes, I'm Orville Frank Mader,” he confirmed as he sat slumped over in a plastic chair in front of the camera being projected to the court.

The slim, 54-year-old had his sandy brown hair cut short and was wearing an orange, prison-issue jump suit.

When the court learned he had a Vancouver lawyer, it set his bail application to the next afternoon.

The Kitchener, Ont., resident, who has a home in the Vancouver area but apparently has lived in Asia for years, is wanted in Thailand on allegations he had sex with an eight-year-old boy.

Mr. Mader was arrested last Friday after stepping off a flight at Vancouver International Airport and held under a protective order after a provincial court judge ruled he could present a threat to children.

The Crown said last week Mr. Mader can go free if he agrees to conditions that keep him away from places frequented by kids, such as playgrounds, schoolyards and community centres.

PHNOM PENH (Reuters) - A 61-year-old German man was charged on Monday with sexual abuse of four Cambodian children, the latest Westerner to be charged with similar crimes as Southeast Asia cracks down on paedophile tourists.

Jopen Reimund Hubert of Cologne was arrested in a raid on his Phnom Penh hotel room. He was found with a 14-year-old girl, said Colonel Keo Thea, chief of Phnom Penh's anti-trafficking unit.

Police also said they confiscated scores of pornographic pictures stored in his computer, including a picture of one of the four girls.

Prosecutor Sok Kalyan said he had charged Hubert with sexual abuse of the girls, which could land him in jail for up to 20 years.

Hubert, who denied the charges, was remanded in custody and could spend up to six months behind bars while police complete their investigation.

"I did nothing bad," he told Reuters when he appeared in court for a remand hearing.

"The girl in my room, I saved her from committing suicide. She has problem with her parents," he said. "I spent my own money to support those girls to go to school, buy food, and clothes. This all a mistake."

Activists of the Action Pour Les Enfants anti-paedophile group said they had followed Hubert for the last two years and tipped police off about him after he was seen with four girls in the beach town of Sihanoukville.
