Twenty convicts in Preah Sihanouk Provincial Prison were employed by military and local authorities to tear apart a nearby village on land slated for a second prison compound, villagers and rights groups alleged yesterday.
However, prison authorities denied that any incarcerated people were involved in the actual eviction of villagers, despite multiple rights groups attesting to the prisoners’ participation.
The Cambodian Center for Human Rights said yesterday that an armed force of military police, along with 20 prisoners, descended on Village 16 in Sihanoukville town late last month and tore apart the homes and crops of about 16 families living in the area.
“The use of prisoners to carry out a forced eviction in Sihanoukville highlights the irresponsible and abusive manner in which the state is administering prison labour and carrying out forced eviction, breaching the legal and human rights of both prisoners and land occupants,” CCHR said in a case study of the eviction published over the weekend.

More than 1,000 people marched in Sihanoukville yesterday to raise awareness of the exploitation of child labour, said rights workers.
Kong Socheat, child rights advocacy co-ordinator for Licadho, said the province had been chosen for its high rate of child labour, especially in the fishing sector. The march, which involved the local authorities, families and NGOs, was timed to Tuesday’s World Day Against Child Labour.
“We all, the government and the organisations, have to work together to ... protect the child from working, and especially their parents have to pay attention to sending their children to school over asking them to work,” said Kong Socheat.
The labour law is lacking in child protections, he added.

Cambodia's 1st state-owned industrial zone inaugurated
PHNOM PENH, May 1 (Xinhua) -- Cambodian Prime Minister Hun Sen on Tuesday inaugurated the country's first state-owned Special Economic Zone, appealing to Japanese investors to put their business ventures in the zone, local media reported.
The Sihanoukville Port Special Economic Zone (SPSEZ) is situated adjacent to the Sihanoukville Autonomous Port, about 230 km southwest of Phnom Penh, the capital of Cambodia.
The construction of physical infrastructure, water system and electricity lines in the 70-hectare zone was begun in October 2009, costing 35 million U.S. dollars, which is the low-interest-rate loan from the government of Japan.
"Cambodia has a lot of Special Economic Zones, but the SPSEZ is the only one state-owned industrial zone," Hun Sen said during the inauguration of the zone.

Respect for street food

A young boy of the dusty streets playfully slaps a mound of raw meat as the shopkeeper looks on, unconcerned; butchered poultry perches on tables and fish splay across the ground in the midday sun, unrefrigerated; flies swirl and dogs walk about brilliantly colored pyramids of tropical fruit and vegetables.
Admittedly, food safety standards in the immense, high-energy street market in Sihanoukville, Cambodia, are different than those in Chicago. This Southeast Asian souk could never get a pass from a Chicago health inspector. Not by a long shot.
Still, I broke defensive when a British visitor sneered that this thriving social and commercial hub was a “sh---- place.”
Many would likely be appalled by food safety practices in even fine-dining kitchens, and we haven’t forgotten the sickness and death brought on by tainted cantaloupe, spinach and the all-American hamburger.

Members of the Khmer Krom minority in Vietnam who moved to Cambodia say they cannot get a clean water system in their village because they are ignored by local authorities.
The residents of Bek Krong, in the Prey Nop commune in southern Cambodia’s Sihanoukville province, say that life has been more difficult for them in Cambodia than they expected because they lack access to the most basic necessity.
“It is hard because we don’t have fresh water,” said Krom Soeung Thy, a Bek Krong resident who fled Vietnam 20 years ago.
“The fresh water has to be supplied from elsewhere and the price is so expensive,” he said.
The isolated village, where homes are built on stilts above sea water, is the only Khmer Krom village in the commune and the only one without access to clean water.

A Ford assembly plant in Preah Sihanouk province will supply Cambodia’s limited but growing car market, the American carmaker’s local representative RMA Cambodia announced yesterday.
The US$3 million investment, wholly owned by RMA, has a capacity of up to 6,000 vehicles per year, and is expected to drop the domestic price of the Ford Everest model by up to 25 per cent, according to RMA CEO Rami Sharaf.
Initial production figures, however, were undetermined as the Kingdom’s second vehicle assembler tested the market.

In a rare siding with villagers, government officials earlier this week rejected a proposal by tycoon Kith Meng to develop the area surrounding Boeung Prek Tub lake in Preah Sihanouk town and instead vowed to issue proper land titles to residents.
Ministry of Land Management, Urban Planning and Construction spokesman Benghong Socheat Kemro told the Post yesterday that Kith Meng’s proposal to develop the 82-hectare Boeung Prek Tub lake area in commune three had been rejected at an inter-ministerial meeting the day before.
“There is no approval from the state,” he said.
“The people will stay in the same place without any eviction. The state does not intend to put eviction on them.”

SIHANOUKVILLE (Kyodo) -- Athletes from 22 countries joined the first Sihanoukville International Half Marathon on Sunday in Cambodia's southwest coastal city Sihanoukville.
Of the 1,150 athletes in the 21-kilometer race were 50 expatriates living in Cambodia and 103 overseas athletes.
Speaking of the race, Thong Khon, the tourism minister, said, "The creation of a sporting event is the creation of a tourism product that provides benefits to socioeconomic welfare of the people and direct benefits to businesses."

Cambodia hosts 1st Sihanoukville Int'l Half Marathon
PHNOM PENH, March 11 (Xinhua) -- Cambodia on Sunday held the first Sihanoukville International Half Marathon, aiming at promoting sports and attracting tourism to coastal areas, said a senior sports official.
Vath Chamroeun, secretary general of the National Olympic Committee of Cambodia, said that the event was attended by around 1,000 professional and amateur athletes including some 100 foreign runners from 12 countries.
"The event is vital to promote sports and tourism in coastal areas," he said.

ON a sunny weekday in Kep, a seaside village about halfway along Cambodia’s coast, the crab market was heaving. Women in straw hats and rubber boots stood knee deep in the surf shouting out prices, periodically darting into the sea to pull writhing specimens out of wicker baskets. Children of all ages ran through the stalls; it seemed as if the entire town had congregated in this one main square.
Nearby, suspended over the water overlooking the South China Sea, rickety open-fronted restaurants were perched on stilts. At one of the smallest, the Seagull, I sat with my son and husband watching wooden fishing boats move slowly along the coastline as the family who owns the spot prepared what would be the finest steamed crab I had ever tasted. Even my one-year-old tucked into the white buttery meat.
It was a scene that felt quaintly out of time, made all the more novel because we were somehow able to exist seamlessly within it. No one tried to sell us souvenirs or offer to guide us around town. It was just life as it had always been and always would be.
But of course this wasn’t true.

Tourism flocked into Cambodia’s hot spots, Sinhanoukville and Angkor Wat last month compared to January last year.
According to Sinhanoukville Tourism Department deputy director Seng Kha local tourisms into the region grew 57.52 percent from 68,816 in January 2011 to 108,400 this year while international figures jumped 51 percent to 23,041, Tourism Cambodia reported.
Mr Kha contributed the rise to the ever-popular Chinese New Year combined with the region’s sear festivals and beaches.

Cambodia celebrates Sea Festival, New Year Countdown at coastline
PREAH SIHANOUK, Cambodia, Dec. 31 (Xinhua) -- Cambodia on Saturday organized a number of sports and entertainment events on Ochheuteal beach in Preah Sihanouk province to celebrate Sea Festival and New Year Countdown.
The celebration was presided over by Cambodia's Minister of Tourism Thong Khon, aimed at promoting the potential tourism of the coastline after it has been registered as the member of the club of the most beautiful bays in the world in May, 2011 and to create joyful opportunity for the tourists on the occasion of New Year 2012.
"Through the events, we encourage people to love environment and coastline," said Thong Khon, estimating that some 50,000 national and international tourists have been taking part in the events.

A representative of more than 300 families from Preah Sihanouk province locked in a dispute with a company run by ruling-party senator Lao Meng Khin travelled to Phnom Penh yesterday to seek government intervention.
Yon Savat, a village representative from Prey Nop district’s Bit Traing commune, said he had filed a complaint with the Ministry of Information after receiving no reply to a complaint he had lodged with Prime Minister Hun Sen’s cabinet in August.
“I asked [Information Minister Khieu Kanharith] to go and research our place, because he is a government representative,” he said.
Since 1993, 323 families had lived on 728 hectares of land in Puo Thoeung village in Bit Traing commune, Yon Savat said, before businessmen and officials violently seized the land in 2005.
