On 22 February 2012 (one year ago), the International Co-Prosecutor, Andrew Cayley, issued a statement  in which he provided information regarding several crime sites involved in Case 003: (link: http://www.eccc.gov.kh/en/articles/statement-international-co-prosecutor-regarding-case-file-003)
(1) S-22 Security Centre in the Phnom Penh area;
(2) Wat Eng Tea Nhien Security Centre in Kampong Som Province;
(3) Stung Hav Rock Quarry forced labour site in Kampong Som Province;
(4) Capture of foreign nationals off the coast of Cambodia and their unlawful imprisonment, transfer to S-21 or murder; and
(5) Security centres operated in Rattanakiri Province. 
 So where is the new information in the new statement?

Sam Rainsy to Visit Singapore, Malaysia and Burma



SAM RAINSY TO VISIT SINGAPORE, MALAYSIA AND BURMA

After visiting recently the Philippines, Indonesia and Thailand, opposition leader Sam Rainsy is to attend a number of events taking place next month in three other Southeast Asian countries, all members of ASEAN:

- SINGAPORE: From March 1 to 3, the Council of Asian Liberals and Democrats (www.cald.org), which is currently presided over by Sam Rainsy, will host a conference on “Challenges to Fundamental Freedoms” and a seminar on “Forging Ties Among Women Leaders.”

- MALAYSIA: On March 4-5, there will be an “International Conference on Malaysia 13th General Elections” organized in Kuala Lumpur by the national opposition movement led by Datuk Anwar Ibrahim. Sam Rainsy is invited to share his experience in the fight for free and fair elections and democratic reforms, a challenge common to several Asian countries.

- BURMA (MYANMAR): Sam Rainsy, as Cambodia’s opposition leader and CALD chair, is invited at the historic First Congress of the opposition National League for Democracy (NLD) led by Daw Aung San Suu Kyi. The Congress, which will be closely watched by the international community, will take place in Rangoon (Yangon) on March 9-10.

When he takes the floor as CALD chair, Sam Rainsy speaks on behalf of eleven member parties or organisations, in government or in opposition, from Burma, Cambodia, Indonesia, Malaysia, Mongolia, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan and Thailand. The Sam Rainsy Party is also a full member of Liberal International, a world grouping of liberal and democratic parties (www.liberal-international.org), which gave Sam Rainsy its Prize for Freedom in 2006.

Officials from the National Election Committee and the ruling party responded yesterday to allegations made by self-exiled opposition leader Sam Rainsy, who publicly accused the NEC of manipulating voter lists in favour of the Cambodian People’s Party.

Tep Nytha, secretary-general of the NEC, dismissed the accusations, levelled in a press release issued Sunday, saying that at this early stage – elections are scheduled for July 28 – he wasn’t even sure of the number of candidates. He insisted that NEC had always been open and lawful in managing past elections.

“I have not even published the ballots yet, and this is just the opinion of one person,” Nytha said.

Every candidate thinks he is a winner, and drops the blame at the NEC’s feet when elections don’t pan out, he added.

Council of Ministers spokesman Phay Siphan fired back at Rainsy yesterday, accusing him of attempting to gain popularity while invalidating the 2013 elections before they begin.

Villagers may get land titles

Representatives of 171 Pursat families who claim to have been unfairly left out of the government’s land-titling process said they have reached a tentative agreement with the minister of Industry, Mines and Energy to continue farming on the Bakan district land they have occupied for years.

Pin Syli, a villager from Andoung III, said he and about 150 people met with minister Suy Sem yesterday while he was distributing titles to other Pursat residents and lodged their complaint.

“The minister said that he will allow us to use those lands . . . and he will hold a meeting to find [a permanent] solution later,” he said.

“It is extremely unreasonable that authorities say it is state land. In order to follow the local authorities’ solution, we have to rent land from the state, even though we have been growing crops there for 10 years,” added Syli.

Police are investigating the motives behind a brutal axe attack near a rubber plantation in Oddar Meanchey province that left a 20-year-old environmental officer dead and his colleague seriously injured early yesterday morning.

Bou Boeun died after being attacked as he slept in a hammock at about 4am while apparently working a second job as a guard for the Vietnamese-owned Tay Ning Rubber Plantation company in Trapaing Prasat district’s Trapaing Prasat commune, Lieutenant Colonel Chan Sethapal, the provincial military police’s deputy chief of staff, said yesterday.

“Bou Boeun was struck many times with an axe. He died in his hammock. Im Vuthy, 31, was also hacked many times in the neck and hands. He survived the attack but with serious injuries,” he said.

Vuthy was taken to hospital following a report from rubber company workers at about 5am.

Forty-five Cambodians were shot dead after crossing into Thai territory last year to illegally log rosewood, a threefold increase from 2011.

The figure, obtained yesterday from the Cambodian-Thai Border Relations Office, shows an explosive increase in logging deaths in recent years.

Fifteen people were killed in 2011, nine in 2010, and eight in 2009.

Pich Vanna, deputy chief of the Cambodian-Thai Border Relations Office, told the Post that senior military officials met yesterday to discuss the situation.

“We have insisted that our Thai counterparts make the effort to not shoot at our people and instead take legal action, but they continue to shoot again and again. Therefore, we have to make the effort ourselves to restrict people not to illegally cross the border for illegal rosewood logging,” said Vanna.

Self-organized garment workers at a Walmart and H&M supplier factory in Phnom Penh, Cambodia, have been camping in front of their shuttered factory for almost two months to prevent their bosses from taking out the sewing machinery.

Now the workers have escalated to blocking roads, and will launch a hunger strike February 27—all to push Walmart and H&M to pay them the back wages they are owed. Their cause is drawing support from workers at another Walmart subcontractor on the other side of the world.

“We decided to go on hunger strike to show that we not just any workers,” said one of the leaders, Sorn Sothy, 26, who works in the warehousing part of the Cambodian factory. “We are strong, committed, and united.”

Details on the government’s acquisition of a new private airliner remained elusive on Monday with officials saying that only Prime Minister Hun Sen and State Secretariat of Civil Aviation Secretary of State Mao Havanall are privy to the agreement to procure the 150-seat French-made Airbus A320.

CPP lawmaker Cheam Yeap—who last week said the government had purchased the estimated $91.5 million plane, then quickly retracted his comments the following day saying the plane was on lease—on Monday said that only Mr. Hun Sen and Mr. Havanall knew the specifics of the deal.

“Samdech Hun Sen is the prime minister…and has the right to decide to lease it. I know that the Secretary of State of Civil Aviation [Mr. Havanall] is in charge of the plane,” Mr. Yeap said.

“They know the details,” he said.

Cambodia reported its eighth fatality after a 35 year-old man residing in the northeastern province of Kampong Cham succumbed to the bird flu. According to the deputy head of the health ministry's disease surveillance bureau, Ly Sovann, the Phnom Penh hospital confirmed that the man was indeed inflicted with the H5N1 virus. The increasing number of deaths from the bird flu within a short period of time is raising fear for both the nation and the world.

"We are really worried about the situation because in just two months we have nine cases of the bird flu," the deputy expressed.

The latest victim apparently had eaten two dead ducks before he had fallen ill to the virus. The ducks were among the many birds that had died earlier in the month. The villagers did not take into the account that the dead birds could have died from the virus. The correlation between the eight victims' villages and the amount of dead birds is alarming as investigators found thousands of dead birds in every victim's village. The health ministry stated that the villages did not report the large cases of dead birds, which hindered any chances of early prevention for the victims. The ministry will increase surveillance for all villages in order to catch and treat the bird flu early. All villages are now required to report dead poultry immediately and are told to not consume any of the dead animals until further notice.

A 35-year-old man has become Cambodia's eighth bird flu fatality this year, prompting concern about the spread of the virus in the country, a health official said Tuesday.

The latest victim, from the northeastern province of Kampong Cham, died on Monday night from the H5N1 virus in a Phnom Penh hospital, said Ly Sovann, deputy head of the health ministry's disease surveillance bureau.

He said the man had eaten two ducks which had previously died before he became sick earlier this month.

A couple in Takeo province had a two year old child who was very sick. At midnight the child was very pale and weak and his pupils turned white. The child was still breathing, but unresponsive. They took the child to see a community doctor the next morning. The doctor said there was no hope for the child and told the family to prepare the funeral ceremony for the child. He told them the child was going to die and he would only live until noon.

The parents were very sad, but someone told the parents about Pastor Heng Socheat, the Pastor of New Life Fellowship Sdok Prey. He told them to go to Pastor Socheat and ask him to pray for the child. The parents were hopeless. Going to Pastor Socheat was now the only option that offered them any hope. They decided to go to Pastor Socheat.

Pastor Socheat told them he had no power to heal the child, but that his God is strong and He (God) could heal the child. He shared the good news about Jesus with the family and then he prayed for the child. After 30 minutes of praying, the child’s hands moved, then he opened his eyes and he spoke to his parents. The child was healed and now the whole family attends Church at New Life Fellowship, Sdok Prey, Takeo.

No money, no humanitarian medical care? Did the US doctors already learn the Cambodian way to healthcare?


We ask the press to investigate the claims of the US medical team in Takeo that they are providing FREE medical services. It came to our attention that some poor people who have relied on the information of free medical services of eye surgery, dental and eye check ups have been asked to pay for the surgery, for the glasses to be cut, for registration, for the paperwork.

Case of 18-year old Ratana who waited in line for eye surgery at Takeo Hospital on Monday, Feb. 25, transported at early afternoon with the group in need of eye surgery to another location. Was asked to stay overnight for surgery to be performed this morning (Feb. 26) on the condition that his relative pay for $40 for registration, another $100 for the surgery) - request of money through an intermediary. Refusal to pay as it was understood that the surgery is free. Now he is told that he has to wait indefinitely, maybe tomorrow for the surgery, or later, as now there are too many patients. Ratana, originally from Svay Rieng, took time off on Monday from work in Phnom Penh to go for the free eye surgery. Ratana: 010.333.150. His sister Socheata: 010.906.991.

Cambodia reports 9th bird flu case

PHNOM PENH: Cambodia reported on Tuesday that a 35-year-old man died of Avian Influenza H5N1, bringing the death toll to eight and the number of cases to nine in 2013, health officials and victim's family said Tuesday.

The man, identified as Thoeun Doeun, lived in Trung Trang district of Eastern Kampong Cham province.

"He died of the bird flu virus last night after a four-day medical treatment at the Calmete Hospital in Phnom Penh," Suon Sokhy, younger sister of the victim, told China's Xinhua news agency over telephone.

She said that her brother became sick after he took a dead duck to cook and ate.

Rights Groups Decry Bar Association Gag Order

The Bar Association of Cam­bodia (BAKC) came under more fire on Friday for what three local hu­man rights groups said is an at­tempt to infringe on the rights of lawyers to speak to the media.

The Bar Association sent a letter to its members on January 23, which informed them that legal action would be taken against them if their communication with the media brought the legal body into disrepute. On the association’s re­quest, this was reiterated by the Ministry of Information on January 31, which told television and radio stations to seek ap­proval from the lawyers club be­fore speaking to its members.

“Neither the BAKC nor the Min­istry of Information have any place determining who can and cannot appear in the Cambodian media—a free and independent media being a cornerstone of any democratic society,” local rights groups Adhoc, Licadho and the Cambodian Center for Human Rights said in a joint statement.

Amnesty International Starts Petition for Sonando

Amnesty International on Thurs­day issued a call to action, urging people to appeal to Prime Minister Hun Sen and other high-ranking government officials for the release of jailed radio station owner Mam Sonando ahead of his retrial next month.

Mr. Sonando, 71, was imprisoned for 20 years on October 1 for his alleged involvement in an in­surrectionist movement in Kratie province.

The Phnom Penh Mu­nicipal Court verdict was met with widespread condemnation, in­cluding from Washington, and Mr. So­nando’s appeal date has been set for March 5.

In the “urgent action,” as Am­nesty International called it, people are asked to write to Mr. Hun Sen, Interior Minister Sar Kheng and Foreign Minister Hor Nam­hong, “Demanding the immediate and unconditional release of Mam Sonando, who is a prisoner of conscience, and that his conviction is overturned.

Gen. Dien Del gave his all for Khmer

This article is a tribute to a distinguished field commander, Gen. Dien Del, of the Khmer Republic from 1970-1975 and of the Khmer People's National Liberation Armed Forces. Dien Del fought Vietnam's military occupation of Cambodia from 1979-1990.

Born in 1932 at Soc Trang, Kampuchea Krom, now southern Vietnam, Dien Del passed away in Phnom Penh on Feb. 13. His body was cremated on the 17th.

I knew Dien Del as a friend and a comrade-in-arms. We met in Cambodia when I took a semester out of graduate school to observe the situation in the field after the March 18, 1970, deposal of then Chief of State Prince Sihanouk. Dien Del was a lieutenant colonel.

We did not meet again until sometime after May 1975, in the United States. This time, Dien Del was a refugee. The Khmer Republic collapsed on April 17, after the U.S. withdrew from the region. Most government members declined the U.S. offer to be airlifted to safety -- including Republican leader Prince Sisowath Sirik Matak, who was executed by the Khmer Rouge.

Rising young star

A young rising star, Dien Del was a brigadier general commanding the 2nd Division in 1972, and was commander of the Territorial Forces and governor of Kandal Province from 1974 until April 16, 1975.

His and others' dreams to set up a rear base in northwestern Cambodia as the Khmer Rouge entered Cambodia's towns and cities were thwarted because of volatile conditions on the ground, and their helicopters landed them in Thailand.

As my colleagues and I were having lunch , we saw a land cruiser with a logo that says: Cooperation-Kingdom of Cambodia with the German and Cambodian flags and FEDERAL REPUBLIC OF GERMANY at the bottom - the logo of the German Aid program(GIZ). We were very shocked when we saw 2 men wearing T-shirts with the Cambodian People's Party logo and CPP name in Khmer written in the back.

When we confronted them, the men started to go to the car to change their CPP shirts.

They refused to tell them which ministry they work for.

Hun Sen Says Chinese Companies Not Favored, Just First Served

Prime Minister Hun Sen on Saturday lauded his government’s strong ties with China, but said Cambodia does not give Chinese companies any preferential treatment.

Mr. Hun Sen was speaking at the inauguration of the $47.1 million Kirirom III hydropower dam in Koh Kong province’s Sre Ambel district—constructed by a state-owned Chinese company under a 30-year build-operate-transfer agreement.

Mr. Hun Sen said he had agreed last year with the outgoing Chinese leadership, President Hu Jintao and Prime Minister Wen Jiabao, to increase already-good cooperation between the two countries.

“Both counterparts agreed to in­crease to a higher level of strategic cooperation in all sectors,” Mr. Hun Sen said. “Now, Cambodian-Chinese relations are reaching a higher level.”

He added that he would visit China in April to meet the new rulers, President Xi Jing­ping and Prime Minister Li Keqiang, who are set to take power in March in a once-in-a-decade leadership change.

Thailand Denies Hun Sen’s Claims of Rising Border Tensions

A Thai official on Sunday denied that tensions with Cambodia over contested borderland were on the rise, despite a surprise warning from Prime Minister Hun Sen that Thailand is planning to take military action if the International Court of Justice (ICJ) awarded the territory to Cambodia in an upcoming decision.

On Friday, Mr. Hun Sen said Thailand “will used armed forces” should the ICJ award Cambodia a 4.6-square-km border area next to Preah Vihear temple over which the two countries have fought several brief but deadly battles since 2008. Mr. Hun Sen advised the Cambodian military to be on high alert “for any bad actions that disturb our sovereignty.”

The ICJ is scheduled to hear oral arguments from Thailand and Cambodia in mid-April—ahead of national elections here in July—and is expected to issue a decision later this year.

The Bangkok Post on Sunday reported that the Thai and Cambodian defense ministers were planning to meet for lunch on Tuesday to “cool tensions” over the disputed area ahead of the ICJ’s decision.

But Thai Foreign Affairs spokes­man Manasvi Srisodapol said bilateral relations—which have warmed considerably since the election of Thai Prime Minister Yingluck Shinawatra in 2011—were still good.

Rainsy Tells Election Observers to Stay Away

International observers from democratic countries and respected organizations will not come to observe communist-style elections. The result of such fake elections will not be recognized as legitimate because it will not reflect the will of the Cambodian people. Any government stemming from such illegitimate elections will be likewise considered as illegitimate. Then the Cambodian people will have the right and will be given the means to remove from power any illegitimate and illegal government.

Rainsy Tells Election Observers to Stay Away

Opposition leader Sam Rainsy has appealed to the international community to refrain from sending observers to Cambodia’s national elections in July so as not to lend legitimacy to the poll.

The call comes as foreign governments and international organizations already appear reticent to send observers to monitor the vote.

In a statement sent to media on Sunday, Mr. Rainsy, who resides in self-imposed exile in Paris to avoid convictions handed down by Cambodian courts, said the forthcoming elections will not be legitimate.

“Their organization by the National Election Committee (NEC), controlled by the authoritarian Cambodian People’s Party (CPP), which has been in power for 34 years, runs fundamentally counter to international standards,” Mr. Rainsy said in the statement, in which he complained of manipulation of voter lists, and a “totalitarian drift” in Cambodia.

Appeals Court To Hear Suit Against Opposition Leader

Foreign Affairs Minister Hor Namhong is suing Sam Rainsy for comments he made that linked the minister to the Khmer Rouge, during a speech in 2008.

Opposition members of the Sam Rainsy Party say they want a delay in an upcoming hearing in a lawsuit brought against the party leader by a top ruling party official.

Foreign Affairs Minister Hor Namhong is suing Sam Rainsy for comments he made that linked the minister to the Khmer Rouge, during a speech in 2008.

Sam Rainsy was found libel in the suit, which carries criminal penalties, by a lower court, which sentenced him to two years in jail and a fine of $2,000.

The Appeals Court announced last week it would hold a hearing on that decision on March 12.
