Cambodia's police finally have the green light to pursue, arrest and expel notorious Russian pedophile Alexander Trofimov, but at least some of them believe he may have already slipped over the border.

Preah Sihanouk provincial police chief Tak Vantha said police had begun searching for Trofimov after receiving an order for his arrest from the Ministry of Interior last week.

“I think that he disappeared from the province for a long time. I heard recent rumours (while investigating) that he may have escaped to Vietnam or Thailand,” Tak Vantha said.

It’s a long climb up three flights of steep, narrow steps on an outdoor stairway flanked by a wall topped with razor wire.

Even after reaching the apartment door, there’s another flight of stairs. At the top, a narrow landing separates the bathroom and kitchen — little more than a sink and a counter top — from a large single room.

It’s a typical Phnom Penh apartment. The main room has a bed and a mattress on the floor and an ironing board. A wide tiled balcony in front is filled with laundry drying on racks.

Until recently, Da and Sophia had never imagined such luxury.

The sisters — now aged 22 and 18 — and their 17-year-old brother are Vietnamese, but they grew up in a village called Svay Pak, only 11 kilometres from the Cambodian capital.

Serial pedophile Alexander Trofimov’s whereabouts remain a matter of speculation or denial, with provincial police in Preah Sihanouk saying they lost track of him the day after Christmas, national police saying they are not even looking for him, border police requesting photographs and government spokesmen either saying they know nothing or offering hunches.

Ministry of Interior spokesman Khieu Sopheak told the Post yesterday that he did not know whether the recently released Russian national – who is wanted in his home country for alleged sex crimes against six girls aged nine and 10 – was still in Cambodia or had left for another country.

I am not sure about Trofimov’s whereabouts. He may be in the country or out of the country. We have searched for Trofimov’s name [on records at immigration checkpoints], but it has not shown up,” he said.

A coalition of 14 international and national NGOs working to protect children in Cambodia have petitioned Deputy Prime Minister and Minister of Ministry of Interior Sor Kheng, requesting that Russian pedophile Alexander Trofimov be deported from Cambodia. Trofimov, also known as Stanislav Molodyakov, is believed to be in Sihanoukville, following his controversial release from Preah Sihanouk provincial prison on December 20.

As international and local non-governmental organisations registered with the Ministry of Interior or Ministry of Foreign Affairs collaborate with the Royal Government of Cambodia in preventing, protecting and eradicating human trafficking and sexual exploitation especially of children, we are honoured to inform, Excellency, that: Alexander Trofimov, alias SASA, male, 45 – the former director of Snake Island Investment Co in Preah Sihanouk province – was arrested by Cambodian police from the Department of Anti Human Trafficking and Juvenile Protection in October 2007 on three different charges:

Criminal file No 1495 dated 05/9/2007 of Phnom Penh municipal court, involving a 13 year-old girl, under charge of debauchery; Criminal file No 328 dated 22/10/2007 of Preah Sihanouk provincial court, involving an eight-year-old girl, under charge of purchase of child prostitution; and Criminal file No 330 dated 25/10/2007 of Preah Sihanouk provincial court, involving 15 girls aged six to 17 years, under charge of indecent act against minors under 15.

Summary of Facts
While he was in Preah Sihanouk province in 2004-2007, Alexander Trofimov, alias SASA contracted, lured, tricked and procured at least 21 underage girls from seven brokers for sexual abuse perpetrated at Snake Island, Snake House guesthouse and his rented residence in Preah Sihanouk province. In 2007, with NGOs’ assistance, four and later more families filed formal complaints with Preah Sihanouk provincial anti-human trafficking police, subsequently leading to arrest of Alexander Trofimov and his seven brokers who provided girls to him.

A total of 21 girls, including a mute girl, were rescued and brought to care by NGOs. Two girls known as Alexander Trofimov’s fostered daughters later dropped the charges and three others were classified as witnesses by the Court, leaving 16 girls to testify.

National and international NGOs have petitioned Minister of Interior Sar Kheng to have serial pedophile Alexander Trofimov deported from Cambodia, noting that a repeat offence is likely for criminals of his type.

We fear that Alexander Trofimov will again abuse children as he did after escaping his past in Russia,” reads the petition signed by 14 NGOs, including World Vision, Save the Children, Licadho and Action Pour les Enfants. It was delivered to the ministry on Friday.

Trofimov, is known on “Interpol’s wanted list as Stanislav Molodyakov” and is “reported to have raped six girls aged nine [to] 10 years in Russia”, the petition said, adding that a request to extradite him to Russia had been ignored.

He was released from Preah Sihanouk provincial prison by royal pardon on December 20 after serving slightly more than four years of an eight-year sentence for sex crimes against 17 girls. Prior to his arrest, Trofimov had led a US$300 million project to turn Snake Island into a luxury tourism resort, complete with a bridge linking it to Sihanoukville.

For Mao Rin, not her real name, the past week has sent her back to the time when she was eight or nine years old. She is not sure exactly how old she was when it happened because she has blocked most of it out of her mind.

“I always dreamed about that story,” she said yesterday, referring to the series of sexual assaults she experienced from serial pedophile Alexander Trofimov. Now, however, the nightmares she had learned to shake herself out of have returned as thoughts that shock her while she is awake. “I cannot find the words to describe what I felt when I heard he was released,” she told the Post. “Now, I remember everything he did to me when I was a child.”

Trofimov, who was convicted of sex crimes against 17 girls from 2005 to 2007, most from the coastal resort of Sihanoukville, is now living in a villa next to a primary school behind Sokha Beach, provincial police told the Post yesterday.

A third foreign pedophile – a Dutch national who was sentenced to 10 years in prison for sex crimes against six boys in 2005 – was released from prison last week after receiving a royal pardon.

Prey Sar prison director Sun Lean said yesterday Rene Paul Martin Aubel had left the prison in Phnom Penh on December 23 after being pardoned.

The early release of three foreign pedophiles in one week was not a coincidence, Seila Samleang, country director of the NGO Action Pour Les Enfants, said.

It marked the first time such pardons had been used to gain early release for foreign pedophiles, and now that this avenue had been opened, it would probably be exploited more frequently, he said.

Release of Russian tycoon is for national interest: Hun Xen’s government

25 Dec 2011
By Chun Chanbotr and Yun Samean
RFA
Translated from Khmer by Soch

On Saturday 24 Dec, Phay Siphan, the mouthpiece of the Council of Ministers, claimed that the request to the king to release Alxander Trofimov, the Russian tycoon, was done for national interest (sic!). Phay Siphan said that the release of Trofimov was not done in exchange for development of Koh Pous Island in Sihanoukville. “First of all, his sentence was completed. He was completed one portion of his jail sentence already… Therefore, the portion of the sentence is another story, but it will clearly bring good outcome, this is why the government asked for the king to pardon him,” Phay Siphan said. This is the first time that a government official reply to criticisms against the release of Trofimov.

Somnieng Sila, director of the “Action pour Les Enfants” NGO, said : “This sex act included buying somebody etc…, therefore it is an immoral action and it greatly affects the customs of our country. Furthermore, since he [Alexander Trofimov] is rich, when the sentence is lessened too much, it could also affect the justice system in the future. The public thinks that, because he is rich, this is why the [sentence] is lessened like this. Therefore, it does not look good, even if the release is done according to the law.

Anti-human trafficking groups criticize Cambodia for amnesty decision.

Radio Free Asia

Cambodian Prime Minister Hun Sen's government asked the country's King Norodom Sihamoni to pardon a Russian businessman convicted of sexually abusing more than a dozen girls in Cambodia, according to a prince.

Prince Sisowath Thomico told RFA in an interview Friday that the king granted an amnesty to Alexander Trofimov, who was freed on Tuesday, based on a government request.

Trofimov, who became the focus of Cambodia's largest-ever pedophilia case, had been convicted of buying sex from 17 girls between the ages of six and 13.

Anti-human trafficking groups have expressed dismay over his release, saying it would be a bad example for criminals.

Serial paedophile and mega-resort investor Alexander Trofimov walked free from Preah Sihanouk Provincial Prison on Tuesday after serving slightly more than half of his previously reduced sentence for sex crimes against 17 underage girls, the prison’s director said yesterday.

Pich Veasna said that Trofimov was released on Tuesday following a Royal pardon. “We requested to King Norodom Sihamoni to pardon him because he had corrected himself during the time he served in prison,” Pich Veasna told the Post.

The former chairman of Russian-led Koh Pous (Snake Island) Investment Company was first accused in 2007 of purchasing sex from six girls between six and 16 years of age. After the first set of charges, 13 more girls – including one who was deaf – accused the now 45-year-old Russian businessman of sexually abusing them. He was convicted of sex crimes against 17 of them.

Matthew Harland, 38, was arrested in the capital Phnom Penh last May for buying sex from an 11-year-old and a 12-year-old in 2006.

Phnom Penh Municipal Court also ordered Harland to pay each of the victims one million riel ($250) in compensation.

"The verdict offers justice to the victims," said Peng Maneth, a lawyer for the girls.

Srey Rath, a 15 year old Cambodian girl, wanted to earn money for her family by washing dishes in Thailand. Instead, the man who promised her the job sold her into a brothel, where fighting back just meant more beatings and rape.

Woineshet Zebene, a 13 year old girl from Ethiopia, was peacefully sleeping in her hut, when four men stormed in and kidnapped her. Battering and raping went on for two days until she finally escaped. Upon her return to the village, she was expected to marry one of her rapists, Aberew Jemma.

Dina, a 17 year old from Kindu, Congo, was returning home from her farm, when five militia men surrounded her. They told her, if she screamed, she will be dead. All five of them, one after the other raped her. When she was pinned down, one of the men forced a stick inside her.

What do all of these stories have in common? Oppression of women.

Whether it’s a mother killing her baby girl because she believes girls are unlucky, or a militia man thinking that he has the right to rape any woman he desires, tyranny towards females exists. The trick is not to only change the law, but to change people’s points of view through education.

Nicholas D. Kristof, NY Times journalist and his wife, Sheryl WuDunn, former NY Times journalist and editor, portray in their new nonfiction book, Half the Sky, how, if given the opportunity, women can shine even in the darkest corners of life.

The title is part of an ancient Chinese proverb: Women hold up half the sky. I’m guessing the other half lies on the shoulders of men. When either side falls, it’s harder for those who are still standing. Just like the 13 colonies – ‘United we stand, divided we fall’.

The shock of statistics in each chapter is personalized with an individual story giving the whole book a more humane feeling. Photographs of women and girls throughout the book make reading their life trials feel as though they are right beside me.

Kristof compares oppression of women to slavery. Just like there was a beginning for equality with the Emancipation Proclamation, this could possibly be the beginning for emancipating women and girls worldwide. The quote in chapter two in Half the Sky cleverly analyzes slavery. “Although volume upon volume is written to prove slavery a very good thing, we never hear of the man who wishes to take the good of it, by being a slave himself,” said Abraham Lincoln.

Kristof came into a brothel in western Cambodia and pretended he was a customer. The woman pimp sold him a girl, Srey Neth, for $150 and gave him a receipt. What shocked me the most was when I realized over the weekend I found this amazing pair of shoes for $145, which I didn’t purchase. If I bought them I would have my shoes and a receipt, and Kristof bought a human being for almost the same price and has a receipt. I can’t wrap my head around the idea that I can buy a woman for $150 and own her.

Of course Kristof bought Srey Neth and another girl, Srey Momm, for $203 only so they can go back to their families. Unfortunately, buying them is the easy part. Because girls are usually dependent on drugs that pimps give them, they return to the brothels voluntarily..

Compared to the prenatal care in the U.S., where practically every inch is though out and planned even before the pregnancy, for many women in Africa becoming pregnant is a death sentence. One woman dies of childbirth around the world every minute.

Every person should read this book. It’s not only inspiring but also real because while reading I wanted some parts to be surreal. All these women, who survived rape, beatings, acid burns, fistulas, and more, and are still able to not give up and turn their horrific experience into strength - truly hold up half the sky.

Graham Cleghorn
Kiwi 'expects guilty verdict' in Cambodia

Friday Nov 26, 2010
NZPA

New Zealander Graham Cleghorn - serving a 20-year prison sentence in Cambodia for rape - says he expects to be found guilty in the defamation case against him today.

"I'm going to stand up there and they're going to say `you're guilty, here's the sentence'," he told the Phnom Penh Post newspaper.

"Find me a case where a foreigner has been found innocent in Cambodia."

Cleghorn, 62, was sentenced by Siem Reap provincial court in 2004 to 20 years' prison for the rape of five girls aged between 14 and 19.

He is due to attend a verdict hearing late today (NZT) in the defamation case bought against him by the Cambodian Women's Crisis Centre (CWCC), which accused him of telling media outlets that the non-government organisation offered to pay each victim US$10,000 ($13,160) each to testify against him.

In a hearing last Monday, Mea Sophea, the lawyer representing the CWCC in Siem Reap, requested that the court demand Cleghorn pay US$5000 in compensation.

But in an interview with the Post at Prey Sar prison this week, Cleghorn, repeated previous statements that the case should never have made it to court.

"Apparently I'm not allowed to tell you that those people [the CWCC] are thieves and liars and set me up, because that's defamation now," he says.

"Any information I gave to the court [in prior hearings] is privileged information and can't be used against me in a defamation case."

But CWCC representative Say Vathany called the bribery claims "groundless".

"His defamation against CWCC is intended to discredit CWCC in a desperate attempt to influence a more favourable verdict for his case in the Supreme Court."

During the hearing last week, Siem Reap-based CWCC manager Ket Noeun said the defamation complaint stemmed from Cleghorn's repeated statements through the press.

Cleghorn has never denied making the claims in court, but denies making the claims in interviews to the press.

Cleghorn faces an extra two years in prison for each victim that he refuses to pay US$2000 in compensation to in relation to his rape conviction. He has said the money will go unpaid.

"I don't give a f... what they do," he said.

"I am what I am, and I am not going to pay these girls for lying. At least I can look in the mirror every morning and like what I see."

When asked if he would pay any compensation if he was found guilty of defamation, he grinned and said: "What do you think?"

In a special episode of “America’s Most Wanted” airing on FOX this Saturday, host John Walsh will take viewers to the front lines of the international battle against child predators in Cambodia, a nation frequented by pedophiles.

“We’re profiling American pedophiles who have fled to other countries. Westerners go over there primarily to have sex with small children, 6-8 year old boys and girls,” Walsh told Pop Tarts. “I took a small crew with me and went undercover with a British cop and infiltrated brothel nightclubs. It was really heartbreaking to see it.”

Walsh said that within two minutes of being in a Cambodian bar, they were approached by a madam offering them very young children, and believes audiences will be shocked at how easy and how prevalent it is that Westerners involve themselves in such acts.

“It is our garbage that goes to Cambodia and preys on these young children. It is our garbage from America, England, the West that goes to the East and preys upon their poverty,” he said. “People are going to be surprised about how easy it is to do, and how many Westerners fly there just to solicit and have sex with children.”

The episode also provides a rare exploration of a Cambodian prison, and an interview with two British men arrested for their illicit involvement with young children.

“They [the British prisoners] were very arrogant and blaming society for getting caught. There is also this concept that people can pay off the police or even the judges if they get caught,” Walsh explained.

But among the devastation, the veteran TV host was overcome by the strength of one woman in particular, Somaly Mam, a tireless advocate who has dedicated her life to rescuing Cambodia’s children from the sex trade. A sex-crime victim as a child, Mam operates a center for other victimized children, offering them hope for the future.

“Somaly Mam herself had been kidnapped and forced into sex trade when she was 14; now she goes and rescues the poor children one at a time, at great risk to herself. In fact her own 14-year-old daughter was kidnapped by pimps and brutally sexually assaulted, but this didn’t deter her,” Walsh continued. “She is still going in and trying to save these boys and girls from a life of prostitution.”

Walsh also believes it is in our nation’s best interest to assist in tracking down the American pedophiles profiled on the broadcast.

“The number one thing is awareness. These guys will go over there and come back and function as pediatricians, scout masters, school teachers. We need to tell our officials,” he added. “People may ask ‘why should what’s happening in Cambodia affect me?’ Well, the guys that go over there and molest Cambodian kids come back and molest American kids. I’ve been to Haiti, Katrina, Ground Zero and seen some rough things… but the trip to Cambodia was really, really life-changing.”

In what sounds like a relatively horrifying episode, this Saturday America’s Most Wanted will feature host John Walsh as he goes undercover in Cambodia to expose international sex trafficking.

It's an unfortunate reality that sex-related crimes are a global epidemic and this Saturday, America's Most Wanted will be visiting Cambodia to investigate pedophilia crimes taking place at a notorious bar. Fox released some information on the special today, revealing that in addition to Walsh’s undercover venture in Southeast Asia, the episode will also include information on American sex predators that are still at large. The episode will air on Saturday, Nov. 13 (9:00-10:00 PM ET/PT) on FOX. Below is the full description for the episode as provided by Fox.

AMERICA’S MOST WANTED cameras go undercover in Cambodia, a nation targeted by pedophiles because the abject poverty there has made it distressingly easy to “buy” underage children. Working with international law enforcement agencies, Walsh investigates a notorious Phnom Penh bar to see firsthand how young girls are offered to foreign visitors and visits a Cambodian prison to confront jailed Westerners accused of preying upon children.

Walsh also talks to Somaly Mam, a tireless advocate who has dedicated her life to rescuing Cambodia’s children from the sex trade. A sex-crime victim as a child, Mam operates a center for other victimized children, offering them hope for the future.

In the episode, Walsh will ask viewers to get involved in the fight against predators by helping him track down several American pedophiles profiled during the broadcast.
