Vietnam and Cambodia have reaffirmed their commitment to maintaining and developing the valuable traditional friendship between the two countries.

In a joint statement issued at the end of Party General Secretary Nguyen Phu Trong’s visit to Cambodia at the invitation of King of Cambodia Norodom Sihamoni on December 8, the two sides expressed their pleasure at the practical and efficient development of the fine neighbourliness, traditional friendship and comprehensive and long-lasting cooperation.

They once again affirmed to maintain and promote the traditional friendship and pass it on to younger generations on the basis of principles in the Vietnam-Cambodia joint statements in 1999, 2005 and 2009, considering this one of important factors in ensuring the success of each country’s national construction and defence.

On the occasion of the 45th anniversary of their diplomatic ties, the two sides agreed to name 2012 as the “Vietnam-Cambodia Friendship Year”.

The two sides stressed the importance of economic cooperation and pledged to further expand and improve the efficiency and quality of economic cooperation in order to match both countries’ aspirations and potential.

They emphasized the resolve to double two-way trade to US$5 billion in the next five years and encouraged their businesses to boost cooperation and investment in border areas, particularly the Development Triangle.

Cambodian and Vietnamese PMs hold talks

PM Dung highly appreciated that Cambodia’s role in creating favorable conditions for overseas Vietnamese to live and do business in the country and asked Cambodia to further facilitate the activities of overseas Vietnamese. Prime Minister Nguyen Tan Dung and his entourage began an official visit to Cambodia on November 15 to attend the Greater Mekong Sub-region (GMS) summits at the invitation of Cambodia Prime Minister Hun Sen.

Both PMs held talks to strengthen and develop the friendship and cooperation between the two nations after the welcoming ceremony.

PM Hun Sen highlighted the visit by Prime Minister Nguyen Tan Dung and his entourage and expressed his belief that the visit will give a fresh impetus to promoting the traditional friendship and comprehensive cooperation between the two countries. PM Dung said he was very glad to be re-visiting Cambodia and highly appreciated Cambodia’s prestige and status in the regional and international arena.

PM Hun Sen also highlighted Vietnam’s role as ASEAN 2010 President and its successful organization of the 17th ASEAN Summit and related summits. He also gave congratulations for the 11th Vietnam’s Communist Party Congress which will be completed by early 2011. He said Vietnamese investors have boosted direct investment in Cambodia while other nations met difficulties in overseas investment due to the impact of the global financial crisis.

Both PMs expressed delight at the fine development in the relationship between the two nations in recent years, and determined to bring the friendship and comprehensive cooperative relations to a new height. They also agreed to promote exchange of delegations at all levels, devise effective measures to promote cooperation in such fields as trade, investment, banking, energy, power, oil and gas, and transportation. Both PMs also encouraged service and trade activities among localities, especially localities at border areas.

The two leaders also agreed to closely cooperate in the fields of security, national defense and anti-terrorism and trans-national crime, human trafficking, and drug smuggling. They affirmed that none hostile forces are allowed to destroy the friendly relations between the two nations and showed determination to complete the border demarcation and marker planting by 2012. PM Dung highly appreciated that Cambodia’s role in creating favorable conditions for overseas Vietnamese to live and do business in the country and asked Cambodia to further facilitate the activities of overseas Vietnamese.

At the talk, both PMs also discussed issues on strengthening cooperation within ASEAN as well as the sub-regional cooperation mechanism. After the talk, both PMs witnessed the signing ceremony of a payment agreement between the State Bank of Vietnam and the Cambodia Royal Bank.

Strengthening friendship and comprehensive co-operation between Vietnam and Cambodia

President Nguyen Minh Triet starts a State visit to Cambodia today at the invitation of King Norodom Sihamoni. This is the second visit to Cambodia by President Triet since his first visit to the country in 2007.

The visit comes at a time when the relationships between Vietnam and Cambodia is developing well. President Triet’s visit reflects the determination of leaders and peoples of the two countries to always attach great importance to consolidating and boosting the traditional friendship and comprehensive co-operation between Vietnam and Cambodia for their mutual benefit.

Such friendly relationships and comprehensive co-operation between Vietnam and Cambodia have consolidated and developed in all fields under the motto “Good neighbourliness, traditional friendship, comprehensive co-operation and long-term stability." The exchange of high-level visits over the past years and most recently, General Secretary Nong Duc Manh’s visit to Cambodia in December 2009 and the visit to Vietnam by Cambodia’s former King Norodom Sihanouk, his wife Norodom Moninieth Sihanouk, and King Norodom Sihamoni in June this year, have contributed to further promoting the friendship and comprehensive co-operation between the two countries to a deeper, more effective and reliable level. The economic co-operation, trade and investment between the two countries has seen positive development. The two-way trade between the two countries in 2009 earned US$1.3 billion and the two countries strive to reach the target of over US$2 billion this year. The current investment of Vietnam in Cambodia is approximately US$900 million. The implementation of hydroelectricity projects and Vietnam – Cambodia joint venture bauxite exploitation is expected to reach US$6 billion within five years. Both countries have also promoted co-operation between ministries, sectors and localities. The two sides have collaborated to maintain security and stability in the border areas and agreed to complete land border demarcation in 2012. The two sides have set up a joint committee on economics, culture, science and technology with the aim to review co-operative plans on economics, politics, trade, military and security every year and put forth new plans for the future. In addition, both countries have accelerated co-operation in education and training, energy, electricity, healthcare, transport and communications. Vietnam and Cambodia have closely co-ordinated on regional and multilateral co-operation within the framework of the Association of Southeast Asian Nations (ASEAN), the Asia- Europe Meeting (ASEM), the Mekong River Commission (MRC) and the Cambodia-Laos-Vietnam Development Triangle.

The Vietnamese people would like to take this opportunity to thank the Royal Family, Government and the people of Cambodia for their valuable support for Vietnam in the past as well as at present. We wish the Cambodian people, under the clear-sighted leadership of King Norodom Sihamoni and the Royal Government will gain more achievements in their cause to build a peaceful, independent, neutral, non-aligned and prosperous country.

Cambodia, Vietnam vow to have wider range of border development

"In order to complete the land border demarcation and pillar installation by the end of 2012 as agreed in the work plan, the border provinces shall support and provide favorable conditions and cooperation to implement some duties such as protecting the border markers and pillars, assisting the construction of the border pillars, educating people to maintain the border and pillars and to respect the border affairs regulations...," Joint Viet-Xmer communique

Cambodia and Vietnam concluded their one-day talks on Tuesday afternoon in Cambodia's capital city of Phnom Penh to have wider range of border development.

In a joint-communique, released after the meeting, the two countries vowed to foster wider range of border development in many fields ranging from the outcomes to the new building of infrastructure, investment, trade and services, industry, agriculture, forestry information, markets development, health, tourism, education, border demarcation, energy, human resource, security and public order.

The meeting was co-chaired by Sar Kheng, deputy prime minister and minister of interior and Pham Gia Khiem, deputy prime minister and minister of foreign affairs of Vietnam -- was the 6th of its kind that focuses on border cooperation and development between the two countries.

The meeting was called "Meeting on cooperation and development between border provinces of Cambodia and Vietnam".

It is an annual meeting and held in a rotative schedule between Cambodia and Vietnam.

Last year meeting was held in Ho Chi Minh City in Vietnam.

Delivering speech at the talks, Sar Kheng said as a host of the meeting he was proud to announce that the bilateral cooperation between the two nations, especially, since the first meeting until today, many fields of cooperation have been fulfilled and achieved.

"The existing mechanism for cooperation is becoming an effective way for actual implementation between the two governments which is aimed at fostering and strengthening solidarity, friendship and brotherly cooperation between Cambodia and Vietnam," he said.

"Our countries have cooperated well and supported one another in the struggle against the global economic crisis for the purpose of reducing the impact from this crisis," he added.

Pham Gia Khiem said he was confident that bilateral cooperation between the two nations in all fields will be promoted.

In the 7-page joint communique, both sides agreed to maintain both regular and extraordinary meetings between provincial, district and communal authorities and responsible agencies of the two countries at the border areas to improve information sharing and promote cooperation and mutual assistance.

The two countries also mentioned on the part of border demarcation to be completed by the end of 2012.

Businesses to invest billions of dollars in Cambodia

Vietnamese and Cambodian businesses have signed investment agreements and contracts worth US$6 billion to invest in power generation, food processing, fertilizer production, rubber plantation and health care in Cambodia.

The deals were signed at a conference held in HCM City on December 26 to promote Vietnamese investment in Cambodia. The event was co-chaired by Vietnamese Prime Minister Nguyen Tan Dung and his Cambodian counterpart Hun Sen, and co-hosted by the Vietnamese Ministry of Planning and Investment (MPI) and the Cambodian Development Council (CDC).

It was reported at the conference that both countries have signed more than 60 documents for bilateral cooperation in almost all areas, and established appropriate mechanisms to facilitate cooperation.

Two-way trade has increased significantly in recent years, reaching US$1.7 billion in 2008, up 40 percent against 2007.

Vietnamese businesses have invested in over 60 projects in Cambodia with a total capitalisation of nearly US$900 million, making Vietnam among the top three foreign investors in Cambodia. Most invested projects have been operating efficiently, especially in forestry, agriculture, mining, telecommunications, banking and insurance.

However, the two countries have not fully tapped their great potential for expanding investment and trade cooperation. A number of Vietnamese businesses have not developed plans to increase operations in this market.

PM Dung and PM Hun Sen welcomed a joint initiative to host the conference as a practical move to promote bilateral cooperation in investment and trade.

PM Hun Sen said Cambodia is calling for foreign investment in its strong areas such as agro-forestry, industry, infrastructure construction, product processing for export, mining and tourism.

He said the royal government has offered incentives to attract Vietnamese investors, and signed agreements on trade, tourism, energy and maritime transport with Vietnam. It has also licensed a number of Vietnamese businesses to invest in fertilizer production, banking-financial services, bauxite exploration and exploitation, and farm produce processing.

The Royal government of Cambodia will create a favourable investment environment for Vietnamese businesses to operate in the country, PM Hun Sen assured Mr Dung and representatives of 600 businesses attending the event.

For his part, PM Dung hailed the efficiency of Vietnamese-invested projects in Cambodia, but said the results have not yet matched the potential of both countries and not lived up to their people’s expectations.

He recalled high-level talks and meetings between the two countries’ top leaders who had agreed to take additional measures to broaden cooperative ties. They vowed to raise two-way trade to US$2 billion in 2010 and increase Vietnamese investment in Cambodia to US$6 billion in the coming years.

He said the strong political and diplomatic ties and the long-standing friendship between the two countries will lay a firm foundation for boosting cooperation in other areas.

Mr Dung pointed out Vietnamese and Cambodian advantages and said they can support each other in development. Cambodia has a high demand for cooperation in farm produce processing (rubber, sugarcane and wood), power generation, mineral exploration, exploitation and processing, aviation, finance, insurance, banking, telecommunications, oil & gas, fertilizer production and clean energy. Meanwhile, Vietnam has about 460,000 businesses, many of whom are strong in terms of technology, market development, finance, qualitative human resources and experience.

He proposed that both sides finalise a legal framework to facilitate investment and trade development. He suggested examining and amending the signed agreements, including one on investment protection and promotion, and conducting negotiations and signing new agreements on double tax avoidance, labour cooperation and legal aid.

The Vietnamese government creates favourable conditions for its businesses to operate in Cambodia, Mr Dung said.

He reminded the businesses to explore and abide by Cambodia’s legal system and its customs.

At the event, MPI and CDC signed a memorandum of understanding on investment promotion. The Vietnamese Minister of Industry and Trade and the Cambodian Minister of Industry, Mining and Energy signed the minutes of their meeting regarding Bauxite exploration and exploitation in Mondulkiri province.

The Bank for Investment and Development of Vietnam (BIDV) signed a deal to provide financial services to Vietnamese businesses investing in Cambodia.

The two PMs also granted a decision to establish an association of Vietnamese investors in Cambodia, and investment licenses to a number of Vietnamese businesses.

Cambodian PM to attend investment conference in Vietnam

PHNOM PENH, Dec. 23 (Xinhua) -- Cambodia's Prime Minister Hun Sen will attend a conference on investment to Cambodia by Vietnamese entrepreneurs later this week, a government's statement said Wednesday.

In a statement released by Ministry of Foreign Affairs and International Cooperation, it said at the invitation of Nguyen TanDung, Prime Minister of Vietnam, Hun Sen will lead a delegation to attend the conference that will include Cham Prasidh, minister of commerce and Cambodian businessmen.

The conference will be held in Ho Chi Minh City on Dec. 26, 2009.

In recent years, more Vietnamese companies have entered Cambodia for investment opportunity, including air service, banking, and telecommunication.

According to the official data, two-way trading between Cambodia and Vietnam was 1.6 billion U.S. dollars in 2008. But bilateral trade stood at 1.05 billion U.S. dollars in the first ten months of this year, down 28 percent year-on-year, due to the world economic downturn.

In 2010, the two countries targets to increase bilateral trade to two billion U.S. dollars. To reach the target, Vietnam has put forward a number of measures including boosting trade promotion activities and improving quality of Vietnamese products.

Party General Secretary Nong Duc Manh left Hanoi on December 17, beginning anofficial visit to Cambodia at the invitation of King Norodom Sihamoni.

This is Mr Manh’s second visit to Cambodia after his first in March 2005.

The visit aims to strengthen the traditional friendship and comprehensive cooperation between the two countries and to elevate Vietnam’s position in the region, especially as the country will assume the chair of ASEAN in 2010.

Over the past years, bilateral relations have developed well through a regular exchange of high-level visits to promote mutual trust and understanding.

Two-way trade has increased by 40 percent annually, reaching US$1.7 billion in 2008 and US$945 million in the past three quarters of this year. Both countries aim to raise the figure to US$2 billion in 2010.

While Mr. Hun Xen’s regime is ardently defending Cambodia’s western border with Thailand, on 13 November, the Sam Rainsy Party issued a statement reminding the government to protect the country’s eastern border next to Vietnam as well.

Sam Rainsy, SRP President, issued a public statement raising the issue in which the National Assembly plans to hold a meeting on 16 November to lift his parliamentary immunity so that the Svay Rieng provincial court could investigate the charges that Sam Rainsy destroyed public properties simply because, on 25 October 2009, he pulled out border posts in Samrong commune, Chantrea district, Svay Rieng province. The provincial authority claimed that these posts are border posts delimiting the border between Cambodia and Vietnam.

The Cambodian National Assembly’s action to hold its session to lift Sam Rainsy’s immunity takes place after Nguyen Tan Dung, the Yuon PM, asked the Cambodian government on 04 November 2009 to take action against Sam Rainsy as his alleged action could negatively affect the relationship between Cambodia and Vietnam.

Sam Rainsy confirmed that his action on 25 October 2009 was taken to support his solidarity with Khmer farmers who fall victim to the loss of their rice field lands from land-grabbing by Vietnam along the border of Svay Rieng province.

Sam Rainsy indicated that the Cambodian government and Hun Xen’s action to nominate Thaksin Shinawatra, the former Thai PM who is considered a criminal by the Thai court, as a personal advisor to Hun Xen and an economic advisor to the Cambodian government is nothing but a subterfuge to turn the public attention away from problems along the Vietnamese border. These border problems with Vietnam stem from the Vietnamese tricks and Hun Xen’s penchant for Hanoi.

Vietnam condemns Sam Rainsy’s act, slanderous allegations

A spokesperson for the Vietnam Foreign Ministry on October 30 strongly condemned Sam Rainsy – President of Cambodia’s Sam Rainsy Party (SRP) – for uprooting demarcation poles on Vietnam-Cambodia borders and making slanderous allegations against Vietnam.

On October 25, 2009, Sam Rainsy visited a border demarcation site between Vietnam’s Long An province and Cambodia’s Svay Rieng province, uprooting six demarcation poles at location 185 and bringing them back to Phnom Penh. He even accused Vietnam of “taking Cambodia’s land through border demarcation”.

Spokesperson Nguyen Phuong Nga said that currently Vietnam and Cambodia are speeding up border demarcation and landmark planting. Protecting landmarks and demarcation poles is the common task of the governments and people of the two countries, in line with bilateral agreements and international law.

Ms Nga described Sam Rainsy’s act as perverse, saying it violated the laws of both Vietnam and Cambodia as well as treaties and agreements reached between the two countries, and obstructed the process of border demarcation. She said Sam Rainsy’s slanderous allegations were ill-informed and irresponsible and that they aimed to incite hatred and undermine the fine relationship between Vietnam and Cambodia.

She asked the Cambodian Government to take necessary measures against such a destructive act, creating favourable conditions for conducting border demarcation and landmark planting between Vietnam and Cambodia on schedule in the interest of the two nations.

Phnom Penh — Deputy Prime Minister Truong Vinh Trong has assured Cambodian Prime Minister Hun Sen that Viet Nam was willing to share its experiences in drug prevention and HIV/AIDS control with Cambodia.

Trong was received by PM Hun Sen yesterday during his trip to Cambodia to increase bilateral ties and to discuss HIV/AIDS prevention and drug abuse.

The Vietnamese government has been conducting a nation-wide campaign to implement prevention and containment of drugs and HIV/AIDS at all levels, said Trong, who is also Chairman of Viet Nam’s National Committee for AIDS, Drugs and Prostitute Prevention.

"As a result, initial and important achievements have been made, including the decrease in the numbers of drug addicts and HIV carriers in communities," he said.

Both men agreed that preventing drug addiction and controlling HIV/AIDS was a difficult, complicated and time-consuming task. They also concurred that if the task was not carried out effectively, then these problems would badly affect the economic development and social order of each country.

PM Hun Sen wanted Viet Nam to help Cambodia build detoxification centres, train personnel and strengthen co-operation between the countries’ security forces to help combat transnational drug smugglers.

Regarding bilateral economic co-operation, deputy PM Trong said he hoped the Cambodian government would continue to facilitate Vietnamese investors’ search for opportunities and the implementation of long-term projects in finance, banking, energy, infrastructure development in Cambodia.

Also yesterday, Trong and his entourage paid floral tributes to the Independence Monument and the Monument to the Vietnamese volunteers in Cambodia.

Party General Secretary Nong Duc Manh made the statement while receiving Cambodian Minister Hun Sen in Hanoi on Nov. 4, the first day of the latter’s visit to Vietnam as guest of his Vietnamese counterpart Nguyen Tan Dung.

The Party leader spoke highly of the outcome of PM Hun Sen’s earlier talks with PM Dung as well as measures they agreed upon in order to accelerate the implementation of high-level agreements.

On this occasion, PM Hun Sen thanked Vietnam for its valuable support and assistance during Cambodia’s past struggle for national liberation to escape from the former genocide regime, as well as its current cause of national construction and development.

The same day, PM Hun Sen was received by President Nguyen Minh Triet who said that Vietnam and Cambodia should strengthen comprehensive cooperation and increase mutual trust in political ties for greater results in the aspects of trade and investment.

The two countries also need to beef up relations between their ministries, sectors and agencies, in addition to the exchange of high-level visits, the President said.

PM Hun Sen informed President Triet of the outcome of his talks with PM Nguyen Tan Dung, stressing that the two sides agreed to boost the economic and trade relations in an effort to reach the target of 2 billion USD in two-way trade value by 2010.

While speaking of rapid development in bilateral economic, trade, investment, health and energy cooperation, the PM said Cambodia advocates the tightening of cooperative ties with Vietnam and Laos for the prosperity of the Vietnam-Laos-Cambodia development triangle.
