Government Defends Ban on US Broadcasts During Election

We banned all stations that handle VOA and RFA programs.
A Ministry of Information official confirmed Monday the government had banned broadcasts of Voice of America and Radio Free Asia during the election Sunday.

San Putheary, chief of the audio-visual department at the ministry, told VOA Khmer the ban was to maintain a “quiet atmosphere” (sic!) as Cambodians went to the polls to elect local leaders of commune councils.

“We banned all stations that handle VOA and RFA programs,” he said, adding that the ban had been conducted legally.

Chea Sundaneth, director of the Women’s Media Center, which broadcasts the US-government programming on FM102, said they had received a call from the ministry Thursday night and were told to cease the broadcasts. They also ceased broadcasts of Radio France International and Radio Australia.

How far has democracy advanced in Cambodia?

Not very far.

Activists from three different political parties died during the 15-day campaign period leading up to the elections, in which the ruling Cambodian People's Party won a large majority of seats, according to a report issued by the Committee for Free and Fair Elections in Cambodia (Comfrel). The Phnom Penh Post ran articles on "allegations of intimidation, ghost voting, and electoral-roll sabotage" in the election, and the U.S. government-funded Voice of America (VOA) published a story headlined "Observers: Cambodian Vote Improved but Problems Remain."

Comfrel documented the various irregularities in the election--listing at least 100--but the U.S.-owned Radio Free Asia (RFA) and VOA brought to our attention one specific one: the silencing of the transmission of their broadcasts on five local FM stations on Sunday. The one-day ban also seemed to extend to Radio Australia and Radio France Internationale.

The decision to silence the overseas broadcasters was apparently made by the Ministry of Information and came with no advance warning. The government couldn't silence shortwave signals coming into the country, but the shutdown of the FM signals was the most effective in urban areas, where the FM signals are strongest.

In an email message, RFA told us they were taken by surprise by the shutdown and that they had received no complaints from the government in the run-up to the voting. Authorities did not release a statement about the shutdown of the broadcasters.

RFA called it a giant step backward for the country. That seems about right.

Sam Borin trust fund Appeal

Our friend, Sam Borin, has been battling liver cancer for the past year. He has been under the care of the oncology medical team at Georgetown Hospital. The doctors told him last month that there is nothing left they can do to halt the spread of this disease. If he is to get better, it will because of his amazing courage and those mysteries the doctors don’t understand. We have hope he will return to health.

Borin has chosen to be cared for by Hospice at home. He is mostly pain free and in good spirits. Each day is a gift because he is surrounded by his wonderful family: his wife, Samen Sar, his daughter, Romany, and his three sons Ramman, Borom and Sorim.

Friends have set up a trust at Bank of America to honor Borin’s work and life. The donations will be used for expenses not covered by Medical Insurance. Any money not used for end of life expenses will go for scholarships to students from Kampong Chhnang, Borin’s home province, to attend the University of Phnom Penh. To receive a scholarship, the student must be an orphan or from a poor family. The Maryknolls at Phnom Penh University, Education Department will administer the Scholarships.

Radio Free Asia: How is Sam Rainsy Party preparing for the upcoming commune election?

Mu Sochua (MHS): SRP has filed candidates in 98% of the 1,633 communes. We are ready and we have shown to voters that SRP stands for justice, for protection of human rights and equality .

SRP is the main force to push for institutional reforms for quality of life for our people.

SRP is the force for the empowerment of our people.

SRP is the symbol of dignity and we are against corruption.

SRP continues to stand with the people for the protection of our human resources, the protection of our natural resources and I am confident that we will continue to gain confidence of our people as we fight for common interests.

RFA: Why Should Voters Vote SRP?

MSH: commune elections is the unique occasion for people to chose their commune chiefs, their commune counselors.

SRP is ready for election day 3 June, 2012. We are ready for parliamentary election in 2013.

We will continue to defend our people's interest that are in our our platform:
  1. Land is life- without land titles, there is no stability, no security for our farmers, our families. We will continue to be with our people to defend their land rights.
  2. Heath care: it is part of life with security. We will offer to our people quality and free basic health care to our people, in particular those who are most at risk.
  3. Decent pay for decent work: we protect workers'rights. Sending our people to neighboring countries to face abuse and death is not a solution to unemployment.
RFA: Mr. Sam Rainsy is in exile because he is sentenced to 12 years in prison. Will he return for the elections?

MSH: my question is: does the ruling party dare to compete in free and fair elections? Can it be called free and fair elections when the leader of the main opposition party is excluded from competing?

We do not seek justice for Mr. Sam Rainsy. We demand free and fair election for true democracy.

RFA: What has SRP done to prepare women candidates?

MSH: SRP has trained our women through the party women's wing. Our female candidates will double, as it is the case in Battambang as I am the leader there. We will reach 20% women representation on our party list. It is a major jump.

Our women candidates are positioned strategically on winning positions. Our women candidates are qualified to bring votes for the party. But is really about victory for the country as a whole when women run and women win.

I am confident that we will double the number of votes as it is the case in 2002 when SRP had 1,300 elected councilors; in 2007 we double the number to 2,600.

“The country’s leaders must accept the criticisms.”
In recent month, Cambodian Prime Minister Hun Sen has made a number of public speeches against broadcasters VOA Khmer and Radio Free Asia for critical coverage of his government.

“Go ahead, broadcast my speeches,” he said at a ceremony to inaugurate a bridge in Kampot province earlier this month.

He asked the crowd to point out the RFA reporter present. “Go ahead, insult me,” he said. “I won because you insulted me. The more you insult, the more you make a mistake.”

Cambodia’s broadcast media environment is overwhelmingly favorable to Hun Sen and the ruling Cambodian People’s Party. There are few independent outlets, and media experts say it is difficult to get a license for non-party aligned broadcasters.
