Ministry of Information: No more cartoons comparing gov't leaders to animals


Journalists’ reaction to the directive issued by the Ministry of Information

On Tuesday, several journalist associations have reacted against the new directive issued by the Ministry of Information (MoInf), prohibiting journalists from writing comments and editorials that affect the social security.
Ek Visareak Khun, the secretary-general of the Cambodian National Newspapers Commission, said that this new directive is a violation on the freedom of journalists and it is tantamount to silencing the journalists from writing articles.
Ek Visareak Khun said: “This recent additional directive shows that our press is sliding down.”
Sok Sovann, President of the democratic journalists association, added that he does not oppose this prohibition to touch the king, however, he cannot accept the prohibition of cartoons depicting politicians, or the writing of articles revealing the unlawfulness of government officials and the claiming that such articles would affect social security.
He said that this issue causes concerns among reporters, because then, reporters will be liable to sentencing just for writing true stories.
Sok Sovann added: “Regarding social security, we must have a clear definition saying what does social security means. For example, if a reporter write about a provincial police commissioner, then this will involve the police, and if the police decide to accuse that this affect their entire unit, as well as all the police commissioners, then it will create unrest in the entire province, then the police can arrest and jail the reporter, this is very serious.”
Last week, the MoInf issued a new directive ordering all news media institution to stop writing or comment on anything that touch upon the king and the social security.
This directive is an additional prohibition that prevented the use of rude and mocking tone, and containing accusations, as well as publishing cartoons comparing the government leaders or anyone in the Senate and the National Assembly to animals.
The MoInf claimed that this directive was issued in order to improve the journalism profession in Cambodia which, in the past, does not abide by the professional code of conduct.
The Center for Social Development (CSD) expressed its concerns, accusing the issuing of this directive as an attempt to prevent the public participation and a violation of the freedom of expression and a violation of the rights to receive information. However, the forum of newspapers editors pushes the journalists to respect the professional code of conduct also.
The tight order aimed at journalists came at a time when the upcoming general election is approaching fast.

Net commentators react to Kem Sokha’s new Human Rights Party

The convention, nonetheless, was quite a hit. In the following days, Sokha began calling the shots in The Cambodia Daily when he demanded political opposition leader Sam Rainsy prescribe to a new set of party standards. Most prominent on this list was a two-term limit for the Sam Rainsy Party’s (SRP’s) president, a flagship safeguard already institutionalized at the HRP and mimicking the U.S. system of presidency.
The demands have not gone without controversy, however, but have sparked a passionate debate between human rights guru Sokha and seasoned reform advocate Rainsy. While Sokha cited the convention’s vast turnout to establish leverage, Rainsy noted that he could easily topple such an event with his grassroots backing. And while Nguon Nhel of the Cambodian People’s Party (CPP) boasted his lack of concern over the HRP, Sokha and Rainsy—perhaps the splintered opposition—continued their sparring match without regard to the CPP’s established dominance.
Sokha gained international recognition when he was arrested for defaming the Hun Sen regime at a protest in 2005. Shortly thereafter, he was released following a wave of condemnation from the international community. In 2007, he announced his intentions to reenter politics while president of the Cambodian Center for Human Rights (CCHR), an organization he founded.
Despite his platform of curtailing corruption and establishing better human rights standards, Sokha has been a controversial figure throughout the Cambodian blogosphere (which is, quite possibly, dominated by the SRP‘s educated urban demographic, whereas the HRP holds a stake in poorer rural areas). Popular Cambodian cartoonist Sacrava criticized Kem Sokha for supposedly helping Hun Sen at Cambodian Discussion (CAMDISC).
Sacrava’s statement mirrors the general sentiments of Cambodia’s small wired population, that Kem Sokha’s third party may divide the opposition even more and thus legitimize the CPP incumbency. Internet commentator James Sok soon replied to Sacrava, expanding this criticism to Cambodia’s general lineup of opposition forerunners.
Less than two weeks after this exchange of commentary, Sokha and Rainsy fell into their beleaguered struggle. But one commentator on KI Media observed an earlier sibling-like relationship between Sokha and Rainsy and urged the two parties to stop fighting.
Blogging newcomer Scott from Scott in Cambodia notes some worry about the upcoming 2008 elections and the current political situation. While there is always bickering between parties like the HRP and SRP, he notes, Cambodians have historically resorted to violence in furthering their political agendas. And, regardless of the continuous political rhetoric pervading Cambodia, a country with such a tumultuous history has little chance of creating change through ballots thanks to the institutionalized corruption of Cambodian politics.

Current Khmer politicians do not believe in national priority. They cannot win the election because: selfish leadership, narrow vision, poor organization, lacking real ideology, no trained membership, no supporting grassroots, lacking diplomatic support.
Less than two weeks after this exchange of commentary, Sokha and Rainsy fell into their beleaguered struggle. But one commentator on KI Media observed an earlier sibling-like relationship between Sokha and Rainsy and urged the two parties to stop fighting.
I was lucky to be invited by a friend to join a dinner with Sokha. I am the outsider and less interested in politics. However, I wanted to see Sokha in person. So I went. During the dinner Sokha got a phone call. Guess who? Rainsy called Sokha. They talked like brothers.
Now I don’t understand. They both exchanged words. And also you all here at KI comment exchanged words too. Please you all, both sides, get to know your boss a little more and you may find out something. I think they both play some kind of game here.

Most everything looks and seems okay. There are political parties - the CPP is the ruling party with Hun Sen as the Prime Minister, and Funcinpec is its main rival. Than at a distance there is the Sam Rainsy Party and the new Human Rights Party. There is usual and typical bickering between parties like live shells tossed back and forth. But this is a country whose political strife has usually been settled with violence.The coming 2008 elections may be a turning point as to whether the HRP will help to further cement the CPP’s power or challenge it.

A burning question from a KI-Media reader: What do you, a KI-Media reader, think? Please post your comment here
Some Khmers think they can write and start to flood the internet with garbage opinion pieces that are just embarrassing, annoying, and give bad image to Khmer.
On top of that they think they are doing Khmer a service and claim to represent Khmer. I'm just speechless.

The French lawyer of Hor Namhong, a Khmer citizen, threatens to sue Artist Sacrava, an Aussie citizen, which country will have the jurisdiction?

I am acting as French counsel for Foreign Minister of Cambodia, Mr. Hor Namhong.
I have noted that on your web site, named sacrava.blogspot.com, the following caricatures are advertised, namely:
- “Hor Namhong , I am searching for the Truth .... I was a Khmer Rouge or the Boeng Trabek Jail Chief” (May 12, 2008);
- “Dam or Dum - Hor Namhong: My Xmer Govermment wanted Cambodia to be the Battery of South-East Asia" (April 7, 2008);
- “Hor Namhong: I'm going to sue you with this deformation searching ” (April 19, 2008).
Those caricatures could be sanctioned by a court of law, as being in particular libelous, slanderous and defamatory for Mr. Hor Namhong.
In this respect, I draw your attention to the fact that in a 1991 judgement, the Paris courts ruled that similar allegations were defamatory for Mr. Hor Namhong.
Therefore I put you on notice, on behalf of Mr. Hor Namhong, to immediately take all measures so that those caricatures, and other caricatures which would be in the same vein, be deleted from your web site.
Mr. Hor Namhong obviously reserves all his rights against you and any other participants or contributors to this matter. Please indicate me the name of your attorney-at-law in this matter.

I am Hengsoy, Jr. Life has been busy since the passing of our father Heng Soy. (Bless his soul!)... we, his family and friends, however, are as dedicated as ever to continue his legacy of publishing sensitive information about Cambodia.
Since his passing, KI Media has been a ship without a captain [...] For the first few weeks after Heng Soy’s passing, KI Media hovered in the high 8-990,000 of hits.

couple of months, the monthly figures have not passed 500,000. It is regrettable, mainly due to the
immature, self-righteous, narrow-minded new poster, Ms. Jemima, that our father
Heng Soy unfortunately trusted with access.
But let us not dwell on the recent past of bickering, hypocritical personalities but instead look forward to this amazing new opportunity.
