The government has reclassified 23,182 hectares of state land in Preah Vihear province for private development by three agro-industry firms, paving the way for them to secure economic land concessions (ELCs).

Reclassification of state public land to state private land is a key step toward establishing ELCs, concessions that Prime Minister Hun Sen declared a temporary moratorium on in May amidst mounting criticism that the country was being rapidly carved up among businessmen.

But a loophole in that moratorium, criticised by rights groups as self-defeating and deliberately vague, allows the government to grant ELCs that had previously been under negotiation.

On August 3, the prime minister signed off on the reclassification of land in Borie, Kulen and Roveang districts to Green Choice (Cambodia) Co, Ltd (7,863 hectares), Aminent Elite (Cambodia) Co, Ltd (7,359) hectares and Distinct Harvest (Cambodia) Co, Ltd (7,960 hectares) respectively, according to the latest Royal Book.

Villagers who allege authorities and armed forces in Preah Vihear province have been burning their houses and clearing farmland of 400 families, to create a social land concession, protested yesterday, calling on intervention from Prime Minister Hun Sen.

The 5,557-hectare SLC in Kulen district’s Srayang village is supposed to house the families of 160 disabled soldiers, government sources say.

Representatives of the 200 villagers protesting said they had lived on 2,000 of those hectares since 2002, when they received written commune council recognition that they were farming the area but no formal land titles.

PHNOM PENH - Representatives from some 370 families arrived at the Phnom Penh administration building of Prime Minister Hun Sen on Monday, calling on him to intervene in a land dispute in their home province of Preah Vihear.

Leaders of the group said they are being ousted from their homes along National Road 64 to make room for government land for retired soldiers.

Chea Yean, 60, from Sroryong village, near the border with Siem Reap province, said authorities had already begun to bulldoze the land, leveling villagers’ crops.

Two hundred representatives of more than 500 families from Preah Vihear made the long journey to Phnom Penh yesterday to seek Hun Sen’s intervention in a bitter, long-standing land dispute involving the now-defunct NGO Drugs and Aids Research and Prevention Organisation.

In 2007, DARPO was granted more than 500 hectares of land by the government to distribute to poor villagers living in Preah Vihear’s Kantuot village.

However, villagers were already living on the land DARPO was granted, a problem that was compounded when the NGO then sold the bulk of the land to a handful of families from Preah Vihear and Phnom Penh.

One hundred and thirty-five ethnic Kouy families from the Brame, Srae Preang and Bos Tom villages in Preah Vihear’s Tbeng Meanchey district gathered on Saturday and yesterday to protest the Lan Feng Company’s alleged bulldozing of their farmland.

Phan Suket, 23, the representative of the 135 families, said that Lan Feng Company employed 10 bulldozers to level their farmland – consisting of one roughly 600-square-metre plot per family – to make way for a sugar plantation.

“Their [the Kouy’s] living is dependent on cultivation, but now the company bulldozed their farmland,” he said. “So how do our next generations survive without farmland?”

Thai soldiers kill Cambodian loggers again

One Cambodian was fatally shot, two were injured and more than 100 others fled Thailand under gunfire on Saturday after Thai soldiers allegedly discovered them illegally logging rosewood near Preah Vihear province, military officials said yesterday.

Ten men were unable to escape and were captured by Thai authorities in the aftermath of the shooting, which occurred in Thailand’s Ubon Ratchathani province, Meas Yoeun, deputy military commander in Preah Vihear province’s Choam Ksan district, told the Post yesterday.

The Thais claimed that their gunfire was an act of “self-protection” because the Cambodians had fired first, Meas Yoeun reported. However, the deputy military commander said that the group of loggers did not own firearms.

“The Cambodians did not have guns, as the Thais alleged. They just had knives and axes to log the rosewood,” Meas Yoeun said, adding that it was “illegal” for the Thais to shoot at Cambodian civilians.

Ouch Leng, land reform project co-ordinator for the Cambodian Centre for Hum-an Rights, said that in 2011, 10,537 hectares were carved from the wildlife sanctuary and granted to 18 companies.

The Cambodian government has reclassified 12,000 hectares of wildlife sanctuary to make way for agro-industry concessions for three companies, according to the royal book issued on March 19.

The land has been cut from the Kulen Promtep Wildlife Sanctuary, the largest protected area in Cambodia, which covers 402,500 hectares of land at the juncture of the Preah Vihear, Oddar Meanchey and Siem Reap provincial borders.

According to the royal book, on March 13 Prime Minister Hun Sen signed three sub-decrees granting concessions to three private companies for agro-industry and rubber plantations. The sub-decrees annul all other legislative provisions concerning the land, including laws protecting the sanctuary.

Old mortar shell wounds 11 Cambodian children

PHNOM PENH, Cambodia (AP) -- An old mortar shell exploded as children played with it in their Cambodian schoolroom, and 11 students were wounded.

Preah Vihear province police chief Mao Pov said the 60mm shell exploded when a student placed it on the floor and hit it with a rock while the teacher was out of the room.

He said three students are in critical condition. They are 9 to 13 years old.

Japan's firm launches onshore oil, gas exploration in Cambodia

PHNOM PENH, Jan. 31 (Xinhua) -- Japan's state-affiliated Japanese Oil, Gas and Metals National Corporation (JOGMEC) on Tuesday started the seismic acquisition operation for oil and gas exploration in Cambodia's Preah Vihear province, said a government official.

Phay Siphan, spokesman for the Council of Ministers, said the JOGMEC would drill 6,000 holes, each has a 6-milimeter diameter and up to a depth of 20 meters for the four-month seismic survey in the province.

Preah Vihear province, situated some 500 kilometers northwest of Phnom Penh, is home to more than 200 ancient temples including Preah Vihear temple, one of the world heritage sites.

Ho Vichit, vice-chairman of Cambodian National Petroleum Authority, said the seismic acquisition operation is one of the first steps of oil and gas exploration study and the operation will not have any impact on the environment and natural cultural sites.

Japanese firms undertake oil exploration study in northern Cambodia

PHNOM PENH (Kyodo) -- Two Japanese oil firms began seismic acquisition studies in Cambodia on Tuesday to explore for oil and gas reserves in three northern provinces.

Cambodian government spokesman Phay Siphan said the state-owned Japan Oil, Gas and Metals National Corp. and Mitsui Oil Exploration Co. started the seismic acquisition operation in Tbeng Meanchey, Preah Vihear Province.

The operation will be conducted in a total area of 6,500 square kilometers in Preah Vihear, Siem Reap and Kompong Thom provinces, Phay Siphan said.

JOGMEC Executive Director Akira Suzuki told Deputy Prime Minister Sok An in a meeting Monday that the operation will roughly take four months to complete, according to a Cambodian official who attended the meeting.

Villagers whose houses were dismantled in Preah Vihear’s Choam Ksan district last month told the Post yesterday that a claim they had voluntarily left their village was a lie.

In a letter to Prime Minister Hun Sen’s cabinet dated January 13, the Preah Vihear provincial government claims the villagers had agreed to leave Svay Chrum village in Kantuot commune.

“No violence or threats were used on the people,” it says.

The letter, issued by provincial governor Om Mara, also says the villagers’ relocation from Svay Chrum to Theam Macheat village followed a royal decree dated August 10, 2011.

More than 50 villagers from Preah Vihear’s Svay Chrum village ga­thered in protest for the second time in two weeks at the capital’s Wat Botum pagoda yesterday to urge Prime Minister Hun Sen to intervene in an ongoing land dispute with provincial authorities.

In late December, the National Authority of Preah Vihear began destroying homes in the Choam Ksan district to create space for government offices.

Residents in the area have been forced to move to a nearby village, which they claim lacks basic infrastructure.

Nearly 70 villagers from Preah Vihear’s Choam Ksan district gathered in the capital yesterday and submitted a letter to Prime Minister Hun Sen urging his intervention in a land dispute with provincial authorities.

Last Friday, the National Authority of Preah Vihear began dismantling the homes of residents in Kantuot commune’s Svay Chrum village to make way for a government office. The residents have been forced to relocate to a nearby village they claim lacks infrastructure.

Representative Phan Poeun said the villagers made stealth trips to the capital, careful not to draw the attention of provincial authorities. “We came secretly because if the authority found out, they would stop us and arrest us,” he said.
