Meanwhile, a group calling itself Ruam Phalang Pokpong Phaendin (United to Protect the Motherland) has urged the army to expel Cambodians who they say are encroaching on Thai territory.

Thailand and Cambodia have agreed to carry out landmine clearing operations in the disputed area surrounding the Preah Vihear temple.

Defence Minister Sukumpol Suwanatat said the agreement was reached at the second meeting of the Thai-Cambodian Joint Working Group, held in Phnom Penh from Tuesday to Thursday this week.

The landmine clearing work would be conducted at spots known to both sides as A, B, C and D that have been referred to by the International Court of Justice, ACM Sukumpol said upon his return to Thailand yesterday.

Health and funding woes are threatening a flagship Khmer Rouge trial, experts say, kindling fears that the elderly defendants may never answer for the worst of Cambodia’s “Killing Fields” era. The three most senior surviving leaders of the brutal regime stand accused of some of the gravest crimes in modern history for their roles in up to two million deaths in the late 1970s.

Worried the octogenarians would not live to see a verdict, judges at a UN-backed court in Phnom Penh split their complex case into smaller trials, saving the most serious atrocities for later proceedings. But seven months into their slow-moving first “mini-trial,” concern is mounting that the court — faced with a worsening funding crunch and fresh fears over the accused’s health — will be unable to finish the entire case.

“This is it, this is the trial. Nobody believes there’s going to be a second phase,” said Anne Heindel, a legal advisor to the Documentation Center of Cambodia, which researches Khmer Rouge atrocities.

As planned, Mr. Rong Chhun is supposed to stay longer in Switherland in order to meet many other International organizations´ leaders as scheduled after the ILO MAP Project Conference to breif them the real situations of Cambodian workers in the context of promoting "Decent Work" as projected by ILO, but he is urgently asked to return home to help thausands of workers who are protesting at Tai Yean factory right now. 

Please be informed that workers´s representatives at Tai Yean factory and  Miss Yang Sophean, the President of Cambodian Alliance of Trade Union, have kept Mr. Rong Chhun informed all the  on-giong issues at the factory.

The case at this factory, the use of tribunal to silence the workers,  is a new unacceptable measure taken by the employer stated by one of the ILO´s officials during his private meeting with Mr. Rong Chhun. This has added another new violation case  against workers which clealy undermines their rights to unionize and protect their interests.

He will arrive at Phnom Penh airport at around 8 PM today.

“In Cambodia’s Prey Lang Forest region, home to the Kuy indigenous people, official land grants of tens of thousands of hectares of forest for mineral extraction, timber and rubber plantations have forced many people to give up traditional livelihoods."

BANGKOK -- Human rights organization Minority Rights Group International says unprecedented demand for natural resources globally, but especially across Asia, is leading to ethnic conflict and displacement of indigenous communities.

In its annual report released Thursday, the group says the demand for resources covers such areas as logging and dams, oil, gas or mineral extraction, coastal tourism, commercial fisheries, conservation parks and large scale agriculture.

Carl Soderbergh, a spokesperson for Minority Rights Group International, says the global economic downturn, pressures to boost revenue sources, the emerging bio-fuel market, and resource exploitation has created a "perfect storm" in which minorities and indigenous peoples bear the brunt of demands.

Cambodian villagers protest controversial Laos dam

PHNOM PENH (Reuters) - Cambodian villagers demonstrated on Friday against a controversial Lao hydropower dam that activists say is being built in defiance of an agreement to assess its potentially damaging impact on millions of people first.

About 200 villagers whose livelihoods depend on the Mekong River urged a halt to the Thai-led construction of the $3.5 billion Xayaburi dam, which has angered Cambodia's government and triggered a rare rebuke by Laos's biggest ally, Vietnam.

"This dam won't just affect the people in our country but will also affect many parts of Laos," said Buddhist monk So Pra, organizer of the protest in Kompong Cham province, 124 km (77 miles) from the Cambodian capital, Phnom Penh.

"Clinton’s visit to Cambodia for the Asean forum will entail delicate diplomacy on a number of issues."

US Secretary of State Hillary Clinton travels to Cambodia next month for a major regional conference hosted in Phnom Penh, where a host of diplomatic challenges awaits.

The Asean Regional Forum will focus on security in Southeast Asia, but it will also host many of the world’s major players, including North Korea, which said through Cambodian diplomatic channels it will be willing to talk to the US bilaterally and to reopen moribund six-party talks.

The contentious issue of the South China Sea will also likely be on Clinton’s agenda, as she moves to further engagement in the region.

Analysts say the issues of the South China Sea issue, democracy and human rights all stand as obstacles to greater US influence in Southeast Asia, which has keenly felt the growing political and economic influence of China in recent years.

Cambodia, which is this year’s rotating head of Asean, is especially friendly with China, which is a major benefactor of military and economic aid.

For years, Cambodia's Boeung Kak Lake has been the centre of a David-and-Goliath battle between its residents and the government. Thousands of residents have been forcibly evicted; their homes destroyed for nominal compensation in the name of developing prime real estate in the capital, Phnom Penh.

Locals have cried foul since authorities awarded a 99-year lease to Shukaku Inc - owned by Senator Lao Meng Khin - in 2007 to develop the area, which is home to some 4,000 families. Over the years, villagers who resisted eviction were harassed by security forces and even thugs, often resulting in violent clashes. Those who accepted relocation found themselves in remote areas lacking basic amenities.

The remaining residents witnessed bulldozers turn their neighbourhood into a construction site, as the once scenic lake was filled to make space for a high-end residential and commercial area.

Despite the woes brought on by 2011’s flood-riddled Year of the Dragon, officials at the National Committee for Disaster Management yesterday expressed concern that if some of those Dragon-like rains fail to appear in the next week, the Kingdom’s crops will suffer.

Anxiety about a potential drought began this week as reports began to filter into the NCDM from north and northeastern provinces that a lack of rain in the past month had already begun to cause damage to rice seedlings and crops.

Keo Vy, deputy director of the Department of Information at the NCDM, said yesterday that it was too early too call conditions a “severe drought”, but that some provinces were beginning to face difficulties with bad rain patterns and that the next week would be crucial.
