WASHINGTON — The United States is urging Cambodia to allow diverse participation in next year’s general elections and release women who were imprisoned last month for protesting a property development.
State Department spokeswoman Victoria Nuland said Secretary of State Hillary Rodham Clinton and Cambodian Foreign Minister Hor Namhong, in talks Tuesday, discussed the importance of “appropriate participation across the political spectrum” in the 2013 elections.
But Nuland said Wednesday that it was “an issue for the Cambodians” whether opposition leader Sam Rainsy is allowed to take part in the vote. Rainsy lives in exile in France following 2010 convictions in Cambodia that he claims were politically motivated.

Another senior United States official has said that President Barack Obama will visit Cambodia in November for the East Asia Summit and the US-ASEAN summit.
Sean McIntosh, spokesman for the US Embassy in Phnom Penh, told the Post yesterday that US Assistant Secretary of State Kurt Campbell “communicated his expectations that President Obama would be here in November” during a closed-door meeting with Foreign Minister Hor Namhong on Friday.
However, the embassy has not yet received official word from the White House, McIntosh added.

The US must learn from its previous support of dictatorships around the world.
Stand up America for what you are.
This statement by a high ranking official of the State Department is an insult to human rights and in particular to women's human rights.
The US State Department will have some serious damage control to do after this statement unless it can reveal what topics of "peace and security" were covered with the Foreign Minister.
Sec. Hillary Clinton will be meeting Foreign Minister Hor Nam Hong and we hope she is not as "thrilled" as Kurt Campbell. She knows Hor Nam Hong's implication in the the Khmer Rouge prison that killed thousands of lives.
Trade first before human rights?
This statement is totally inappropriate.
"Thrilled" to be in Cambodia and speaking with the Foreign Minister, while 13 women were arrested, an award-winning human rights monk arrested , a 14 year-old girl killed by soldiers wearing US military helmets, the outstanding environmentalist assassinated, factory workers shot at by a governor. He was also thrilled that the trial of the 13 women was conducted...

First of all, let me just say that on behalf of the United States government, we are so thrilled to be here in Cambodia for the Senior Officials Meeting. I’ve had a chance yesterday to meet with the Prime Minister and now I have had a very good discussion with the Foreign Minister. I think as you all know Secretary Clinton has invited him to the United States. He will be there early next month and we have had an opportunity to review all the important things that the United States is doing in Southeast Asia, particularly in Cambodia.
I’d just like to underscore that in addition to all the important bilateral work that we are undertaking and our multilateral engagement in terms of the Lower Mekong Initiative and the like, we are also bringing Secretary Clinton in July the largest ever business group to Cambodia as part of our multi-faceted engagement to suggest our deep desire to have a strong and deeper ties between our business communities in the United States and ASEAN. We are thrilled at the support that we have received from the Cambodian government. Daisy Liu [of ConocoPhillips] and Steve Glick [of Chevron] have made very generous contributions in terms of hard drives and also flash drives to enable the ASEAN Secretariat to be fully prepared and capable to deal with the enormous number of people that will be coming to Cambodia to celebrate not only the ASEAN Regional Forum, but [also] the East Asia Summit. This is a critical year – it’s the tenth anniversary since the statement of conduct with regard to the South China Sea. We’re at a critical period. We’re counting on the leadership of Cambodia to ensure the future of peace and prosperity.

“Cambodia’s reputation in the West is already rather poor, and this just adds to it.”
Family members and supporters of Chut Wutty, the conservationist who was shot dead in a remote region of Koh Kong province last week, say they will continue his work and seek to protect what remains of Cambodia’s dwindling forests.
The shooting, which also saw the death of a military police officer, has underscored the dangerous work of activists in the arena of illegal logging and deforestation. And even though the government has put together a committee to investigate the circumstances surrounding it, critics say little else is likely to be done.
Chut Wutty was buried on Monday in Kandal province. His wife, Sam Chanthy, said she was happy that “his death was for the sake of the nation.”
“I want my children to be trained to work like their father,” she said, weeping before his coffin. “He did not sell national territory. He just protected the forest for the people in the country and around the world.”

In April of 1970, I, along with thousands of other college students, went on strike. We were protesting the bombing of Cambodia. It was a heady time, untroubled by any actual knowledge of Cambodia. Not that anyone knew very much about Cambodia then.
By 1975, the Communist Khmer Rouge had come to power and Cambodia dropped from sight. No foreign visitors were permitted, and no news got out. Cambodia remained hidden for years. Even after the Khmer Rouge were driven from power in 1979, Cambodia suffered another 20 years of civil war between the government in Phnom Penh and the Khmer Rouge guerrillas in the mountains and jungles. It is only in the last ten or so years that Cambodia has been at peace and has reentered the world. Foreign visitors, including international businessmen, now flock to Cambodia. One of the almost three million visitors to Cambodia in the past year was me.
I went to Cambodia primarily to see the ancient temples of Angkor Wat and Angkor Thom. They were built in the 12th century, when Angkor was the capital of the Khmer empire and the largest city in the world, with a population of one million. I had first read about Angkor Wat in a Buddhist-art class in 1972. By then, Angkor Wat was off limits to foreign visitors, shrouded in mystery and veiled by war. By some miracle, it and the other temples in the region were untouched by the long years of war. Several hundred years of neglect in the jungle have taken a toll, however, and in recent years many foreign universities and governments have sent experts and aid to help in the restoration of these spectacular wonders of the ancient world. Cambodian and United States soldiers are set to kick-off the third annual Angkor Sentinel today, a bilateral military exchange.
The 10-day exercise, which will take place in Kampong Speu and Kampot provinces, is designed to boost the defence relationship between the two countries; 100 soldiers from the US will participate along with 420 members of the Royal Cambodian Armed Forces.
“We hope to promote stronger experiences for our members of RCAF for humanitarian missions,” Ministry of Defense spokesman Chhum Socheat told the Post yesterday.

The United States and Cambodia will participate in the joint military exercise, Angkor Sentinel, on March 13-22 in Kampot and Kampong Speu provinces, aiming at cementing the two countries' military ties, according to a press release from the U.S. Embassy on Monday.
Angkor Sentinel 2012 is a major bilateral exercise that continues a substantial, multi-year effort by U.S. Army Pacific and U.S. Pacific Command to actively engage with Royal Cambodian Armed Forces and expand peacekeeping and stability operations capabilities, said the press release.
Approximately 100 members of U.S. Army Pacific will join Royal Cambodian Armed Forces in focusing on peacekeeping and humanitarian assistance operations, including a battalion exercise, a counter-improvised explosives devices field exercise, medical civic actions projects to treat underserved rural inhabitants, and battlefield medical activities, it added.

Phnom Penh - A United States Naval Mobile Construction Battalion is working with American Marines clearing debris to build a small-arms training range near the Ream Naval Base in Sihanoukville, the Lighthouse News reported Tuesday.
The newspaper of the Ventura County naval community in southern California said the area would be used by US and Cambodian military personnel for training including an annual exercise by the 11th Marine Expeditionary Unit.
As part of the project, 5,000 square meters of rocks, trees, dirt and other debris are being cleared and leveled to create a suitable flat surface for the range.

U.S. launches 4-year anti-human trafficking program in Cambodia
PHNOM PENH, Jan. 19 (Xinhua) -- The United States on Thursday launched here a four-year counter human trafficking program to support and coordinate Cambodia's efforts to combat all forms of human trafficking, according to a U.S. Embassy's press release.
The 5.4-million-U.S.- dollar second phase program (2012-2015) will continue efforts in the coordination, prevention, protection, and prosecution, with an expanded focus on addressing labor trafficking and exploitation, it said. The Winrock International NGO will be the program's implementer.
Speaking at the launching ceremony, Cambodia's Deputy Prime Minister Sar Kheng, also minister of interior, said that the fight against human trafficking was still one of the top priorities for Cambodia.

PHNOM PENH, Jan. 16 (Xinhua) -- The United States'Secretary of State Hillary Rodham Clinton and President Barack Obama will visit Cambodia in July and November respectively to attend summits as Cambodia chairs ASEAN this year, senior officials said on Monday.
"Our Secretary of State will be here in July as well as our President will be in November," Joseph Y. Yun, deputy assistant secretary of the Bureau of East Asian and Pacific Affairs of the U. S. Department of State, told reporters after a meeting with Ouch Borith, secretary of state for Cambodia's Ministry of Foreign Affairs.
He said that the meeting is to inform Cambodia about the upcoming U.S. leaders' visits and to discuss how to build U.S.- Cambodia relationship in 2012 through these high-level visits.

“We raised so many issues, including judiciary reform, land disputes, corruption and elections.”
A senior US official met with members of Cambodia’s opposition parties and other government officials on Tuesday to discuss ways forward toward free and fair elections later this year and next.
Daniel Baer, who is the US State Department’s deputy assistant secretary for democracy, human rights and labor, met with officials from government, the opposition Sam Rainsy and Human Rights parties and others, to discuss upcoming commune elections, which will be held in June 2012, and national elections, to be held next year.
Free and fair elections will require more funding of pro-democracy groups like the US-based International Republican Institute and the National Democratic Institute, Kem Sokha, president of the minority opposition Human Rights Party, told reporters after his meeting with Baer.
Other issues he raised included bias with the National Election Committee and local authorities for the ruling party, unequal media access, and fraud in voter identification, he said.
